ROLL CALL Council / Board members present: Cano, Morrison, Quintero, Rios, Sotelo-Solis. Administrative Officials present: Aguirre, Dalla, Chapel, Morris -Jones, Bell, Palma, Reeder, Raulston, Tellez, Williams, Winney. Others present: Rachelle Barrera, Finance Manager and James Halliday, Executive Director ARTS. PLEDGE OF ALLEGIANCE TO THE FLAG BY COUNCILMEMBER RIOS PUBLIC COMMENTS Terri -Ann Skelly spoke about the dangers of vaping and marijuana. Kathleen Lippitt provided information on COVID-19, e-cigarettes and marijuana use. - Kelly McCormic shared evidence of the dangers of dangers of legalization of marijuana. Kelly Axelson, Hanah Salas and Brujitxs del Barrio submitted letters in support of Mundo Gardens and Joe's Pocket farm. ADJOURNMENT IN HONOR: Mayor Sotelo-Solis announced the meeting would be adjourned in memory of Michael Pop Ochaco. PROCLAMATIONS PROCLAMATION AND CERTIFICATE ADMIN (102-2-1) 1. REPORTS STAFF REPORTS 22. Community Services Update. (Community Services) Mayor Sotelo-Solis introduced Tony Winney, Assistant City Manager who gave the report of events. No Public Comment Received 23. City Manager Report. (City Manager) Mayor Sotelo-Solis introduced Brad Raulston, City Manager who gave the update on current COVID-19 Purple Tier status. No Public Comment Received MAYOR AND CITY COUNCIL AND OTHER ELECTED OFFICIALS City Clerk Dalla provided a time line of pending election related events with the Registrar of Voters Certification of Election results expected on December 3rd followed by City Council action on December 15th when newly elected and reelected officials will be sworn into office. City Treasurer Beauchamp discussed the approved Street Vacation item and its possible connection to a revived Santa Fe / Amtrak maintenance facility in National City; expressed his concerns about the costs of the movie event at Plaza Bonita. Member Cano played a recording of a song titled "You are going to be ok". Member Quintero explained the difficulties faced by small businesses because of COVID and encouraged everyone to continue to support their favorite local independent business establishment. Member Morrison related that the COVID crisis has continued on long after it was expected to dissipate and instead become more intense with the total new cases in the last seven days totaling 5266 which means we are in for very difficult times in the weeks ahead. Book 102 / Page 182 11-17-2020 Vice Mayor Rios requested that the City Council consider a Resolution of support supporting for Sweetwater Water Authority's efforts for water affordability during COVID. MOTION: Motion by Rios, seconded by Cano, to bring back a Resolution supporting Sweetwater Authority's request for customer relief water bill hardships caused by COVID-19. Carried by unanimous vote. Vice Mayor Rios requested the City Manager look into the City supporting the "I'm Ready Program" for underemployed young adults by including the program on the City web site in partnership with the Chamber of Commerce. Mayor Sotelo-Solis 1) thanked Member Cano for the "We are going to be ok" song that he played; 2) shared that she is a volunteer in a COVID-19 vaccine trial being conducted by Johnson&Johnson; 3) announced that the National City Public Safety Foundation in partnership with other community groups will be providing COVID-19 safety kits and a free turkey at the library on November 19th; 4) provided details on the first annual "We are National City — The Bright Lights of Winter 2020" home decorating celebration and contest. CLOSED SESSION CLOSED SESSION REPORT City Attorney Bell gave the report on Closed Session, City Council voted unanimously and gave direction on Closed Session Item #1, Conference with Legal Counsel — Pending Litigation: Existing Litigation under Government Code Section 54956.9(d)(1) Justin Perez v. City of National City. No report out on Item Nos. 2 and 3.
