Public Hearing to consider the adoption of the TransNet Local Street Improvement Program of Projects for National City for Fiscal Years 2017 through 2021 consisting of the following projects: Plaza Blvd. Widening (NC01), Street Resurfacing (NC03), Traffic Signal Install/Upgrades (NC04) and Citywide Safe Routes to School (NC15). (Engineering/Public Works) RECOMMENDATION: Hold Public Hearing to consider the adoption of the TransNet Local Street Improvement Program of Projects for National City for Fiscal Years 2017 through 2021. ACTION: Motion by Sotelo-Solis, seconded by Mendivil, to close the Public Hearing. Carried by unanimous vote. TRANSPORTATION DEVELOPMENT PLANNING ADMIN (802-3-1) 12. Public Hearing of the City Council of the City of National City to consider amending the previously adopted Transportation Development Impact Fee (TDIF) schedule and annual adjustment to the TDIF, pursuant to National City Municipal Code Section 4.52.100 and consistent with Government Code Section 66017, proposing to increase the TDIF by 2%, as required by SANDAG, resulting in the fee adjusting from $2,310 per new residential dwelling unit to $2,357 per unit beginning July 1, 2016. (Engineering and Public Works) RECOMMENDATION: Hold Public Hearing to consider amending the previously adopted TDIF schedule and annual adjustment to the TDIF. TESTIMONY: None. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING CHAPTER 10.53 OF THE NATIONAL CITY MUNICIPAL CODE PERTAINING TO REGULATIONS FOR USE OF SKATEBOARD PARKS. Temporary Use Permit — Saint Anthony Church Festival at 1816 Harding Avenue from June 11, 2016 to June 12, 2016 with no waivers of fees. (Neighborhood Services) RECOMMENDATION: Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees. TESTIMONY: None. ACTION: Motion by Mendivil, seconded by Cano, to approve staff recommendation. Carried by unanimous vote. Book 98 / Page 76 04-19-2016 NEW BUSINESS (cont.) TEMPORARY USE PERMITS 2016 (203-1-32) 17. Temporary Use Permit — 58th Maytime Band Review & Festival sponsored by the Maytime Band Association on October 15, 2016 from 10 a.m. to 4 p.m. with no waiver of fees. (Neighborhood Services) RECOMMENDATION: Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees. TESTIMONY: Brian Clapper, Band Review Association member, expressed the interest of the committee to become a City Co- sponsored event. Andrew Torres, Band Review Association member, spoke in support of the TUP. Samuel Gonzales, Sweetwater High School, showed the old and new band uniforms to be worn by Sweetwater students, reviewed the recent success of Sweetwater in parade competition and spoke in support of the TUP. ACTION: Motion by Sotelo-Solis, seconded by Cano, to approve with waiver of fees in the amount of $237. Motion by Rios, to amend the motion to waive the fee for the stage. Motion died for lack of second. Original Motion carried by unanimous vote. EXPARTE DISCLOSURE: Member Rios disclosed that she is a member of the Maytime Band Association. COMMUNITY SERVICES DEPT ADMIN (1104-1-7) 18. Based on direction received on September 1, 2015 City Council meeting, seeking further direction and approval from City Council to establish an annual volunteer recognition event and a formal volunteer recognition program. (Community Services) RECOMMENDATION: Seeking City Council direction to establish a formal volunteer recognition program for Board Members/Commissioners, Ad - Hoc Advisory Committee Members and Registered Volunteers. Staff will return with a proposed volunteer recognition program and associated costs and budget based on Council discussion and direction. Staff also recommends recognizing episodic/short term volunteers by the department/division which they served using funds from that department/division. TESTIMONY: None. Based on direction received on September 1, 2015 City Council meeting, seeking further direction and approval from City Council to establish an annual volunteer recognition event and a formal volunteer recognition program (continued). ACTION: Motion by Rios, seconded by Cano, that we look at just the Board and Commission members this time around and no quests. The motion was clarified to be, an evening event at the Martin Luther King Community Center (MLK) catered by the Nutrition Center. The maker and second agreed to amend the motion, to invite Board and Commission members and a guest; to consider the MLK or Aquatic Center as the location for lunch or dinner and to look into providing name tags and a pin for Board and Commission members. Carried by unanimous vote. Motion by Sotelo-Solis, seconded by Rios that Board and Commission members be presented with a pin at the dinner, and a certificate be presented at the City Council Meeting. Carried by unanimous vote. Motion by Sotelo-Solis, seconded by Rios, to leave it to the discretion of the City Manager to provide the cost associated with departmental recognition of their episodic, short and long term volunteers if it exceeds existing departmental budgets. Carried by unanimous vote. SPECIFIC PLAN — WESTSIDE (417-1-10) 19. Request for City Council direction regarding the affirmative termination by amortization of non -conforming uses in the Westside Specific Plan area. (Planning) RECOMMENDATION: Provide direction to staff to proceed with the ranking update and amortization of non -conforming uses in the Westside Specific Plan area. TESTIMONY: None. ACTION: Motion by Sotelo-Solis, seconded by Mendivil, to approve staff recommendation. Carried by unanimous vote. COUNCIL WORKSHOP NOTICES / ADMIN (102-6-1) 20. Request for consideration to change the starting times of City of National City Fiscal Year 2017 budget workshops scheduled for Tuesday, April 26, 2016 and Tuesday, May 24, 2016 to 5:00 pm. (Finance) RECOMMENDATION: Accept staff's recommendation to change the starting times of the Fiscal Year 2017 Budget Workshops to 5:00 p.m. TESTIMONY: None. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION -HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY AUTHORIZING THE CHAIRMAN TO EXECUTE A SUBORDINATION AGREEMENT ALLOWING A NEW MORTGAGE THAT IS NOT -TO -EXCEED $75,800 TO BE AND REMAIN A LIEN PRIOR AND SUPERIOR TO A HOME PURCHASE ASSISTANCE LOAN ON A SINGLE -UNIT PROPERTY LOCATED AT 3117 EAST 16TH STREET IN NATIONAL CITY. STAFF REPORTS COMMUNITY SERVICES DEPT ADMIN (1104-1-7) 22. Update on Community Service Day projects for April 30, 2016. (Community Services) Audrey Denham, Recreation Superintendent provided details on the event which will run from 8:00 a.m. to 4:00 p.m., lunch will be provided. sign-up is encouraged on-line and sites to be addressed include the Senior Center, Kimball, Las Palmas Park, including the pool and gym, Butterfly Park and Casa Salud. PLANNING & BUILDING DEPT ADMIN (1104-1-10) 23. Update on Marina District Planning Area and Balanced Plan. (Planning) Brad Raulston, Executive Director reported on the recent Port District meeting where the Board generally supported the action approved by the City Council, recommended continuing to work with DB Capital and Pasha; plan to start the CEQA process and seeking direction on the MOU the Port has with SANDAG on the Bay Shore Bikeway. City Manager Leslie Deese gave a special acknowledgement to Mr. Raulston for his commitment and hard work on pursuing the Balanced Plan efforts along with legal staff and others. Book 98 / Page 79 04-19-2016 STAFF REPORTS (cont.) AQUATIC CENTER ADMIN (702-13-1) 24. Update on Negotiations with Southwestern College to Operate the National City Aquatic Center. (Community Services) Brad Raulston, Executive Director reported that the Southwestern College Board deferred direction to staff to a future meeting when they intend to bring back a refined staff report proposing a pilot program for Southwestern College to operate the Aquatic Center. In the interim, staff is working to program the facility with contract instructors and other suitable users based on a Facilities Use Permit that would allow the facility to be used during the summer. The goal is to open the facility on June 8th or 9tn KIMBALL PARK / SKATE PARK ADMIN (702-1-1) 25. Update on Skate Park Opening. (Engineering) Steve Manganiello, City Engineer/Public Works Director announced that the Skate Park will officially open to the public on April 20th and there will be a formal grand opening event in conjunction with Movies in the Park on June 10th MAYOR AND CITY COUNCIL Member Mendivil reported that he participated with Police Department as a volunteer for Dream Center along with others in the river bottom dealing with the homeless and found it very rewarding. Mr. Mendivil suggested inviting the National School District Mariachi group to perform at a Council meeting and be recognized, and reminded everyone that the National Day of Prayer is May 5th in Kimball Bowl. Member Mendivil made a motion, seconded by Cano, that staff bring back at the next meeting an agenda item to discuss the Port Staff Committee and how it is that elected members can participate in that committee. Carried by the following vote, to -wit: Ayes: Cano, Mendivil, Morrison. Nays: Rios, Sotelo-Solis. Abstain: None. Absent: None. Member Sotelo-Solis said she attended the Environmental Health Coalition Gala; testified before the Legislature on the Environmental Justice Bill and spoke at the San Diego Leadership Alliance. Member Sotelo-Solis said she was interested in an in-house Economic Development person; looking into securing a grocery store on the west side and had invited a representative from SANDAL to make a presentation to Council on crime statistics. Book 98 / Page 80 04-19-2016 MAYOR AND CITY COUNCIL (cont.) Member Rios spoke about break-in that took place at the Library; ribbon cutting at Castle Manor and expressed disappointment about Member Mendivil's motion regarding the Port Staff Working Group. Member Cano expressed thanks to all the staff and Mayor for all the hard work they put in on the Port issues to bring us to where we are today. Mayor Morrison highlighted the current discussions before the San Diego Association of Governments (SANDAG) regarding Quality of Life issues and potential ballot measures and explained what is taking place regarding the Metropolitan Water District and San Diego County water users. CLOSED SESSION REPORT City Attorney Claudia Silva stated there was nothing to report from the Closed Session.
