MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY
BUDGET WORKSHOP / FISCAL YEAR 2021 BUDGET PRESENTATION
ONLINE MEETING ONLY
April 28, 2020
The Special Meeting of the City Council of the City of National City was called to
order at 4:00 p.m. by Mayor / Chairwoman Alejandra Sotelo-Solis.
ROLL CALL
Council / Board members present: Cano, Morrison, Quintero, Rios, Sotelo-Solis.
Administrative Officials present: Dalla, Morris -Jones, Raulston, Roberts, Williams,
Winney.
PRESENTATIONS
Staff Presentations were made by Deputy City Manager Brad Raulston on the below.
listed topics:
• Introduction and Budget Overview
• Strategic Planning, COVID-19 Fiscal Impact, and Revenue Relief / Recovery
• Preliminary Financial Forecast and Historical Trends
• Fiscal Year 2020-2021 Preliminary Budget (FY July 2020-June 2021)
• Capital Improvement Program (CIP) 5-Year Plan
• Next Steps
City Manager Raulston thanked the Department Heads and the Budget Team as
follows, for assisting with the presentation data: Assistant City Manager Tony
Winney, Director of Finance Mark Roberts, Finance Analyst Janel Pehau, Budget
Manager Paul Valadez, and Budget Technician Sheila Pangco.

PUBLIC COMMENTS (VIA E-MAIL)
City Clerk Michael Dalla read the below comments into record.
Ignacio Navarro, National City, expressed his concerns regarding the proposed
temporary closure of Las Palmas Pool and the Camacho Recreation Center and
asked the City to reconsider as these facilities are an essential part of the community
of all ages and abilities. ` _ -
The following individuals subrriittedwritten comments against the proposed one-
year closure of Las Palmas Pool: David and Sandra McConkey, Christina Lanners,
Gloria Salas, J.Azaguiar, Daniel McLaughlin, Astolfo Feregrino, Irene Cruz, Coyote
Moon, Lourdes del Sol, Linda Nosal. Fiorentino, Leticia Pena, Mary Alice Hoss,

Shaun Polley, Patricia Gomez, Mariann Howard, Jan Hall, Professor Tomas
Tomayo, Molly Sterner, Donna Eledge, Karolyn Kmet-Moran, Liz Ramos, Lynn
Carswell, Jean Howard and Danielle Abrams — Central Elementary Third Grade
Teachers, Gerardo and Elizabeth Constantino, Elaine Tatus,
Michael and Martha Mendez, National City, urged the City to keep the golf course
open.
Ditas Yamane, National City, offered revisions to some budget language to better
indicate where revenue is generated from so that it provides clear information and
is consistent with other line items.
CITY COUNCIL DIRECTION
Motion by Morrison, seconded by Quintero, to go with the recommendations on
Page 70 as follows: Freeze open positions that don't affect filled positions, set new
overtime targets and tightly control non -reimbursable costs for public safety
employees, defer CIP and fleet purchases, suspend programs that may not reopen
this year (Municipal Pool and Special Events), and aggressively pursue revenue
relief funds. Carried by unanimous vote.
Mayor Sotelo-Solis recognized the members of the public who took the time to share
their perspective and there will be another opportunity in August or September 2020,
to revisit these items and to find out what the actual numbers are in regards to the
impacts of COVID-19 and the items will be revisited in December 2020 or January
2021. She thanked the Budget Team for their hard work in collecting the data.
ADJOURNMENT
Motion by Rios, seconded by Morrison, to adjourn the meeting to the next Regular
Meeting of the City Council and Community Development Commission — Housing
Authority of the City of National City -Tuesday, May 5, 2020 - 6:00 p.m., Online Only
— Council Chambers - National City, California. Carried by unanimous vote.
The meeting closed at 5:50 p.m.
