John Seymour, representing National Core, spoke in support of a RFP process and a PLA. ACTION: Motion by Morrison, seconded by Cano, we put out for an RFP, be inclusive of what all should be in there and also include elements of a Project Labor Agreement (PLA) within it. If there is clearly a single entity that is head and shoulders above anyone else it would come back to us. If there are two that are relatively close then they would come back and go through the negotiation process. The maker and second agreed to include as part of the motion, that there be a formal agreement for all developers desiring to participate in the RFP process to share in the cost. Book 98 / Page 222 12-06-2016 STAFF REPORTS None MAYOR AND CITY COUNCIL City Treasurer Mitch Beauchamp reported that a couple of trees have been removed from Sweetwater Heights Park, illegal yard sales are on the increase and Butterfly Park needs some attention. Member Mendivil reminded everyone about the Spirit of the Holidays breakfast at the Fire Station on December 10th and complemented the work being done by our graffiti crew. Member Sotelo-Solis spoke of the Neighborhood Council breakfast on Saturday, expressed pride in staff for being flexible and working with the City Council and requested that staff return in January with information for a possible campaign for a Building Welcoming Communities initiative. Member Rios expressed her appreciation for staff and all the work they do, reported on the successful opening of the new Drunken Donuts store and mentioned some concerns she has heard regarding the new round -about. Member Cano complemented staff for the facility improvements at the Police Department and the improved situation with RV parking in the City. Member Cano relayed an inquiry about the possibility of having parking for military personnel. Mayor Morrison spoke about Dunkin Donuts and that he believes that some of the traffic and congestion problems in the area will subside in a short time; stated that the reverse angle parking is working well throughout the City except along "D" Avenue; presented a check to the City Manager for $23,242 from the Regional Solid Waste Association Trash Stabilization Fund and suggested the Council Meeting be adjourned to December 13tn CLOSED SESSION REPORT Interim City Attorney George Eiser stated there was nothing to report from the Closed Session.
