The Adjourned Regular Meeting of the City Council and Community
Development Commission — Housing Authority of the City of National City was
called to order at 5:08 p.m. by Mayor / Chairman Ron Morrison.

Motion by Sotelo-Sotelo, seconded by Cano, to have staff return in

27. Request to appoint two City Council members to serve on an ad hoc
committee for the consideration and potential selection and
recommendation of an energy service firm to enter into a guaranteed
energy savings contract (ESCO) with the City in response to a request for
statements of qualifications (SOQ). (Planning)
RECOMMENDATION: Appoint two City Council members to serve on the
ESCO ad hoc committee.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Cano, to appoint
Members Rios and Cano to the ad hoc committee. Carried by the
following vote, to -wit: Ayes: Cano, Morrison, Natividad, Rios. Nays:
None. Absent: Sotelo-Solis. Abstain: None.
Member Sotelo-Solis left the Chamber at 7:19 p.m. during discussion of Item No.

LEAGUE OF CA CITIES ADMIN (104-2-1)
28. City Council Review of League of California Cities 2014 Conference
Resolutions. (City Manager)
RECOMMENDATION: City Council consider the League's resolutions and
determine the City's position so that our voting delegates can represent
the City's position during the League conference on September 3-5 in Los
Angeles.
TESTIMONY: None.
ACTION: Motion by Rios, seconded by Cano, to support moving
forward with the Resolution. Carried by unanimous vote
FINANCIAL MANAGEMENT 2014-2015 (204-1-30)
29. Investment Report for the quarter ended March 31, 2014. (Finance)
RECOMMENDATION: Accept and file the Investment Report for the
Quarter ended March 31, 2014.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Cano, to approve
staff recommendation. Carried by unanimous vote

Olivewood Learning Center and responded to questions.
ACTION: Motion by Natividad, seconded by Rios, to approve the
Application for a Temporary Use Permit. Carried by unanimous
vote.
COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
NO AGENDA ITEMS
STAFF REPORT
Mark Roberts clarified balance due figures for the Library bonds.
MAYOR AND CITY COUNCIL
Vice Mayor Natividad inquired about the process for issuing business licenses.
Member Sotelo-Solis suggested consideration be given to the need for cool
zones for residents during the current heat wave and inquired about the status of
the food truck ordinance.
Member Rios reminded everyone about the upcoming Relay for Life event.
Member Cano complimented the efforts of the Code Enforcement staff.
Mayor Morrison reviewed the many events happening in the City including
National Night Out, State of the City, Movies in the Park the Car Show and Relay
for Life.
CLOSED SESSION REPORT
City Attorney Claudia Silva stated the City Council authorized action in one
matter by a 5-0 vote. Details to be provided later so as not to effect service of
process. (See attached Exhibit 'L')

ADJOURNMENT
The meeting was adjourned in honor of Mr. Rip Reopelle a WWII Veteran career
educator, Public Servant and community volunteer who recently passed away.
Motion by Sotelo-Solis, seconded by Cano, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housinq Authority of the City of National City to be held Tuesday, August 16,
2014 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 7:39 p.m.
