Trustees present- Addis, Edgerton, Fritz, Murray and Boulette. Minutes of Special Meeting of October 23, 1923 read and approved. Carried, all Trustees present voting aye. .Dr. Theo. F. Johnson requested permission to remove a dead tree in parking in front of hie property. Permission was granted. .L.E.C.Smith requested permission to install a gasoline pump in sidewalk at llth Street and National Avenue. Moved by Fritz, seconded by Edgerton, that the request be granted. Carried. as. fr ,Moved by Murray, seconded by Addis that the matter of opening Fourth Street from Seventh Avenue to Fourth Avenue to the North City Limits by the San Diego & Arizona Ry. Co. be referred to the City Attorney. Carried. • Moved by Addis, second by Murray that the matter of straightening J Avenue from 16th to 20th Street be re- ferred to the City Engineer. Carried. Mr. W. H. Morton requested permission to make drive- way at 626 G Avenue. Moved by Edgerton, seconded by Fritz, that request be granted. Carried. .The bid of the Pioneer Truck Co. for the paving of Eighth Street with Bituminous Macadam Pavement, was read: Two inch Bituminous Macadam Pavement, as specified, per square foot 8 2/3 cents Moved by Addis, seconded by Murray that the bid be referred to the City Engineer. Carried. •The following bids received for the grading and other improvement of portions of B, C and D Avenues, read: PIONEER TRUCK CO. Excavation, per cubic yard 85 Cents Embankment, per cubic yard 50 Cents Cement Concrete sidewalks, per square foot 22 Cents Cement Concrete curbing, per lineal foot 70 Cents Cement Concrete gutter, per square foot 25 Cents Construction of all culverts including headwalle,wingwalle, aprons and gutter inlet, all complete Sasoo.00 JOHN ENGEBRETSEN. Carried. , Application of Robt B. Singleton for position of Deputy City Marshal, was read. Moved by Murray, seconded by Addis, that the application be denied. Carried. . Petition of property owners for a street light at the intersection of 18th Street and Granger Avenue, also panel fence as protection from running off road, was read and re- ferred to the Street Committee. , Petition of property owners to have the grade established on Grove Street between 18th and 22nd Streets, was read and referred to the City Engineer. .Petition of property owners for a Street Light at the intersection of 6th Street and First Avenue, was read and referred to the Street Committee. . Report of the Recorder for the month of October, 1923, presented and ordered filed. .Communication from C. B. Ireland regarding refund on certain Assessments for the improvement of 5th, 6th and 7th Streets was read. Moved by Fritz, seconded by Murray,that the report be aooepted and ordered filed, and warrants be drawn on the General Fund in favor of said parties for said sums. Carried, all Trustees present voting aye. .Report of the City Engineer on the bids for the grad- ing and other improvement of B, C and D Avenues was read and ordered filed. _4 28. RESOLUTION NO. 838 OF AWARD for grading and other im- provement of portions of B, C and D Avenues to John Engebreteen, was read. Moved by Fritz, seconded by Addis that the Resolution be adopted. Carried, all Trustees present voting aye. Moved by Fritz, seconded by Edgerton, that Resolution of Award No. 838 be approved. Carried, all Trustees pre- sent voting aye. -Report of the City Engineer on the bid for paving a portion of Eighth Street with Bituminous Macadam Pavement was read and ordered filed. RESOLUTION NO. 839 OF AWARD for the paving with Bit- uminous Macadam Pavement of a portion of Eighth Street to the Pioneer Truck Co. was read. Moved by Fritz, seconded by Murray, that the Resolution be adopted. Carried, all Trustees present voting aye. , RESOLUTION NO. granting franchise to Spreckels Brothers Commercial Co. for spur track on 9th Avenue and 24th Streets, was read. Moved by Fritz, seconded by Edgerton, that it be introduoed and laid over according to law. Carried. ,Bond of John W. Gardner as Master Plumber, was pre- sented. Moved by Fritz, seconded by Murray that the Bond be approved, accepted and ordered filed. Carried. Deeds from the Southern Trust and Commerce Bank and the San Diego Securities Co. for a portion of 26th Street were presented. ✓RESOLUTION NO. 840 Accepting Deeds from the Southern Trust and Commeroe Bank and the San Diego Securities Co. for a portion of 26th Street was read. Moved by Fritz, seconded by Addis, that the Resolution be adopted. Carried, all Trustees present voting aye. ,RESOLUTION NO. 841 OF INTENTION to close portions of 3rd Avenue, 5th Street and 3rd Street, was read. Moved by Murray, seconded by Fritz that the Resolution be adopted. Carried, all Trustees present voting aye. 29. J RESOLUTION NO. 842 OF INTENTION to change and establish the grade of 1Bth Street from National Avenue to Highland Avenue, was read. Moved by Fritz, seconded by Murray, that the Resolution be adopted. Carried, all Trustees pre- sent voting aye. /ORDINANCE NO. Regulating the removal of trees and providing for replQcement of same, was read. Moved by Murray, seconded by Edgerton, that it be introduced and laid over under the rules and according to law. Carried. Moved by Edgerton, seconded by Fritz that the City Attorney be instructed to prepare an Ordinance fixing the salary of the City Attorney at $100.00 per month instead of $125.00. Motion lost by the following vote: Ayes - Trustees Edgerton and Fritz; Noes- Trustees Addis, Murray and Boulette. • Petition of the Pacific Tel. & Tel. Co. under date of Oct. 26th, 1923, to trim; certain trees, was read. Moved by Murray, seconded by Addis, that the petition be granted. Carried. M• oved by Murray, seconded by Fritz, that the Board reject the Deed of Laura S. Rice, executed July l6th, 1923, for certain lands for street purposes, and the City Clerk be instructed to return same. Carried. ,Moved by Edgerton, seconded by Murray that the City Marshal be and he is hereby direoted to notify Laura S. Rice to grade to the official grade, where not so graded, and to construct sidewalk and curb thereon on the Bide next to her property where sidewalk and curb are not al- ready in place, by private contract, the following streets in the City of National City, California, between the following points, to -wit: G Avenue between Second and Third Streets; Third Street between G Avenue and Highland Avenue; Second Street from the Easterly line of G Avenue to a point 150 feet Easterly therefrom; F Avenue between Seoond and Third Streets; Second Street from Easterly line of F Avenue to a point 175 feet Easterly therefrom. Third Street from Easterly line of F Avenue to a point 125 feet Easterly therefrom. 30. Said sidewalk and curb to be located and constructed in conformity with the Ordinances of said City regulating the same. A11 of said work to be done under the directions of the Street Superintendent and City Engineer and to be completed within thirty days from this date. If said work is not so completed by her within said time, the Board of Trustees of said City will instruct the City Attorney to file a suit to quiet title to said streets and will proceed to do all of said work under the Act of the Legislature commonly known as the Improvement Act of 1911. Carried. ,Moved by Fritz, seconded by Murray, that the West tide of A Avenue between 9th and loth Streets be eidewalked and curbed and the City Marshal be instructed to notify the owners to have same done in thirty days. Carried. .Moved by Murray, seconded by Addis, that the City Engineer and Superintendent of Streets be instructed to make the necessary repairs on the 7th Avenue bridge. Carried, all Trustees present voting aye. .Moved by Edgerton, seconded by Murray that the sum of $400.00 be transferred from the General Fund to the Fire Fund and that the City Clerk and City Treasurer be instructed to make the necessary entries upon their records. Carried. .Moved by Murray, seconded by Edgerton that the City Marshal and Health Officer notify any one that has more than one cow, that same muet be removed within sixty days. Carried.
