May 17, 2022
This meeting was conducted utilizing teleconferencing and electronic means consistent with State
of California Assembly Bill No. 361, approved by Governor Newsom on September 16, 2021.
The City Council minutes are prepared and ordered to correspond to the City Council Agenda,
Agenda Items can be taken out of order during the meeting. The Agenda Items were considered
in the order presented.
ALL TO ORDER
The meeting was called to order at 6:02 p.m. by Mayor Satelo-Solis.

Mayor Sotelo-Solis announced that this meeting will be adjourned in honor of Firefighter Roberto
"Bobby" Victor Medina, Family r members Ricardo Medina, Ernest Median, and Lilia Medina were
present to receive the honor and provide remarks.

Calendar Items 4 through 14,

4. Approved Motion of the City Council of the City of National City, California approving the
waiving of the reading of the text of the Ordinances or Resolutions that are having a Public
Hearing considered at this meeting and providing that such Ordinances or Resolutions
shall be introduced and/or adopted after a reading of the title only,
5, Approved of City Council Meeting Minutes.
6. Adopted Resolution No. 2022-74, Adoption of a Resolution to Require AB361 Findings
Regarding Teleconference Meetings,
7. Adopted Resolution No. 2022-75. Resolution of the City Council of the City of National
City, California, authorizing the issuance of a Request for Proposals CF FP to assist with
restoration, extractions, reconstruction and repairs arising from flooding due to City of
National City sewer mains for the City of National City.
8. Adopted Resolution No. 2022-76. Resolution of the City Council of the City of National
City, California, approving the establishment of appropriations in the amount of $18,262,28
from the fund balance of the Vehicle Replacement Fund to cover change orders for the
Type VI squad
9. Adopted Resolution No. 2022-77. Resolution of the City Council of the City of National
City, California, ratifying the submission of an application to San Diego Association of
Governments (SANDAG) and ratifying an agreement with SANDAL and establishing fund
appropriations and a corresponding revenue budget for the Housing Acceleration Grant
Program (HAP) funds in the amount of $205523 for Focused General Han Update
(FGPU)and a Climate Action Plan (CAP) Update.
10. Adopted Resolution No. 2022-78. Resolution of the City Council of the City of National
City, California, 1 approving the following project proposed to receive funding from the
Road Maintenance and Rehabilitation Account (RMRA) through the Local Streets and
Roads Funding Program as required by Senate Bill , the Road Repair and Accountability
Act of 2017 — 8th Street and Roosevelt It Avenue Active Transportation Corridor and 2023
Pavement Rehabilitation n (Locations per the Citywide Pavement Condition Assessment)
projects; and 2 authorizing the establishment of a Gas Tax Fund appropriation of
$1,430,342 for Fiscal Year 2023 and corresponding revenue budget for receipt of RMRA
funds,
11, Adopted Resolution No. 2022-79. Resolution of the City Council of the City of National
City, Califor ia,1 re -allocating $277,000.00 from CIP No 19-19 - Roosevelt Avenue
Corridor Smart Growth Revitalization Project, to the National City Street Resurfacing
Project, CIP No. 22-19; 2 Awarding a contract to Eagle Paving Company Inc., in the not -
to -exceed amount of $2,072,519.00 for the National City Street Resurfacing Project, CIF'
No. 22-19; 3 authorizing a 15% contingency in the amount of $310,878 for any
unforeseen changes; authorizing the Mayor to execute the contract.

15. Adopted Resolution n No. 2022-80. Public Hearing and Adoption of a Resolution of the City
Council of the City of National City, California, ia, repealing and replacing Resolution 2021-
165 for the certification of an Environmental Impact Report (EIR) for, and approving, a
General Plan Amendment, Zone Change, Code Amendment, and Conditional Use Permit
for construction of a CarMax dealership on property located on the north side of Plaza
Bonita Road, west of Sweetwater Road, and east of interstate 805 and authorizing the

16. Adopted Resolution No. 2022-81. Public Hearing and Adoption of a Resolution of the City
Council of the City of National nal City, California, amending the previously adopted
Transportation Development Impact Fee (TDIF) schedule and annual adjustment to the
TDIF, pursuant to National City Municipal Code Section 4. 2.1 0 and consistent with
Government Code Section 66017, approving an adjustment to the TDIF of 2 percent, as
required by the San Diego Association of Governments ents (SANDAL) for receipt of TransNet
local street improvement ent revenues, resulting in the TDIF increasing from $2,635,50 per
new residential dwelling unit to $2,688.21 per unit beginning July 1, 2022.

17, Adopted Resolution No. 2022-82, Public Hearing and Adoption of a Resolution of the City
Council of the City of National City, California, I approving the TransNet Local Street
Improvement er ent Program of Projects for National City for Fiscal Years 2023 through 2027
consisting of the following projects: Plaza Blvd Widening NCI , Street Resurfacing
(NCO3), Traffic Signal Install/Upgrades NC and Citywide Safe Routes to School
(NCI5); and 2 authorizing the establishment of a TransNet Proposition "A" Fund
appropriation of $1,784,000 for FY 2023 and corresponding revenue budget.

City, California, approving the Memorandum of Understanding MU between the City
and the National City Police Officers' Association NCP and authorizing General Fund
fiscal year 2021-2022 appropriations of $12}000 for benefit increases.

ACTION.: Motion by Mayor Sotelo-Solis, seconded by Councilmember Morrison, to accept Staffs
recommendations detailed in the list of Summary of Direction Items, with the addition of $60,000
to support part-time employee stipends.
Substitute motion by Vice -Mayor Bush, seconded by Councilmember Rodriguez, to accept Staffs
recommendations detailed in the list of Summary of Direction Items, with the exception of
`Transition Management Intern Program Back to CM — $ , o ar and with the addition of
$60,000 to support part-time employee stipends,

in the amount of $72,000 to cover the fees for four cruising events for Fiscal Year 2 2 -2 23,
Substitute motion by Mayor Sotelo-Solis to apply City Council Policy 802 that allows up to a
maximum of $500 waiver of fees per day to new events, and to budget funds in the mount of
$2500 to offset fees for cruising events for Fiscal Year 2022-2023, Substitute motion dies for lack
of a second.
