ROLL CALL Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Deese, Denham, Duong, Parra, Raulston, Roberts, Silva, Stevenson, Vergara, Williams, Ybarra. Others present: Student Representative Jose Estrada. PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON PUBLIC COMMENTS Gloria Salas, National City, requested the City Council consider the possibility of having a gazebo at Morgan Towers. Coyote Moon, National City, expressed her displeasure with the sign for the new donut shop on Plaza Blvd and her concerns about traffic congestion at Plaza Boulevard and Grove Street. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A GRANT DEED TRANSFERRING CERTAIN REAL PROPERTY FROM THE CITY OF NATIONAL CITY TO THE COMMUNITY DEVELOPMENT COMMISSION -HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY CONSISTING OF PORTIONS OF HOOVER AVENUE AND HARDING AVENUE PREVIOUSLY VACATED BY CITY COUNCIL RESOLUTION 2013-83 FOR THE WESTSIDE INFILL TRANSIT ORIENTED DEVELOPMENT. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE FOLLOWING ACTIONS TO FUND THE LAS PALMAS PARK & EL TOYON PARK LIGHTING PROJECT: 1) RELEASE $514,172 FROM STATE GRANT FUND 348 FUND BALANCE TO THE GENERAL FUND FUND BALANCE; 2) APPROPRIATE $814,172 TO CORRESPONDING CIP EXPENDITURE ACCOUNTS FOR EL TOYON PARK & LAS PALMAS PARK IMPROVEMENTS FROM GENERAL FUND FUND BALANCE; AND 3) APPROPRIATE $89,019.93 IN THE EL TOYON PARK IMPROVEMENTS CIP ACCOUNT FROM PARK & RECREATION CAPITAL OUTLAY FUND FUND BALANCE. Temporary Use Permit — St. Mary's Fall Festival hosted by St. Mary's Church on Sunday, October 2, 2016 at the parish grounds located between E. 8th Street and "E" Avenue from 7 a.m. to 7:00 p.m. with no waiver of fees. (Neighborhood Services) RECOMMENDATION: Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees. TESTIMONY: None. ENGINEERING / PUBLIC WORKS DEPT - GRANTS / REPORTS ADMIN (1104-1-1) 18. Update on Energy and Water Conservation Program and seeking City Council direction to work with Ameresco to prepare an Energy Services Agreement and associated financing plan for project implementation. (Engineering/Public Works) RECOMMENDATION: Direct staff to work with Ameresco to prepare an Energy Services Agreement and associated financing plan for project implementation. TESTIMONY: None. (City Manager) RECOMMENDATION: Provide staff with direction to engage the services of an executive search firm to recruit for the position of City Attorney; appoint an interim City Attorney. TESTIMONY: None. ACTION: Motion by Cano, seconded by Mendivil, to approve staff and City Attorney's recommendation to have the City Manager engage a professional search firm fill the vacant City Attorney position and seek the services of an experienced City Attorney on an interim basis. Book 98 / Page 169 09-20-2016 STAFF REPORTS City Manager Leslie Deese thanked Finance Director Mark Roberts for his work on Fire Squad Concept annalysys. Deputy City Manager Brad Raulston reported that new gates will be installed at El Toyon this weekend. MAYOR AND CITY COUNCIL Student Council representative Jose Estrada expressed appreciation for the City Council's action to replace the lighting in Las Palmas Park. Member Mendivil said he is looking forward to the roll -out of the "Together We Can" program and that he would like to see the homeless problem and obesity addressed in the Strategic Plan. Member Rios reminded everyone about the Neighborhood Council breakfast on Saturday and said the Maytime Band Review Committee is looking for volunteers. Member Cano expressed appreciation to Code Enforcement staff for cleaning up the area around Tidelands Avenue and Cleveland Avenue. Mayor Morrison reported that National City received two awards from the Women in Transportation Organization and requested that the Port District Representative position be brought forward for re -appointment.
