The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:36 p.m. by Mayor / Chairman Alejandra Sotelo-Solis.

need to pursue employment opportunities for community youth.
Becky Rapp shared concerns about permitting marijuana businesses in the City.
Joan Rincon, National City expressed her displeasure with non-profit
organizations operating in the City.

PUBLIC HEARINGS: ORDINANCES AND RESOLUTIONS
MUNICIPAL CODE (506-2-35)
14. Public Hearing and Introduction of an Ordinance -of the City Council of the
City of National City Amending the National City Municipal Code Section
16.09.010 of Chapter 16.09 of Title 16 by reducing and modifying the
membership of the Veterans and Military Families Advisory Committee.

RECOMMENDATION: Introduce the Ordinance.
TESTIMONY: None.
ACTION: Motion by Quintero, seconded by Morrison, to close the
Public Hearing. Carried by unanimous vote.
Motion by Morrison, seconded by Cano, to introduce the Ordinance
and have a minimum of three (3) National City Residents out of the
seven (7). No vote was taken.
Substitute Motion by Rios, seconded by Quintero, to adopt a
substitute motion to approve staff recommendation with (7) seven
members a mininium of (5) five resident members and a maximum
of (2) two non-resident members. Carried by the following vote, to -
wit: Ayes: Cano, Quintero, Rios, Sotelo-Solis. Nays: Morrison.

15. Resolution No. 2020-170. RESOLUTION OF THE CITY COUNCIL OF
THE 'CITY OF NATIONAL CITY: (1) APPROVING THE NEIGHBORHOOD
REINVESTMENT PROGRAM GRANT FROM THE COUNTY OF SAN
DIEGO BOARD OF SUPERVISORS IN THE AMOUNT OF $35,000 BY
WAIVING CITY POLICY NO. 1001 RELATED TO THE AGREEMENT
BETWEEN THE COUNTY OF SAN DIEGO AND CITY OF NATIONAL

16. Community and Police Relations Commission (CPRC) Update. (City
Manager)
CITY MANAGER / REPORTS ADMIN (1101-1-12)
17. City Manager Report. (City Manager),
MAYOR, CITY COUNCIL AND OTHER ELECTED OFFICIALS
City Clerk Della reminded the City Council about a long ,standing vacancy
on the Civil Service Commission and recommended they encourage
qualified applicants to apply.
Member Cano extended birthday wishes to the City Manager and requested
an update on the deployment of National City firefighters to assist in
fighting California wildfires.
Member Quintero also wished City Manager Raulston a happy birthday,
complemented the improved decorum at the last Council meeting and said
he would like more public outreach and participation in future meetings.
Member Morrison gave kudos to staff for their response to clean-ups and
needed work in the community and -to the California Department of
Transportation (CALTRANS) for their work.
Vice Mayor Rios recognized the Mayor for her work with Catholic Charities
food distribution, the Public Library and the San Diego Association of
Governments (SANDAG); thanked the Emergency Services Chief for the flu
shot clinic and said happy birthday to the City Manager.
Mayor Sotelo-Solis expressed her condolences to Councilmember Quintero
on the loss of his father; spoke about the symptoms of COVID-19 and how
to prevent infection and gave kudos to all who stepped up to help keep the
virus in check. The Mayor challenged Council Members to get a flu shot,
thanked staff for the COVID dashboard and advised that the City, in
conjunction with EDCO Disposal, would be participating in the I LOVE A
CLEAN SAN DIEGO effort. _

MAYOR, CITY COUNCIL (cont.)
Mayor Sotelo-Solis reported that, based on a complaint received by the City
Manager, Council Member Cano has received an oral reprimand from the
City Council for violating the City's Code of Ethics Policy and the 17th
pledge, which commits everyone to communicate with courtesy to our
community. In addition, a police detective will meet with the constituent to
do fact finding regarding the complaint.
CLOSED SESSION REPORT
City Attorney Angil Morris -Jones reported that in Closed Session, the City
Council gave direction by unanimous vote in the matter regarding City Attorney
recruitment and took action by a 3 to 1 vote on a matter of potential litigation, with
Member Morrison voting 'No' and Member Cano 'Abstaining'. (See attached
Exhibit t')
ADJOURNMENT
Motion by Cano, seconded by Morrison, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housinq Authority of the City of National City to be held Tuesday, September 15,
2020 at 6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
The meeting closed at 8:59 p.m.
The foregoing minutes were approved at the Regular Meeting of December 1,
2020.
