MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
March 21, 2017
The Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City was called to order at 6:08 p.m. by Mayor /
Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Denham, Duong, Eiser, Manganiello,

RECOMMENDATION: Staff recommends that the City Council disaffirm the

RECOMMENDATION: Approve the Application for a Temporary Use Permit

MAYOR AND CITY COUNCIL
City Treasurer Mitch Beauchamp commented on the homeless issue, the status of
Granger Music Hall, animal regulation costs with Chula Vista and student school
drop-off across from Sweetwater High School.
City Clerk Michael Dalla suggested that; given the lateness of the hour (a little past
11:00 pm), the fact that City staff now present have been on the job for 16 hours and
must return to work in less than eight hours, it might be time to give consideration to
possibly starting Council Meetings earlier.
Student Council Representative Jose Estrada; expressed thanks to the Fire Department
for the information and orientation sessions they provided to him, said late
Council meetings make it difficult for students to participate, complemented the
"Every 15 Minutes" program and shared that he has been elected ASB President at
Sweetwater High School.
Vice Mayor Mendivil reported that he and Economic Development Specialist Megan
Gamwell attended the National School District Administrator Meeting to present the
"Together We Can" Program, thanked the Police Chief for a letter he wrote to
Sweetwater High and said he participated in an event sponsored by Code 7 and the
National City Clergy Association to honor Police Officers and staff.
Member Sotelo-Solis reported on the recent Neighborhood Council Breakfast, reiterated
her disappointment in the outcome of Agenda Item No. 23, and expressed thanks to
City Staff for all the good work they do day in and day out, to keep the community and
citizens safe.
Member Rios inquired about the opportunity and process for citizens interested in
participating in the Police Department Use of Force Workshops.

Mayor Morrison reported that he attended a meeting with State and Local officials
where one of the key issues was the anticipated economic disruption resulting from self -
driving cars.
