MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL

March 18, 2014
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:05 p.m. by Mayor / Chairman Ron Morrison.

funds, program income, and funds remaining from completed projects to
Community Development Block Grant (CDBG) and HOME Investment
Partnerships (HOME) Program activities proposed for the 2014-2015

RECOMMENDATION: Conduct the Public Hearing and make
recommendations for the CDBG and HOME funding allocations from the
sources identified in the Financial Statement.

$59,117. Carried by unanimous vote.
A listing of programs approved for funding was distributed to each
member of the City Council. The City Council was then asked to rank the
approved programs in priority order (with #1 being the highest) in the
event total CDBG funding was changed for 2014-2015. The sheets were
then collected to be tallied and reported back to the City Council.
Carlos Aguirre, Community Development Manager reported that the
tabulation of individual ranking process resulted in a tie between Item No.
17 "Park ADA Enhancements" and Item No. 18 "Health Homes Energy
Efficiency".
ACTION: Motion by Sotelo-Solis, seconded by Rios, to rank Park /
ADA Enhancements ahead of "Healthy Homes". Carried by
unanimous vote.
Motion by Sotelo-Solis, seconded by Rios, to approve the rankings
for Items 1 through 4 and Items 1 through 6. Carried by unanimous
vote.

Community Service Day to be held on April 26, 2014.
Alfredo Ybarra, Director of Housing and Grants, reported on current efforts being
undertaken by the City of San Diego as a result of the elimination of Enterprise
Zones by the State.
Police Chief Manuel Rodriguez reported on the status of the investigation and
efforts to recover the stolen War Memorial plaques from Kimball Bowl.
Finance Director Mark Roberts clarified some details regarding the Contingency
Reserves account in the CAFR (Comprehensive Annual Financial Report) as well
as comments he made at a previous meeting regarding accounting procedures
for the State of the City Address.
MAYOR AND CITY COUNCIL
City Treasurer Beauchamp discussed the future impacts that retirement costs will
have on the budget.
Vice Mayor Natividad requested a copy of the press release that was issued
regarding the theft of the memorial plaques and also requested that the City
Council retreat that has been discussed no longer be considered.
Member Sotelo-Solis encouraged efforts to have people enroll in the Affordable
Care Act prior to the deadline, reported that Kaiser Medical has a program for
undocumented children who need insurance coverage and that the American
Diabetes Association has requested a recognition plaque from the City.

Member Rios expressed appreciation to the City Manager for the employee
recognition event that was held and reminded everyone about the Job Fair that
will be held at MLK on April 2nd from 10:00 am to 1:00 pm.
Mayor Morrison reported that road funding issues are on the horizon as the
Federal Highway fund is depleted and updated everyone on efforts to force
district elections in the Sweetwater Union High School District without a public
vote.
CLOSED SESSION REPORT
City Attorney Claudia Silva stated there was nothing to report from the Closed
Session. (See attached Exhibit `L')
ADJOURNMENT
The meeting was adjourned in honor of Patricia Stoney a senior citizen who
recently passed away.
Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City to be held Tuesday, April 1, 2014 at
6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 10:37 p.m.
