ROLL CALL Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Deese, Denham, Duong, Manganiello, Parra, Raulston, Roberts, Rodriguez, Silva, Stevenson, Vergara, Williams, Ybarra. Member Rios left the Chamber at 6:35 p.m. during consideration of Item No. 16 in keeping with her previous abstention on the item. PUBLIC HEARINGS STREET VACATION ADMIN 2011-2020 (902-26-6) 16. Continued Public Hearing — Proposed Street Vacation of a segment of A Avenue located south of East 28th Street and north of East 29th Street. (Applicant: Frank Motors) (Case File No. 2013-23 SC) (Planning) **Continued from City Council Meeting of March 17, 2015** RECOMMENDATION: Determine that no present or prospective public use would be affected by partial closure of "A" Avenue, based on facts contained in the staff report. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE SWEETWATER UNION HIGH SCHOOL DISTRICT FOR PARTIAL FUNDING OF THE SCHOOL RESOURCE OFFICER PROGRAM. THE CITY OF NATIONAL CITY WILL BE REIMBURSED $80,000 FOR FY2014 AND $80,000 FOR FY2015 BY THE SWEETWATER UNION HIGH SCHOOL DISTRICT, FOR A TWO-YEAR TOTAL OF $160,000 FOR POLICE SCHOOL RESOURCE OFFICER SERVICES. Public Hearing to consider a rate adjustment for refuse services including recycling and yard waste disposal provided to National City residences and businesses by EDCO Disposal Corporation. (Engineering/Public Works) RECOMMENDATION: Approve the proposed Amendment to the Agreement for Collection of Rubbish and Trash in the City of National City by and between the City of National City and EDCO Disposal Corporation for services rendered to increase the rates charged. TESTIMONY: John Snyder, Vice President of EDCO, responded to questions. It was reported that Letters of Protest were received from Stanmore Langford and Nell Lopez. ACTION: Motion by Rios, seconded by Cano, to dose the Public Hearing. Carried by unanimous vote. (Library) MAYOR AND CITY COUNCIL Student Council Representative Isaac Maldonado invited everyone to Sweetwater High School's Graduation on June 4th at Southwestern College and reported that he will be attending UCLA in the fall. Member Mendivil encouraged everyone to Google the Dream Center in Los Angeles to learn what they are doing with the homeless, said it would be great to have such a facility in the San Diego area and that he is looking forward to the staff report on a field trip to Los Angeles. Member Sotelo-Solis commended staff and inquired about the planned dedications and ribbon cuttings for the numerous capital projects completed or nearing completion. Member Rios highlighted the graduation ceremonies at Granger and National City Middle School and the successful meeting of the Rotary Club that met at the ARTS Center. Member Cano reported that he and Member Mendivil both met the fundraising challenge and made their personal contributions to the Sweetwater High School Band uniform fund. Mayor Morrison said he has heard people praise and criticize the changes on Highland Avenue and 8th Street but is confident that in the long run people will like them as they get used to them. He also presented a check to the City Manager in the amount of $17,707 from the Regional Solid Waste Association representing annual Equity Adjustment for National City. CLOSED SESSION REPORT City Attorney Claudia Silva stated there was nothing to report from the Closed Session. (See attached Exhibit `L') ADJOURNMENT Motion by Sotelo-Solis, seconded by Mendivil, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City to be held Tuesday, June 16, 2015 at 6:00 p.m. at the Council Chambers, National City, California.
