MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
February 2, 2016
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:09 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Duong, Manganiello, Parra,
Raulston, Roberts, Rodriguez, Silva, Stevenson, Vergara, Williams, Ybarra.
Others present: Student Representative Reah Sahagun.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC COMMENTS
Sunshine Horton, El Cajon, shared an inspirational rendition of the Pledge of
Allegiance.
Bert Andrade, National City, introduced himself and extended greetings to the
Mayor and Council.
Karen McManus and Jason Paguio, representing the Maytime Band Association,
informed the City Council of their intention to revive the Maytime Band Review
event in National City.
Students Elizabeth Estrada and Grace Pineda extended an invitation to attend
their 6th Grade Camp spaghetti dinner fund raising event at El Toyon School.

Cano, to approve the Consent Calendar. Carried by unanimous vote.

REVENUE BUDGET IN THE AMOUNT OF $51,329 FROM THE FY15

15. An Amendment to Title 18 (Zoning) Chapter 18.47 of the National City
Municipal Code pertaining to Signs and Outdoor Advertising Displays.
(Case File 2015-07 A) (Applicant: City initiated) (Planning/City Attorney)

RECOMMENDATION: Introduce the Ordinance.
TESTIMONY: None.
ACTION: Motion by Rios, seconded by Sotelo-Solis, to approve
staff recommendation on Flag Size of twenty four square feet for
Residential and forty square feet for non-residential. Motion failed
by the following vote, to -wit: Ayes: Rios, Sotelo-Solis. Nays: Cano,
Mendivil, Morrison.
Motion by Mendivil, seconded by Cano, to approve a flag size
limitation of twenty-four square feet for residential and unlimited
size for non-residential. Motion carried by the following vote, to -wit:
Ayes: Cano, Mendivil, Morrison, Rios. Nays: Sotelo-Solis.
Motion by Mendivil, seconded by Sotelo-Solis, to approve the
recommended flag pole size of twenty-four linear feet for residential
and thirty-five linear feet for non-residential. Motion carried by the
following vote, to -wit: Ayes: Mendivil, Rios, Sotelo-Solis. Nays:
Morrison, Cano.
Motion by Rios, seconded by Cano, to go with 18 x 24 inch as the
proposed maximum size for both the election and non -election
period with a cumulative maximum of 16 square feet during the
non -election period and no limit on the number of signs during the
election period. Motion failed by the following vote, to -wit: Ayes:
Cano, Rios. Nays: Mendivil, Morrison, Sotelo-Solis.
Motion by Sotelo-Solis, that the size limit be 4 feet by 4 feet with no
limit of signs for election and non -election periods. Motion died for
lack of a second.

15. An Amendment to Title 18 (Zoning) Chapter 18.47 of the National City
Municipal Code pertaining to Signs and Outdoor Advertising Displays
(continued).
ACTION: Motion by Morrison, seconded by Cano, that the
maximum sign size for the non -election period be six square feet
with a cumulative maximum of 16 square feet per parcel frontage
and during an election period the sign size be a maximum of 16
square feet with no cumulative limit.
Motion by Mendivil, seconded by Sotelo-Solis, that during non -
election periods the permitted sign size maximum be six square
feet and during the election period permitted sign size be six square
feet with no cumulative limit. No vote was taken on the motion.
Mayor Morrison called for the vote on his previous motion, that the
maximum sign size for the non -election period be six square feet
with a cumulative maximum of 16 square feet per parcel frontage
and during an election period the sign size be a maximum of 16
square feet with no cumulative limit. Motion carried by the following
vote, to -wit: Ayes: Cano, Morrison, Sotelo-Solis. Nays: Mendivil,
Rios.
Motion by Cano, seconded by Mendivil, to reduce from 10 days to
seven calendar days the amount of time allowed to remove siqn
violations. Motion carried by the following vote, to -wit: Ayes: Cano,
Mendivil, Morrison, Rios. Nays: Sotelo-Solis.
Motion by Rios, seconded by Cano, to direct staff to proceed with
the porposed Ordinance, direct it back to the Planning Commisson
with changes and report back. Motion carried by unanimous vote.

13. Resolution No. 2016-15. RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NATIONAL CITY, 1) AWARDING A CONTRACT TO DICK
MILLER, INC. IN THE NOT -TO -EXCEED AMOUNT OF $1,894,498.10
FOR THE PLAZA BOULEVARD WIDENING "N" AVENUE TO 1-805, CIP
NO. 16-01; 2) AUTHORIZING A 15% CONTINGENCY IN THE AMOUNT
OF $284,174.72 FOR ANY UNFORESEEN CHANGES; AND 3)
AUTHORIZING THE MAYOR TO EXECUTE THE CONTRACT; AND 4)

NEW BUSINESS
TEMPORARY USE PERMITS 2016 (203-1-32)
14. Temporary Use Permit — 4th Annual Mariachi Festival & Competition
sponsored by the National City Chamber of Commerce at Pepper Park on
March 13, 2016. Applicant is requesting a waiver of Fire Department fees.
(Neighborhood Services)
RECOMMENDATION: Approve the application for a Temporary Use
Permit subject to compliance with all conditions of approval with no waiver
of fees.
TESTIMONY: Jacqueline Reynoso, Chamber of Commerce CEO,
requested approval of the TUP and a waiver of fees.
ACTION: Motion by Rios, seconded by Mendivil, to approve the
application for a Temporary Use Permit with waiver of Fire
Department fees. Carried by unanimous vote.

16. Scheduling of City Council workshops related to the discussion and
preparation of the City of National City's annual budget for Fiscal Year

RECOMMENDATION: Accept staff's recommended budget workshop of
April 26 and May 24, 2016.

ACTION: Motion by Rios, seconded by Cano, to approve staff
recommendation. Carried by unanimous vote.

RECOMMENDATION: Request Council direction.

ACTION: Motion by Rios, seconded by Sotelo-Solis, to approve

unanimous vote.

18. Update on Capital Projects and Grant Awards (Engineering/Public Works)

18a. Executive Director Brad Raulston reported on the two Port District
Workshop meetings held in National City on the Marina District Balanced
Land Use Study.
MAYOR AND CITY COUNCIL
Member Mendivil spoke about participating in the We All Count event to
document the homeless population, encouraged efforts to beautify the City and
have businesses do their part.
Member Sotelo-Solis said the We All Count effort was very interesting.

MAYOR AND CITY COUNCIL (cont.)
Member Rios said the We All Count event was a learning experience and that
she believes that the homeless in National City are different. Member Rios
asked that information be brought back on the possibility of establishing a Board
or Committee for Veterans.
Member Cano highlighted and praised the work being done by City staff
throughout the community to beautify the City and keep it clean.
Mayor Morrison said he believes that the homeless situation in the City has
improved but continues to be impacted by people coming in from the outside.
CLOSED SESSION REPORT
City Attorney Claudia Silva stated there was nothing to report from the Closed
Session. (See attached Exhibit `L')
ADJOURNMENT
Motion by Mendivil, seconded by Cano, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housinq Authority of the City of National City to be held Tuesday, February 16,
2016 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
