ROLL CALL Council / Board members present: Cano, Morrison, Quintero, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Morris -Jones, Raulston, Tellez, Williams, Winney, Yano. PLEDGE OF ALLEGIANCE TO THE FLAG ADJOURNING IN HONOR Mayor Sotelo-Solis announced that the meeting would be adjourned in memory of Mrs. Lucy Doral Ungab. PUBLIC COMMENTS (Read into the Record) David Ozua, National City, spoke about problems he and his neighbors are experiencing from a business in their neighborhood. Barbara Gordon requested consideration be given to prohibiting smoking in multi- unit housing complexes. Peggy Walker spoke about the dangers to youth of marijuana use. Joan Rincon criticized Mayor Sotelo-Solis for her endorsement of a candidate for City Clerk. Kelley Axelson wrote in support of Mundo Gardens. Resolution of the City Council of the City of National City: 1) awarding a contract to Baker Electric in the amount of $70,757 for the Citywide Safety Lighting Enhancements Project, CIP No. 19-15; 2) authorizing a 15% contingency in the amount of $10,614 for any unforeseen changes; and 3) authorizing the Mayor to execute the contract. Housing Advisory Committee Report: Update on the Sixth Cycle Housing Element 2021-2029. (Housing Authority) CITY MANAGER / REPORTS AFMIN (1104-1-12) 28. City Manager Report. (City Manager) MAYOR, CITY COUNCIL, AND OTHER ELECTED OFFICIALS City Treasurer Beauchamp thanked the Council for their action on the pension fund; welcomed incoming City Attorney Charles Bell and bid farewell to retiring City Attorney Angil Morris -Jones. City Clerk Dalla provided a status report on campaign contribution totals for the November Municipal Election and reported on the new state law requiring the posting of all future campaign contribution on the City's web site beginning in 2021. City Clerk Dalla listed all the records and documents available to the public on the City's web page. Member Quintero talked about flu vaccines and testing available in National City. Member Cano thanked City Manager Raulston and Neighborhood Services Director Vergara for their efforts and response in dealing with some code enforcement issues. Member Morrison discussed efforts to increase opportunities for outdoor dining in National City. Vice Mayor Rios gave her condolences to the Ungab family for the Toss of Lucy Ungab; welcomed new Principal Librarian Anne Defazio; thanked Dukie Valderrama for his service to the City as port commissioner and welcomed new City Attorney Charles Bell. Mayor Sotelo-Solis welcomed City Attorney Bell; discussed the effects of COVID; thanked staff for their work with the 2020 census; reminded the community that the election is 14 days away and encouraged everyone to vote. CLOSED SESSION REPORT City Attorney Angil Morris -Jones indicated there was nothing to report from the Closed Session. (See attached Exhibit 'L') ADJOURNMENT The meeting was adjourned in honor of Mrs. Lucy Ungab.
