MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
June 20, 2017
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:42 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Denham, Duong, Manganiello,
Morris -Jones, Parra, Raulston, Roberts, Rodriguez, Stevenson, Vergara,
Williams, Ybarra.
Others present: City Treasurer Mitch Beauchamp.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC COMMENTS
Sandy Naranjo, National City, representing the Environmental Health Coalition
(EHC), asked that the City work with the residents and insure that no Conditional
Use Permit (CUP) be issued that is not compliant with the Westside Specific
Plan.
Lucky Morales, National City, read a statement on behalf of several organizations
and groups expressing thanks and appreciation to the Mayor for all that he has
done for the City.
Brian Clapper, National City, Chairman of the National City Chamber of
Commerce and past Chair of the National City Tourism Marketing District (TMD),
provided information and clarification on matters related to the dissolution and
close-out of the TMD and a copy of the final audit.
Elizabeth Munoz, National City, expressed her sincere appreciation to the Mayor
for his support and outstanding leadership and for all he did in support of her
family during their time of great loss.
Eddie Perez, San Diego, thanked members Rios and Sotelo-Solis for their
leadership in getting things going on behalf of the Durate family and encouraged
Members of the Council to rise above any personal feeling they may have when
people address the Council on emotional or controversial issues.

City Manager Leslie Deese expressed appreciation to the City Council for their
patience and to staff for the incredible work that went into the preparation of
reports and multiple agendas for meetings the past two evenings. Now everyone

MAYOR AND COUNCIL
City Treasurer Mitch Beauchamp reported the passing of National City native
James Stewert, who was the Chief Diving Officer for Scripps Institute of
Oceanography. Mr. Beauchamp also and expressed concern about the current
deteriorating condition of Granger Music Hall.
Vice Mayor Mendivil said that he has done some additional research on the issue
of puppy mills and, depending on what happens in Sacramento, he would be
willing to bring the issue on the agenda; said he felt good about the
Compassionate City Resolution adopted at yesterday's meeting and said he
wants to continue to push forward the Together -We -Can program and explore
the Adopt -A -Ramp program.
Member Sotelo-Solis expressed thanks to the staff for the amazing job they have
done the last two weeks; stated her belief that the Downtown Specific Plan height
limit should be 13 stories and should include an Inclusionary Housing Policy.
MOTION: Motion by Sotelo-Solis, seconded by Mendivil, that we have at the
August 15th meeting information or discussion around a Human Relations
Commission.
SUBSTITUTE MOTION: Motion by Mendivil, seconded by Cano, basically the
same as Member Sotelo-Solis' but it doesn't specify the words `Human Relations
Commission' or `Human Rights Commission'. Member Mendivil withdrew his
motion.
RESTATED MOTION: The motion was re -stated by Sote&o-Solis to be, that we
have a discussion on services and Boards or Commissions that serve and
address the needs of the community that could include non -profits and other
Boards and Commissions including a human relations commission, as an
example, in other communities. Motion carried by unanimous vote.
Member Rios thanked staff for the work in preparing the 2500 page agenda;
suggested that it would be worthwhile to reconsider going dark during the month
of July; highlighted the opening of a new healthy food business and said the City
Council needs to model good behavior.
Member Cano also thanked staff for their work; apologized for those occasions
when he has been late for appointments and meetings and said he would be
giving second thoughts to going dark next year.
MOTION: Motion by Cano, seconded by Morrison, to clarify what the Chamber
of Commerce, where the $50,000 that we donate year after year goes. Motion
carried by the following vote, to -wit: Ayes: Cano, Mendivil, Morrison. Nays:
Rios, Sotelo-Solis. Abstain: None. Absent: None. It was clarified that the
motion did not specify a specific meeting date for the clarification.
