ROLL CALL Council / Board members present: Cano, Morrison, Quintero, Rios, Sotelo-Solis. Administrative Officials present: Dalla, Morris -Jones Parra, Raulston, Roberts, Williams, Winney, Yano. PLEDGE OF ALLEGIANCE TO THE FLAG PUBLIC COMMENTS Becky Rapp requested the City Council adopt a ban on all flavored tobacco products in the City. Ted Godshalk, National City, asked the City Council to comment on cannabis sales; to seek information from the Police Department about illegal cannabis sales and to disclose any contacts with representatives from the cannabis industry. Joan Rincon, National City, discussed her views regarding the housing committee and its inactivity and minimal, accomplishments. TESTIMONY: Jhoana Alvarado, Armando Telles and Lakeef Compton appeared for interview. ACTION: Motion by Sotelo-Solis, seconded by Rios, to reappoint Margaret Godshalk to the Library Board. Carried by unanimous vote Motion be Sotelo-Solis, seconded by Morrison, to reappoint Yvonne Cordoba to the Parks, Recreation & Senior Citizens Advisory Board. Carried by unanimous vote. Motion by Sotelo-Solis, seconded by Rios, to reappoint Nadia Nunez to the Public Art Committee. Carried by unanimous vote. Motion be Sotelo-Solis, seconded by Morrison, to reappoint Ryan Whipple to the Traffic Safety Committee. Carried by unanimous vote. Motion by Sotelo-Solis, seconded by Rios, to appoint Jhoana Alvarado, Armando Telles, Jessie Aguilar -Perez, Shirley Ferrill and Lakeef Compton to the Veterans and Military Families Advisory Committee. Carried by the following vote, to -wit: Ayes: Cano, Quintero, Rios, Sotelo-Solis. Nays: Morrison. Abstain: None. Absent: None. CITY COUNCIL CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item No. 4 (NCMC), Item Nos. 5 through 8 (Resolution No. 2020-183 through 2020-186), Item No. 9 (Investment Report), Item Nos. 10 through 11 (Warrant Registers). Motion by Quintero, seconded by Cano, to approve the Consent Calendar, except for Item Nos. 5, 7, 8 and 10. Carried by unanimous vote. MUNICIPAL CODE 2020 (506-2-35) 4. MOTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE WAIVING OF THE READING OF THE TEXT OF THE ORDINANCES OR RESOLUTIONS THAT ARE HAVING A PUBLIC HEARING CONSIDERED AT THIS MEETING AND PROVIDING THAT SUCH ORDINANCES OR RESOLUTIONS SHALL BE INTRODUCED AND/OR ADOPTED AFTER A READING OF THE TITLE ONLY. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO SIGN THE SECOND AMENDMENT TO THE AGREEMENT BY EXTENDING THE TERM BY 10 YEARS FOR THE FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES FOR THE LOWER SWEETWATER FIRE PROTECTION DISTRICT. (Fire) ACTION: Motion by Rios, seconded by Cano, to adopt the Resolution. Carried by unanimous vote. GRANT / PUBLIC SAFETY (206-4-27) 6. Resolution No. 2020-184. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING FUNDS IN THE AMOUNT OF $21,000 FROM THE 2020 SAN DIEGO REGIONAL FIRE FOUNDATION GRANT FOR THE NATIONAL CITY FIRE DEPARTMENT FOR THE PURCHASE OF FIVE PORTABLE RADIOS, AND AUTHORIZING THE ESTABLISHMENT OF A REIMBURSABLE GRANTS CITY-WIDE FUND APPROPRIATION AND CORRESPONDING REVENUE BUDGET. (Fire) ACTION: Adopted. See above. GRANT / COMMUNITY SERVICES (206-4-26) 7. Resolution No. 2020-185. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY: 1) ACCEPTING THE COUNTY OF SAN DIEGO'S FISCAL YEAR 2021 COMMUNITY ENHANCEMENT PROGRAM GRANT FUNDS OF $5,000 FOR THE SPECIAL EVENT "A KIMBALL HOLIDAY", WITH NO MATCHING FUNDS REQUIRED; 2) AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND THE COUNTY OF SAN DIEGO TO RECEIVE GRANT FUNDS; AND 3) AUTHORIZING THE ESTABLISHMENT OF A REIMBURSABLE GRANTS CITYWIDE FUND APPROPRIATION OF $5,000 AND CORRESPONDING REVENUE BUDGET. (Finance) ACTION: Ratified. See above. PUBLIC HEARINGS: ORDINANCES AND RESOLUTIONS MUNICIPAL CODE 2020 (506-2-35) 12. Ordinance No. 2020-2484. PUBLIC HEARING AND INTRODUCTION OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY REPEALING CHAPTER 10.32 OF TITLE 10 OF THE NATIONAL CITY MUNICIPAL CODE REGARDING IMPERSONATING A MEMBER OF THE OPPOSITE SEX. (City Attorney) RECOMMENDATION: Introduce the Ordinance. TESTIMONY: Mary Ann Horton, spoke in support of repealing the Ordinance. Coyote Moon, National City, spoke in favor of repeal. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE FISCAL YEAR 2019 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) HIRING GRANT AND THE ESTABLISHMENT OF A REIMBURSABLE GRANTS CITY-WIDE FUND APPROPRIATIONS AND CORRESPONDING REVENUE BUDGET IN THE AMOUNT TOTALING $1,518,729 FOR HIRING FIVE FIREFIGHTERS FOR THE NEXT THREE YEARS. Resolution No. 2020-188. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY WAIVING THE BID PROCESS PURSUANT TO SECTION 2.60.220(D) OF THE NATIONAL CITY MUNICIPAL CODE AND AUTHORIZING THE MAYOR TO EXECUTE A FIRST AMENDMENT TO THE AGREEMENT WITH AZTECA SYSTEMS LLC, EXTENDING THE TERM FOR THREE YEARS IN THE TOTAL NOT -TO -EXCEED AMOUNT OF $171,600.00 TO PURCHASE ADDITIONAL LICENSING AND SUPPORT FOR CITYWORKS PERMITTING, LICENSING AND LAND (PLL) AND ASSET MANAGEMENT SYSTEM (AMS) SOFTWARE PLATFORM. Resolution No. 2020-189. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY WAIVING THE BID PROCESS PURSUANT TO SECTION 2.60.220(D) OF THE NATIONAL CITY MUNICIPAL CODE AUTHORIZING THE MAYOR TO EXECUTE AN EIGHTEEN MONTH AGREEMENT WITH CENTRICITY GIS IN THE TOTAL NOT -TO -EXCEED AMOUNT OF $134,500.00 TO IMPLEMENT CITYWORKS PERMITTING, LICENSING AND LAND (PLL) AND ASSET MANAGEMENT SYSTEM (AMS) SOFTWARE PLATFORM. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION -HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY ("CDC -HA") AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE AN ASSIGNMENT AND ASSUMPTION AGREEMENT BETWEEN SOUTH BAY COMMUNITY SERVICES, COMMUNITY CAPS, LLC AND THE CDC -HA. (Chief Jose Tellez) CITY MANAGER / REPORTS ADMIN (1101-1-12) 19. City Manager Report. (City Manager) MAYOR, CITY COUNCIL AND OTHER ELECTED OFFICIALS City Clerk Dalla presented information on a project that began in 1997 to digitize current and historical City records and documents into a central computer database for easy access by staff and the public and listed all the current records and documents in that database which will be made available to the public on the City's web site. City Clerk Dalla also gave an update on the campaign contribution total reported for the current Municipal Election and said a summary report is posted on the City website for public review. Member Quintero thanked City Clerk Dalla for reporting about the campaign contributions. Member Cano reported that he will be giving out protection masks for Halloween and gave kudos to staff for responding to issues that came up during the weekend. - Book 1021 Page 162 10-06-2020 MAYOR, CITY COUNCIL (cont.) Vice Mayor Rios acknowledged Code Enforcement staff for their prompt response to citizen concerns; discussed complaints about campaign signs and inquired if yard sales need a permit during DOVID. Member Morrison talked about the 2018 RENA housing numbers and formula used to come up with the numbers. Mayor Sotelo-Solis talked about building more affordable housing; the community Coastal Clean-up that resulted in 33 tons of trash being collected; thanked EDCO for providing dumpsters and urged everyone to vote. CLOSED SESSION REPORT City Attorney Angil-Morris Jones reported out as follows: At the September 19th Special Meeting the 2nd interviews were held for City Attorney applicants. A selection was made by a 5 — 0 vote and the selection firm was given direction to pursue an agreement. At the October 6th Special Meeting approval was given by a 5 to 0 vote for a tentative employment agreement for the City Attorney which will appear on the October 20th meeting for final adoption. In the pending Litigation matter with the Chicano Federation of San Diego, direction was given by a 5 to 0 vote. ADJOURNMENT The meeting was adjourned in honor of Bonnie Dines and Memo Cavada. Motion by Morrison, seconded by Rios, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City to be held Tuesday, October 20, 2020 at 6:00 p.m. at the Council Chambers, National City, California.
