The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:01 p.m. by Mayor / Chairman Alejandra Sotelo-Solis.

PUBLIC COMMENTS
Becky Rapp requested the City Council adopt a ban on all flavored tobacco
products in the City.
Ted Godshalk, National City, asked the City Council to comment on cannabis
sales; to seek information from the Police Department about illegal cannabis
sales and to disclose any contacts with representatives from the cannabis
industry.
Joan Rincon, National City, discussed her views regarding the housing
committee and its inactivity and minimal, accomplishments.

MAYOR, CITY COUNCIL AND OTHER ELECTED OFFICIALS
City Clerk Dalla presented information on a project that began in 1997 to digitize
current and historical City records and documents into a central computer
database for easy access by staff and the public and listed all the current records
and documents in that database which will be made available to the public on the
City's web site. City Clerk Dalla also gave an update on the campaign
contribution total reported for the current Municipal Election and said a summary
report is posted on the City website for public review.
Member Quintero thanked City Clerk Dalla for reporting about the campaign
contributions.
Member Cano reported that he will be giving out protection masks for Halloween
and gave kudos to staff for responding to issues that came up during the
weekend. -

MAYOR, CITY COUNCIL (cont.)
Vice Mayor Rios acknowledged Code Enforcement staff for their prompt
response to citizen concerns; discussed complaints about campaign signs and
inquired if yard sales need a permit during DOVID.
Member Morrison talked about the 2018 RENA housing numbers and formula
used to come up with the numbers.
Mayor Sotelo-Solis talked about building more affordable housing; the community
Coastal Clean-up that resulted in 33 tons of trash being collected; thanked EDCO
for providing dumpsters and urged everyone to vote.
CLOSED SESSION REPORT
City Attorney Angil-Morris Jones reported out as follows:
At the September 19th Special Meeting the 2nd interviews were held for City
Attorney applicants. A selection was made by a 5 — 0 vote and the selection firm
was given direction to pursue an agreement.
At the October 6th Special Meeting approval was given by a 5 to 0 vote for a
tentative employment agreement for the City Attorney which will appear on the
October 20th meeting for final adoption. In the pending Litigation matter with the
Chicano Federation of San Diego, direction was given by a 5 to 0 vote.
ADJOURNMENT
The meeting was adjourned in honor of Bonnie Dines and Memo Cavada.
Motion by Morrison, seconded by Rios, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City to be held Tuesday, October 20,
2020 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
the following vote, to -wit: Ayes: Morrison, Quintero, Rios, Sotelo-Solis. Nays:
None. Abstain: None. Absent: Cano.
The meeting closed at 9:19 p.m.
