The Regular Meeting of the City Council and Community Development
Commission — Housing Authority of the City of National City was called to order
at 6:07 p.m. by Mayor / Chairman Alejandra Sotelo-Solis.

AND COMMERCIAL TENANTS AS A RESULT OF THE STATE OF
EMERGENCY RELATED TO THE NOVEL CORONAVIRUS DISEASE,

32. Notice of Decision — Planning Commission approval of a Conditional Use
Permit (CUP) for the off -site sale of beer, wine, and distilled spirits at a
proposed convenience store (7-Eleven) to be located at 110 National City
Blvd. (Applicant: Steven Pollock) (Case File No. 2020-05 CUP) (Planning)
RECOMMENDATION: Adopt the Resolution.
TESTIMONY: None.
ACTION: Motion by Quintero, seconded by Cano, to set it for
Public Hearing. Second withdrawn.
Motion by Quintero, seconded by Sotelo-Solis, to set it for Public
Hearing. Carried by the following vote, to -wit: Ayes: Morrison,
Quintero, Sotelo-Solis. Nays: Cano, Rios. Abstain: None. Absent:
None.

MAYOR AND CITY COUNCIL
Member Quintero reminded everyone that the City Council agreed to meet during
the recess if there was a need or emergency and spoke of the -importance of
continuing to work on the census.
Member Morrison responded to the Public Comments made at the beginning of
the meeting regarding his recent posting on social media. Council Member
Morrison said several misstatements were make about what was done and said.
He acknowledged and apologized for the inappropriate use of one word in his
posting.
Member Cano suggested adding an additional page of information to the Tool Kit
that is posted on our web page to assist renters and landlords.
Vice Mayor Rios tanked all City staff out on the front lines keeping the City
functioning during these difficult times.
Mayor Sotelo-Solis reported that, through the US Conference of Mayors, she was
able to procure 5,000 masks for business and emergency workers.
Mayor Sotelo-Solis said she was disappointed with the comments
Councilmember Morrison made in response to the Public Comments at the
beginning of the meeting regarding his social media post. She said she believed
the City's Code of Ethics was violated and it is important to show strong
disapproval of Councilmember Morrison's conduct. Mayor Sotelo-Solis proposed
the following actions be taken: "1)You are admonished in that we find your
conduct not to be in compliance with the standards of a National City Council
Member and ordered to refrain in the future from conducting yourself in a manner
that brings disrespect or hurts a member of the public; 2) I ask you to issue an
apology via social media recognizing the hurt and confusion the meme may have
caused and; 3) you are hereby removed from the San Diego Association of
Governments (SANDAG) Board as third alternate".
Motion by Sotelo-Solis, seconded by Rios, -to have the City Council accept the
three proposed actions for Councilmember Morrison's violations.
Councilmember Morrison said the motion is not something that can legally be put
on the agenda because the public has no way of discussing it.

Motion by Sotelo-Solis, seconded by Rios, to take a five minute recess and to
extend the ending time of the meeting. Motion carried by unanimous vote.
The meeting recessed at 10:28 p.m.
The meeting reconvened at 10:35 p.m. All members were present.
City Attorney Morris -Jones advised Member Morrison to abstain on the primary
motion on the floor.
The original motion, to have the City Council accept the three proposed actions
for Councilmember Morrison's violations carried by the following vote, to -wit:
Ayes: Quintero, Rios, Satelo-Solis. Nays: Morrison, Abstain: Cano. Absent:
None.
CLOSED SESSION REPORT
City Attorney Morris -Jones reported that, with regards to the labor relations
matter, pending litigation matters, and claim, staff was given direction on all
matters by a 5 to 0 vote. Item number 4 was informational and no action was
taken. (See attached Exhibit `L')
ADJOURNMENT

Motion by Rios, seconded by Quintero, to adjourn the meeting to the next
Regular Meeting of the City Council and Community Development Commission —
Housing Authority of the City of National City to be held Tuesday, August 4, 2020
at 6:00 p.m. at the Council Chambers, National City, California. Carried by
unanimous vote.
