RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE USE OF $446,940.99 IN HOME INVESTMENT PARTNERSHIP FUNDS PREVIOUSLY AWARDED TO SOUTH BAY COMMUNITY SERVICES AND AWARDING AND APPROPRIATING AN ADDITIONAL $111,000 OF HOME FUNDS TO THE TENANT BASED RENTAL ASSISTANCE PROGRAM TO ASSIST LOW-INCOME NATIONAL CITY RESIDENTS WITH RENT. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 'NATIONAL CITY RATIFYING THE SUBMISSION OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR THE PERMANENT LOCAL HOUSING ALLOCATION (PLHA) PROGRAM AND, IF AWARDED, ESTABLISHING AN APPROPRIATION - AND CORRESPONDING REVENUE BUDGET FOR AN EMERGENCY RENTAL ASSISTANCE PROGRAM IN THE AMOUNT OF $393,191 FOR THE FIRST PLHA PROGRAM YEAR. TESTIMONY: Joan Rincon, National City, expressed concerns and had questions about the selection process for recipients. ACTION: Motion by Cano, seconded by Rios, to adopt the Resolution. Carried by unanimous vote. NEW BUSINESS TEMPORARY USE PERMITS 2020 (203-1-36) 23. Temporary Use Permit (TUP) - Request from Iglesia Metodista Libre Emanuel to conduct the Food Drive Thru event(s) at 2529 "D" Avenue on Saturdays at 10:00 a.m. with no waiver of fees. (Neighborhood Services) RECOMMENDATION: Approve the TUP subject to compliance with all conditions of approval with a request for waiver of fees in accordance with City Council Policy 802. TESTIMONY: Jose Rodrigues, National City, spoke in support of the TUP. Thomas Sorrell, National City, spoke in support of waiving the permit fees. Coyote Moon, National City, spoke in support of waiving the fees. ACTION: Motion by Rios, seconded by Quintero, to approve the Temporary Use Permit with partial waiver of fees. Carried by unanimous vote. STREET VACATION ADMIN 2020 (902-26-8) 24. A Request to Initiate a Street Vacation of a portion of Harrison Avenue between West 18th and 19th streets, and the westerly 40 feet of West 18th Street north of Harrison Avenue. (Applicant: Charles Keltner for Burlington Northern and Santa Fe (BNSF) Railway Company). (Case File No. 2020-09 SC) (Planning) RECOMMENDATION: Initiate the Street Vacation. TESTIMONY: None. ACTION: Motion by Rios, seconded by Morrison, to approve the request to initiate a Street Vacation. Carried by unanimous vote. MUNICIPAL CODE 2020 (506-2-35) 25. Seeking direction from the City Council of the City of National City regarding repeal of Section 16.09 of the National City Municipal Code in its entirety to dissolve the Veterans and Military Families Advisory Committee. (City Manager) } NEW BUSINESS'(cont.) Book 102 / Page 136 08-18-2020 MUNICIPAL CODE 2020 (506-2-35) (cont.) RECOMMENDATION: Repeal Section 16.09 of the National City municipal Code in its entirety to dissolve the Veterans and Military Families Advisory Committee. TESTIMONY: Natalie Limbaga, National City, criticized Mayor Sotelo-Solis for her actions regarding the committee. Marianne Delatorre, National City, spoke against -the dissolution of the Veterans and Military Families Advisory Committee. ACTION: Motion by Morrison, second by Quintero, to continue with the Veterans and Military Families Committee but have staff bring back language to reduce the number and makeup of membership from the existing committee membership. Substitute Motion by Rios, seconded by Sotelo-Solis, to approve staff recommendation and revisit the issue in six month with possible revisions to number and makeup of the membership. Motion failed by the following vote, to -wit: Ayes: Rios, Sotelo-Solis. Nays: Cano, Quintero, Morrison. Abstain: None. Absent: None. Original motion carried by unanimous vote. LEAGUE OF CALIFORNIA CITIES ADMIN (104-2-1) 26. League of California Cities Annual Conference - Designation of Voting Delegate and Alternate(s). (City Manager) RECOMMENDATION: Designate a voting delegate and up to two alternates to represent the City at the Annual Conference. TESTIMONY: None. ACTION: Member Sotelo-Solis and Rios have been appointed as primary delegates and City Manager Brad Raulston as alternate. STAFF REPORTS HOUSING AUTHORITY 2020 (404-1-9) 27. Report on the introduction of the Housing Strategic Plan process to the Housing Advisory Committee. (Housing Authority) COUNCIL POLICY ADMINISTRATION (102-13-1) 28. (Neighborhood Services) Book 102 / Page 137 08-18-2020 CITY MANAGER REPORTS ADMIN (1104-1-12) EMERGENCY / DISASTER PLANNING ADMIN (301-1-1) 30. City Manager Report. (City Manager) City Manager Raulston provided an update on the status of COVID 19 restrictions in San Diego County; reported that the City is expanding on- line services including residential permits, virtual learning opportunities and library lending and that the Library will once again be a ballot drop-off location for voters. MEETING EXTENSION Motion by Rios, seconded by Quintero, to extend the meeting time. Carried by unanimous vote. MAYOR, CITY COUNCIL AND OTHER ELECTED OFFICIALS City Clerk Dalla suggested pursuing a name change for the currently named 24th Street trolley Station since the station is no longer located on 24th Street but rather is on Mile of Cars Way and Bay Marina Drive. Member Quintero thanked City Manager Raulston for bringing the opportunity of voting at the library. Member Cano spoke about the passing of Mr. George Baca and his contribution to the community. He also suggested looking at ways to generate additional revenue by seeking donors for naming rights for the City Library. Vice Mayor Rios commented on City Clerk Dalla's comment regarding the need for the name of the 24th Street Trolley Station to be corrected since it is no longer on 24th Street and she offered suggestions for residents to conserve energy to avoid blackouts. Mayor Sotelo-Solis thanked the community for saving energy; encouraged people to volunteer to assist at food distribution centers and expressed appreciation for George Baca's contribution to the community as well as to the Baca Family. CLOSED SESSION REPORT City Attorney Angil Morris -Jones reported that in Closed Session, the City Council gave direction on an item by a 5-0 vote. (See attached Exhibit `L') Book 1021 Page 138 08-18-2020 ADJOURNMENT The meeting was adjourned in memory of Mr. George Baca. Motion by Cano, seconded by Quintero, to adjourn the meeting to the next Regular Meeting of the City Council and Community Development Commission — Housing Authority of the City of National City to be held Tuesday, August 18, 2020 at 6:00 p.m. at the Council Chambers, National City, California.
