MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
November 7, 2017
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order at
6:20 p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Board members present: Cano, Mendivil, Morrison, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Deese, Denham, Duong, Manganiello,
Morris -Jones, Parra, Raulston, Roberts, Rodriguez, Stevenson, Vergara, Williams,
Ybarra.
Others present: Student Representative Erika Gastelum.
PLEDGE OF ALLEGIANCE TO THE FLAG BY MAYOR RON MORRISON
PUBLIC COMMENTS
Cindy Gompers Graves, South County Economic Development Council,
expressed gratitude to City Council for their partnership in hosting the 13th Annual
South County Economic Development Elected Officials Reception held on
September 28th at the Pier 31 Marina in National City.
James Slade, Carlos Aguirre, Brian Krepps and Josie Flores Clark, reported on
the success of the 13th Annual Employee Picnic event held on September 22nd
and expressed appreciation to the City Council, business sponsors and committee
members for a great event.
Salvador Candia, representing Hispanic Heritage Organization, expressed
appreciation for the opportunity to perform cultural dances at the State of the City
event.

20. Continuation of staff's report to City Council on strategies for building and
maintaining positive relationships in support of immigrants to include:
a request for City Council direction on the creation of an Ad -Hoc Committee
or City Manager's Working Group. (City Manager)
RECOMMENDATION: Appoint an Ad -Hoc Committee.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Cano, to move forward
with a City Managers Working Group that will look within our existing
framework and resources and come back with a drat policy. Carried
by unanimous vote.

21. Continued discussion of the policy and standards for interns and volunteer
council representatives working in the offices of the City Council; and
consideration of the response memorandum submitted by Councilmember
Cano and its recommendation for the development of a Council Policy.

TESTIMONY: Claudia Gonzalez, Council Representative for Mona
Rios, expressed appreciation for acknowledgement by City Council
members of the importance of community volunteers.

a Draft Policy. Carried by the following vote, to -wit: Ayes: Cano,
Mendivil, Morrison, Sotelo-Solis. Nays: Rios. Abstain: None. Absent:
None.

C. REPORTS
STAFF REPORTS — None.
MAYOR AND CITY COUNCIL
Vice Mayor Mendivil complimented the Employee Picnic, the State of the City and
Tower of Terror events and spoke about the various efforts and strategies being
used in the region to address the homeless.
Member Sotelo-Solis shared some observations about how homeless are being
addressed in other areas of the county, congratulated the City Manager's
Halloween Luncheon and the volunteers from Sweetwater and Southwestern for
participating in the Tower of Terror.
Member Rios praised the Employee Halloween Luncheon Event and reported that
she accepted, on behalf of the City, an Orchid Award from the San Diego
Architecture Foundation for the design of the National City Aquatic Center.
Member Cano offered kudos to the Engineering Department for street
improvements, and the Neighborhood Services Department for addressing the
motorhome issue. Member Cano inquired about the enforcement timeline for the
new Sign Ordinance.

Mayor Morrison highlighted the many events that have occurred in the City
including KABOOM playground project sponsored by Dr. Pepper, the Employee
Halloween Luncheon, Employee Picnic, Halloween Tower of Terror at the Fire
Department and the State of The City Address that featured Unsung Hero's from
the Community
CLOSED SESSION
The Meeting adjourned into Closed Session at 8:58 p.m. (See attached Exhibit `L')
