MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
August 4, 2015
The Adjourned Regular Meeting of the City Council and Community
Development Commission — Housing Authority of the City of National City was
called to order at 5:09 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Duong, Manganiello, Parra,
Raulston, Rodriguez, Silva, Stevenson, Vergara, Williams, Ybarra.

PUBLIC COMMENTS
Sunshine Horton, El Cajon, invited everyone to her 70th Birthday event which will
raise money for Children's Hospital in her daughter's honor.
Gerald Jarsulic, National City, inquired about what could be done about some of
the problems caused by skateboarders on City streets.

22. League of California Cities Annual Conference — Designation of Voting
Delegate and Alternate(s). (City Manager)
RECOMMENDATION: Staff requests Council's designation of a voting
delegate and up to two alternates to represent the City of National City
during the 2015 League of California Cities Annual Conference.

ACTION: Motion by Sotelo-Solis, seconded by Cano, to designate
Mayor Morrison as the voting delegate and Member Rios as the
alternate. Carried by unanimous vote.

DEVELOPMENT COMMISSION -HOUSING AUTHORITY OF THE CITY
OF NATIONAL CITY AUTHORIZING THE EXECUTIVE DIRECTOR TO
EXECUTE A SUBORDINATION AGREEMENT WITH CASA FAMILIAR,
INC. SUBORDINATING THE DEED OF TRUST THAT SECURES A
HOME INVESTMENT PARTNERSHIP PROGRAM LOAN FOR $835,000
ON RESTRICTED RENTAL UNITS LOCATED AT 305 EAST FIFTH
STREET IN NATIONAL CITY FOR THE PURPOSE OF REFINANCING

MAYOR AND CITY COUNCIL
Member Sotelo-Solis welcomed everyone back from the Summer Recess and
reminded everyone about the Welcome Back Open House event at Sweetwater
High next week.
Member Rios mentioned her visit with Councilmember Mendivil to the Dream
Center facility in the Los Angeles area and said she would be addressing the visit
at a future meeting. Member Rios praised the Rotary Club meeting highlighting
the new canine vests provided by local service clubs and community members.
Mayor Morrison explained that the agenda was small in order that everyone
could attend the National Night Out event at Kimball Park. He also reminded
everyone about Auto Heritage Day and the Relay for Life event scheduled over
the next two weeks.
CLOSED SESSION REPORT
City Attorney Claudia Silva stated there was nothing to report from the Closed
Session. (See attached Exhibit `L')

ADJOURNMENT
The meeting was adjourned in honor of Retired Police Lieutenant William 'Bill'
Nosel who recently passed away.
Motion by Sotelo-Solis, seconded by Cano, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City to be held Tuesday, August 18,
2015 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 5:30 p.m.
The foregoing minutes were approved at the Regular Meeting of August 18,
