MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —

May 17, 2016
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:09 p.m. by Mayor / Chairman Ron Morrison.

ACTION: Motion by Mendivil, seconded by Cano, to bring the item onto
the Agenda as Item No. 13a. Carried by unanimous vote.

RELEASE OF RETENTION IN THE AMOUNT OF $241,544.52, AND 4)

RECOMMENDATION: Approve with all conditions of staff and no waiver
of fees.
TESTIMONY: None.
ACTION: Motion by Cano, seconded by Mendivil, to approve the
Temporary Use Permit provided all necessary information is
provided and subject to any additional conditions and costs
imposed by staff. Carried by unanimous vote.

14. Resolution No. 2016-70. RESOLUTION OF THE CITY COUNCIL OF

CERTAIN REAL PROPERTIES FROM THE SUCCESSOR AGENCY TO
THE COMMUNITY DEVELOPMENT COMMISSION AS THE NATIONAL
CITY REDEVELOPMENT AGENCY TO BE RETAINED BY THE CITY OF
NATIONAL CITY FOR GOVERNMENTAL USE AND FOR FUTURE

CONDITIONAL USE PERMITS 2016 (403-31-1)
15. Notice of Decision — Planning Commission approval of a Conditional Use
Permit for outdoor storage at ABC Supply, Inc. located at 2840
Transportation Avenue. (Applicant: Rebecca Barnes) (Case File 2016-06
CUP) (Planning)
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Rios, seconded by Cano, to approve staff
recommendation. Carried by unanimous vote.
DISCLOSURE: Member Rios disclosed that she reviewed the
video of the Planning Commission meeting regarding the matter.
CONDITIONAL USE PERMITS 2016 (403-31-1)
16. Notice of Decision — Planning Commission approval of a Conditional Use
Permit for motor vehicle storage at 100 East 18th Street. (Applicant: Dan
Levine) (Case File 2016-09 CUP) (Planning)
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Sotelo-Solis, seconded by Cano, to approve
staff recommendation. Carried by unanimous vote.
TOWING SERVICES POLICY ADMIN (C89-12) (806-1-1)
17. Authorizing the issuance of a Request for Proposals (RFP) for Towing and
Impound Services, for the City of National City. (Finance/Purchasing)
RECOMMENDATION: Review and approve the issuance of the RFP for
towing and impound services.
TESTIMONY: None.
ACTION: Motion by Mendivil, seconded by Cano, to approve staff
recommendation. Carried by unanimous vote.

COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
NO AGENDA ITEMS
STAFF REPORTS
None.
MAYOR AND CITY COUNCIL
Student Representative Reah Sahagun provided information on the Sweetwater
Band's efforts to raise funds for uniforms, equipment and a truck rental.
Member Mendivil reminded everyone that the South Bay Community Church on
Euclid Avenue has a program that feeds 400 hungry families every Wednesday
at 4:30 p.m. Member Mendivil said that there has been a lot of speculation about
the Mayor's term limit and whether or not we are going to put that on the ballot
for consideration to give the people of National City that choice in the fall. Motion
by Mendivil, seconded by Cano, that we bring that back to this Council for
discussion at our next meeting for the possibility of changing the term limit.
Carried by the following vote, to -wit: Ayes: Cano, Mendivil, Morrison. Nays: Rios,
Sotelo-Solis. Absent: None. Abstain: None.
Member Sotelo-Solis praised Sweetwater Students and Scholarship recipients as
they move on to college and said she was looking forward to more dialogue and
briefings on the budget at our next meeting.
Member Rios informed everyone that the Maytime Band Review was having a
fundraising event at the American Legion Hall on Friday and that tickets are $10.
Member Cano reported that motorhomes are becoming a problem on Tidelands
Avenue and praised code enforcement efforts to deal with sign violations in the
City.
Mayor Morrison reported that SANDAG was continuing their San Diego Forward
Project and he would be reporting on it at the next meeting.
City Treasurer Beauchamp said he has heard comments on some of the traffic
changes taking place in the City and praised the Council for how they dealt with
the Bernie Sanders campaign item.
CLOSED SESSION REPORT
City Attorney Claudia Silva stated there was nothing to report from the Closed
Session. (See attached Exhibit `L')

ADJOURNMENT
The meeting was adjourned in memory of Bob McGill.
Motion by Sotelo-Solis, seconded by Cano, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City to be held Tuesday, June 7. 2016 at
6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 7:34 p.m.
