MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
June 3, 2014
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:05 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Morrison, Natividad, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Duong, Manganiello, Muthusamy,
Parra, Raulston, Roberts, Rodriguez, Silva, Stevenson, Williams.
Others present: Student Council Representative Kane Gillego.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
Mayor Morrison announced that the meeting would be adjourned in honor of Mr.
Weldon Donaldson, a long time champion and supporter of National City and the
Mile of Cars Association. Mayor Morrison presented a Certificate of Adjournment
to Jenifer Ball, President of the Mile of Cars Association.
PUBLIC ORAL COMMUNICATIONS
Patricia Perez, Sweetwater High School Assistant Principal and Dean of
Activities was present and introduced Isaac Maldonado, the new Student Council
Representative for next school year.

Registers). Motion by Cano, seconded by Natividad, to pull Item No. 7 and, to
approve the remainder of the Consent Calendar. Carried by unanimous vote.

EXECUTE AMENDMENT NO. 3 TO THE SANDAG TRANSNET SMART
GROWTH INCENTIVE PROGRAM GRANT AGREEMENT NO. 5001347
FOR THE 8TH STREET CORRIDOR SMART GROWTH
REVITALIZATION PROJECT TO EXTEND THE TERMINATION DATE
OF THE AGREEMENT FROM JUNE 30, 2014 TO DECEMBER 31, 2014.

Member Sotelo-Solis disclosed that due to the proximity of her home to the
project site addressed in Item No. 7, she would not participate in consideration of
the item. Member Sotelo-Solis left the Chamber at 7:31 pm.

10. Public Hearing confirming the assessment and ordering the levy for the
Landscape Maintenance District No. 1 (Mile of Cars) for Fiscal Year
2014/15. (Planning)
RECOMMENDATION: Conduct the Public Hearing.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Natividad, to close
the Public Hearing. Carried by unanimous vote.

THE CITY OF NATIONAL CITY ADOPTING THE TRANSNET LOCAL
STREET IMPROVEMENT PROGRAM OF PROJECTS FOR NATIONAL
CITY FOR FISCAL YEARS 2015 THROUGH 2019 CONSISTING OF THE
FOLLOWING PROJECTS: PLAZA BLVD. WIDENING (NC01), STREET
RESURFACING (NC03), TRAFFIC SIGNAL INSTALL/UPGRADES
(NC04), HIGHLAND AVENUE COMMUNITY CORRIDOR (NC13), 4TH
STREET COMMUNITY CORRIDOR (NC14) AND CITYWIDE SAFE

RECOMMENDATION: Adopt the Resolution.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Cano, to adopt the
Resolution. Carried by unanimous vote.
NEW BUSINESS
TEMPORARY USE PERMITS 2014 (203-1-30)
13. Temporary Use Permit — San Diego Crusade Play hosted by the Victory
Outreach Church at Kimball Park on July 19, 2014 from 6:00 p.m. to 9:30
p.m. with no waiver of fees. (Neighborhood Services)
RECOMMENDATION: Approve the Application for a Temporary Use
Permit subject to compliance with all conditions of approval.
TESTIMONY: An un-named speaker appeared on behalf of the
applicant and responded to questions.
ACTION: Motion by Natividad, seconded by Sotelo-Solis, to
approve staff recommendation. Carried by unanimous vote.
CONDITIONAL USE PERMITS 2014 (403-29-1)
14. Notice of Decision — Planning Commission denial of a Conditional Use
Permit for a tobacco specialty shop located in South Bay Plaza at 1430 E.
Plaza Blvd., Suite E7B. (Applicant: Vapure USA, Inc.) (Case File 2014-04
CUP) (Planning)
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the Notice of Decision be filed.

PLANNING & BUILDING DEPT ADMIN (1104-1-10)
15. National City Sustainability Efforts Implementation direction to staff.
(Planning)
RECOMMENDATION: Direct staff to solicit proposals pursuant to
California Government Code Section 4217, to design, install, and finance
sustainability improvements within municipal facilities.
TESTIMONY: None.
ACTION: Motion by Cano, seconded by Natividad, to approve staff
recommendation and move ahead. Carried by unanimous vote
FINANCIAL MANAGEMENT 2013 — 2014 (204-1-29)
16. National City Sales Tax Update Newsletter — Fourth Quarter 2013.
(Finance)
RECOMMENDATION: Accept and file the Newsletter.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Cano, to approve
staff recommendation. Carried by unanimous vote

17. Discussion of proposed agenda items for the June 25, 2014 Special
Meeting of the National City City Council and the National School District

RECOMMENDATION: Provide direction to staff.

HOUSING AUTHORITY 2014 (404-1-3)
18. Resolution No. 2014-24. RESOLUTION OF THE COMMUNITY
DEVELOPMENT COMMISSION — HOUSING AUTHORITY OF THE CITY
OF NATIONAL CITY AUTHORIZING THE CHAIRMAN TO EXECUTE A
SUBORDINATION AGREEMENT ALLOWING A NEW MORTGAGE NOT -
TO -EXCEED $165,000 TO BE AND REMAIN A LIEN PRIOR AND
SUPERIOR TO A HOME PURCHASE ASSISTANCE LOAN ON A
SINGLE -UNIT PROPERTY LOCATED IN NATIONAL CITY. (Housing,
Grants, & Asset Management)
RECOMMENDATION: Staff recommends the adoption of a Resolution to
execute the Subordination Agreement.
TESTIMONY: None.
ACTION: Motion by Rios, seconded by Natividad, to adopt the
Resolution. Carried by unanimous vote
MAYOR AND CITY COUNCIL
Student Representative Kane Gillego announced that Sweetwater's Graduation
would be held on June 5, 2014 and advised that she would be at the next City
Council meeting.
Vice Mayor Natividad spoke about Cancer Survivor Day. As a cancer survivor
himself, he urged people with cancer to not give up and spoke of the Relay for
Live event scheduled for August 16, 2014.
Member Sotelo-Solis asked if it would be possible to collect all presentations on
a shared drive and reminded everyone about St. Anthony's festival to be held on
June 7th and 8th
Member Rios requested staff look into a resurgence of homeless people on the
east side and inquired about the vacant position on the Oversight Board.
Member Cano reported on and complimented the efforts of staff to address the
homeless issues on the east side.

MAYOR AND CITY COUNCIL (cont.)
Mayor Morrison presented a check for $17,210 to the City Manager from the
Regional Solid Waste Association; reported on grade separation issues before
SANDAG and a potential battle to keep funds for the South Bay; encouraged
efforts to have campaign signs removed in a timely manner; reported that
Southern California has been designated by the Federal Government as a
manufacturing hub; that Sweetwater High painting plans have been changed and
expressed a desire for clarification and an accounting of tickets provided to
Council members in past years.
CLOSED SESSION REPORT
City Attorney Claudia Silva stated there was nothing to report from the Closed
Session. (See attached Exhibit 'L')
ADJOURNMENT
The meeting was adjourned in honor of Mr. Weldon Donaldson.
Motion by Sotelo-Solis, seconded by Rios, to adjourn the meeting to the next
Adiourned Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City to be held Tuesday,
June 17, 2014 at 5:00 p.m. at the Council Chambers, National City, California.
Carried by unanimous vote.

the month of July. As a result of that action, the meeting schedule for the period
