The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:02 p.m. by Mayor / Chairman Alejandra Sotelo-Solis.

THE SUBMITTAL OF A PROJECT APPLICATION IN THE AMOUNT OF
$1,769,680 FOR WEST 19TH STREET GREENWAY PROJECT
THROUGH THE RECREATIONAL TRAIL AND GREENWAYS GRANT
PROGRAM; AND 2) AUTHORIZING THE CITY MANAGER OR
DESIGNEE TO EXECUTE THE GRANT AGREEMENT IF SELECTED

TESTIMONY: Danny Serrano. Representing The Environmental
Health Coalition, spoke in support of the project.
Ted Godshalk, National City, spoke in opposition to the project.
ACTION: Motion by .Quintero, seconded by Rios, to adopt the
Resolution. Carried by unanimous vote.
NEW BUSINESS
TEMPORARY USE PERMIT 2020 (203-1-36)
21. Temporary Use Permit (TUP) - Request from UC San Diego to conduct
the UC San Diego COVID-19 Vaccination Research Clinical Trial at El
Toyon Park — Parking lot in front of multi -use field , from Wednesday,
September 16, 2020 thru October 31, 2022 with no waiver of fees.

RECOMMENDATION: Approve the TUP with no waiver of fees.
TESTIMONY: Joan Rincon, National City, supports a waiver of fees
for UC San Diego and voiced objections to other non-profit groups
in the City.
ACTION: Motion by Rios, seconded by Cano, to approve the
Temporary User Permit. Carried by unanimous vote.
CONTRACT (C2020-5)
CITY OWNED LAND SALE / LEASE (1001-1-1)
22. Authorization for City Manager to execute a License Agreement with UC
San Diego for use of the El Toyon Parking Lot to conduct a Vaccination
Clinical Trial. The term of the License Agreement is 2 years consistent
with the Temporary Use Permit (TUP) application and the rental rate is
$5,000 per month. (City Manager)
RECOMMENDATION: Authorize the City Manager to execute the
Agreement.
TESTIMONY: None.
ACTION: Motion by-Cano, seconded by Quintero, to approve staff
recommendation. Carried by unanimous vote.

MAYOR, CITY COUNCIL AND OTHER ELECTED OFFICIALS
Member Cano gave a shout out and thank you to all staff for all they do day in
and day out and to the volunteers who help out with the food distribution. He
commented on the recognition he will be giving to several National City
Businesses.
Member Morrison commented on the 9-11 ceremony, remembering how good it
is to do those sorts of things and thanked all involved.
Member Quintero commented on COVID-19 and all the intersectionality that was
discussed during the meeting; commended the forward thinking of Chief Parra in
regards to the vaccines and talked about National City's partnership with UCSD.
Vice Mayor Rios thanked the City Manager and Armando Vergara and Joe Olson
from Code Enforcement for their prompt response to a recent community
concern. She is pleased that the Mayor is interested in serving on the SANDAG
committee to reduce litter in the major transportation corridors and appreciated
the comments that Council member Quintero made regarding the vaccine sites.
Mayor Sotelo-Solis spoke about the impact of COVID and the support of the City
Manager's office and is pleased with how National City is being considered for
many opportunities related to COVID. She discussed the San Diego Regional
Litter Abatement Sub Committee and the link that will be provided for citizens to
participate in the upcoming meeting and spoke about the upcoming community
clean up in conjunction with EDCO Disposal.
CLOSED SESSION REPORT
City Attorney Angil Morris -Jones reported that at the Special Meeting of
September 12, 2020, the City Council conducted interviews for City Attorney,
selected finalist and gave direction to the staff and consultant.
At the Special meeting of September 15, 2020, the City Council voted 5-0 to give
direction to staff regarding Tasha Williams v City of National City. (See attached
Exhibit 'L')

Regular Meeting of the City Council and Community Development Commission —
Housinq Authority of the City of National City to be held Tuesday, October 6,
2020 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 8:38 p.m.
The foregoing minutes were approved at the Regular Meeting of December 1,
