MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
January 17, 2017
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:07 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Administrative Officials present: Deese, Duong, Eiser, Muthusamy. Parra,
Raulston, Roberts, Rodriguez, Stevenson, Vergara, Williams.

PUBLIC COMMENTS
Janice Martinelli, National City Historical Society, inquired about when the
Society would be receiving the funding due them per their agreement.
Pastor Will James, presented books to the City Council regarding their ministry to
assist refugees and immigrants.
Rosa Sanchez, speaking on behalf of several National City Hotels, expressed
displeasure about the current Tourist Marketing District and asked the City to
look into establishing a Business Improvement District in its place.

30. Notice of Decision — Planning Commission approval of a Conditional Use
Permit for beer and wine sales at Sushi Loco Restaurant to be located at
2220 East Plaza Blvd., Suite C & D. (Applicant: Jason Kim) (Case File
2016-26 CUP) (Planning)
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the Notice of Decision be filed.
TESTIMONY: Coyote Moon, National City, requested there be a
traffic study done.
ACTION: Motion by Sotelo-Solis, seconded by Rios, to set for
Public Hearing on February 7, 2017. Carried by unanimous vote.
SPECIFIC PLAN — WESTSIDE (417-1-10)
31. Presentation of draft ranking of nonconforming uses in the Westside
Specific Plan area and commencement of 60-day public review period for
purposes of the affirmative termination by amortization of nonconforming
uses. (Planning)
RECOMMENDATION: Direct staff to: 1) provide notice to
property/business owners of the top 20 nonconforming uses on the draft
ranking; 2) commence a 60-day public review period of the draft ranking;
3) revise the draft ranking as needed; 4) meet with the top 10 on the final
ranking; 4) and proceed with the amortization of up to 5 nonconforming
uses.
TESTIMONY: Augie Bareno, representing the business at 1413
Wilson Avenue, urged the City Council to proceed with caution.
Robert Richards, National City, expressed concern about the
process which he found very confusing.
Alicia Sanchez, National City, spoke in support of the program.

31. Presentation of draft ranking of nonconforming uses in the Westside
Specific Plan area (continued).
TESTIMONY: Carolina Martinez, EHC, spoke in support of staffs
recommendation.
Genny Torres, expressed confusion about the program and

Emergency Services Director Frank Parra reported on the installation of
smoke detectors in the homes of 103 seniors in a joint effort with National
City Community Emergency Response Team (CERT) Volunteers, the
American Red Cross and the Burn Institute.

35. Discussion and clarity of concerns in relation to the National City Chamber
of Commerce. (Councilmember Rios)
TESTIMONY: Brian Clapper, Chairman of the Board, National City
Chamber of Commerce said the Board fully supports the Chamber
staff, programs and leadership and strives to work collaboratively
with all community stakeholders.
John Bora, Chamber of Commerce Board, said the National City
Chamber is a local, independent non-profit and non -patrician
organization; that third parties play no role in matters relating to
personnel, compensation and internal affairs and that the Chamber
strives to resolve any differences with the City constructively and in
the best interest of all.

35. Discussion and clarity of concerns in relation to the National City Chamber
of Commerce (continued).
TESTIMONY: Ricardo Ochoa, National City Park Apartments and
Chamber Member, expressed concern about what they see as an
abuse of power by the Mayor for sending emails to the Chamber
Board appearing to lecture them on their involvement in an
independent, non-profit organization and asked the Mayor to not
engage in that type of conduct.
MAYOR AND CITY COUNCIL
Student Council Representative Jose Estrada made a formal request to meet
with the Mayor, Council and staff to increase his understanding of how the City
works. Speaking as a resident, Mr. Estrada encouraged members of the Council
to be being more open to the sentiments and needs of the residents.
Member Mendivil explained how he feels about the title Vice Mayor and listed
five titles that are more important to him; Christian, Husband, Father, Grand
Father and Elementary School Principle. Mr. Mendivil encouraged the City
Council to pull together to promote the Together We Can Program and requested
the Council meeting agenda policy be put on the agenda for discussion.
Member Sotelo-Solis spoke about the many fabulous Martin Luther King Day
events throughout the County and the dynamic presentation by Dr. Reverend
William Barber at the All Peoples Breakfast.
Member Rios suggested that Student Council Representative, Jose Estrada, be
provided with the same orientation the Council received and expressed concern
that adopting a policy that limits open discussion is a problem.
Mayor Morrison spoke about the positive experience he had participating in a
Junior Achievement session at Rancho De La Nacion Elementary School
