MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION —
HOUSING AUTHORITY OF THE CITY OF NATIONAL CITY
ONLINE ONLY MEETING
August 4, 2020
The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:12 p.m. by Mayor / Chairman Alejandra Sotelo-Solis.
ROLL CALL
Council / Board members present: Carlo, Morrison, Quintero, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Morris -Jones, Parra, Raulston, Roberts,
Tellez, Vergara, Williams, Winney, Yano.
PLEDGE OF ALLEGIANCE TO THE FLAG
ADJOURNING IN HONOR
Mayor Sotelo-Solis announced that the meeting would be adjourned in memory
of Mr. Octaviano Quintero, the father of Councilmember Gonzalo Quintero.
Councilmember Quintero read a brief biography of his late father.
PUBLIC COMMENTS (Read into the Record)
David Ozua, National City, spoke about problems he and his neighbors are
experiencing from a business in their neighborhood.
Ted Godshalk, National City offered comments and suggestions for improving
the format and conduct of City Council meetings in light of restrictions and
limitations resulting from the COVID 19 pandemic.
Becky Rapp requested the City Council write a letter of support for SB 793
dealing with limitations on tobacco related products.
Ed Nieto, National City, requested the City change the format of Council
Meetings to allow in -person public participation.
Beverly Bingham, National City, discussed excessive speed on 16th Street where
she lives and a vacant lot in her neighborhood with weeds and trash.
Kelly McCormick, spoke about the dangers of second hand smoke and
marijuana.

ACTION: Motion by Sotelo-Solis, seconded by Cano, to appoint Natalie
Limbaga to the Veterans and Military Families Advisory Committee.
Carried by unanimous vote.
Ballots were distributed for the vacancy on the Planning Commission.
Ricardo. Sanchez received four votes (Cano, Morrison, Quintero and
Rios). Zachariah Trujillo received one vote (Sotelo-Solos). Ricardo
Sanchez was declared duly appointed to the Planning Commission. Mr.
agreed to relinquish his position on the Traffic Safety Committee.
Motion by Sotelo-Solis, seconded by Morrison, to reappoint Christine Stein
to the Community and Police Relations Commission. Carried by
unanimous vote.

Police Chief Tellez reported on upgrades and improvements to the
Communications and Dispatch Center and the significant increases in
calls for service and 911 calls experienced by the Police Department.
40. City Manager Report. (City Manager)
City Manager Raulston stated that while the City is always open to
improving our meetings, in the near term it is most likely that for at least
the remainder of the year things will be status quo.
MAYOR, CITY COUNCIL, AND OTHER ELECTED OFFICIALS
Member Cano suggested consideration be given to holding City Council
meetings outside in Kimball Park.
Member Quintero thanked everyone on the dais for honoring the memory of his
father and allowing him to share his life story and many accomplishments which
also included volunteering to serve in the army during Viet Nam.
Member Morrison expressed his views on the Censure Resolutions (Item No. 34
and 35) and the Brown Act; said the thing that needs to be done is for the City
Council and Attorney's Office to have an in depth class from an outside individual
knowledgeable about the Brown Act so there is a better understanding of the law.
Member Morrison requested that his copy of the Censure Resolution be suitable
for framing "because a letter of censure from this Council and the way that you
have shamed the City should be seen as a badge of honor and I will wear it as
such",
Vice Mayor Rios expressed thanks to staff for all the work and information that
went into the agenda and communicated to Member Morrison that she did feel
threatened and offended by the comments he made before he left the Closed
Session meeting and that the situation doesn't have to be the way it is if he didn't
choose to make it so.
Mayor Sotelo-Solis spoke of the recent loss of family members and offered her
deepest condolences and encouraged the availability of translation services at
community meetings. The Mayor expressed thanks to everyone for engaging
and said the City Council should ultimately hold themselves accountable and that
their job isn't about themselves but about the community which is facing life and
death scenarios with people dying from COVID 19. She encouraged people to
pursue opportunities that engage, empower and bring positive change and
expressed thanks to the Council for a good meeting were they lowered taxes and
extended a moratorium on evictions.

CLOSED SESSION REPORT
City Attorney Angil Morris -Jones reported that in Closed Session, the City
Council gave direction on one item by a 3-2 vote with members Cano and
Morrison voting `no'. (See attached Exhibit `L')
ADJOURNMENT
The meeting was adjourned in honor of Mr. Octaviano Quintero, the father of
Councilmember Gonzalo Quintero.
Motion by Rios, seconded by Cano, to adjourn the meeting to the next Regular
Meeting of the City Council and Community Development Commission — Housing
Authority of the City of National City to be held Tuesday, August 18, 2020 at 6:00
p.m. at the Council Chambers, National City, California. Carried by unanimous
vote.
