The City Council Minutes are prepared and ordered to correspond to the City Council Agenda, Agenda Items can be taken out of order during the meeting. The Agenda Items were considered in the order presented. CALL TO ORDER The meeting was called to order at 6:02 p.m. by Mayor Sotelo{=Sohs. ROLL CALL Councilmembers present: Morrison,, Rios, Rodriguez, Bush, Soteto-Solis Other Elected Officials present: Beauchamp, Molina Administrative Officials present: Raulston, VVinney, Bell Jr,, Chapel, Brennan, Yang. Valadez, Aguirre, Ryan, Barrera, Gilman, Vergara, Parra, Navarro, Tellez, and Reeder. Interpretation in Spanish provided by Carlos Diaz and Luisa Diaz de Leon. PLEDGE OF ALLEGIANCE TO THE FLAG Vice -Mayor Bush led the Pledge of Allegiance. National City Celebrates LG T + Pride Month by recognizing Rainbow Spaces. Mayor Sotelo-Solis presented the honor to Nadia Kean-Ayub, representative of Rainbow Spaces, who shared appreciation for the support. AWARDS AND RECOGNITIONS S - No agenda items PRESENTATIONS 2. Introduction of New City Employees. Mayor Sot to -Solis introduced Assistant City Manager Winney who provided the report and PowerPoint presentation. Pedro Garcia, Sabino Flores, Raul Camacho, Esteban Rojas, Tiffany Roberts, Lily Barnes, Monique Hawk, and Katrina Phillips were introduced as new city employees, 3. Olivewood Gardens Presentation. Mayor Sot to -Solis introduced Library and Community Services Director Ryan who introduced Executive Director Jen Nation with Olivewood Gardens, and provided a PowerPoint presentation. INTERVIEWS I APPOINTMENTS - No agenda items REGIONAL L O RDS AND COMMITTEE REPORTS Councilmember Rios reported on the business of thMetropolitan Water District, and Sweetwater Authority Board. Mayor Sotelo-Solis reported on the business of San Diego Association of Governments (SAN DAG), and provided a PowerPoint presentation on the Lowrider Ad -hoc Committee. CONSENT GLEN DER Public Comment: Three written comments were received and read: Ted God sh lk commented on Items 6, 9, and 12. Director of Public Works s Yano provided a promotional video for Item 14, ACTION: Motion by Vice -Mayor Bush, seconded by Councilmember Rios, to approve the Consent Calendar Items 4 through 20. Motion carried by 5-0 vote. 4. Resolution of the City Council of the City of National City, California, authorizing the issuance of a Request for Proposals CRFP" for an Enterprise Resource Planning (ERR) System and Implementation entation Services. 12. Adopted Resolution No. 2 22- 1, Resolution of the City Council of the City of National City, California approving the Engineer's Report for and initiating proceedings of the levy and collection of assessments for Landscape Maintenance District No. 1 (Mile of Cars) for Fiscal Year 2022 28, 13. Adopted Resolution No. 2022-92. Resolution of the City Council of the City of National City, California declaring its intention to conduct a public hearing on June 21, 2022 and to levy and collect assessments for Landscape Maintenance District No. 1 (Mile of Cars) for Fiscal Year 2 22/ 8. 14. Resolution of the City Council of the City of National City, California accepting a Grant Deed from KD Cove, LLC for a Street Dedication for portion of E. 31st Street between the southerly line of "B" Avenue and "C" Avenue, to be vacated for public use, and authorizing the Mayor to execute the certification thereof evidencing the City's consent to and acceptance of the Grant Deed. 16. Adopted Resolution No. 2022-95. Resolution of the City Council of the City of National City approving the temporary street closure of Newell Street and 22nd Street scheduled to take place during the period of June eth, 2022 through July 28th, 2022, for the construction of a neighborhood traffic circle at this intersection. 17. Adopted Resolution No. 2022-96, Resolution of the City Council of the City of National City, California authorizing the acceptance of the California State Library Lunch at the Library Grant in the amount of $800 to fund library programs and authorizing the establishment of a Library Grants Fund appropriation of $800 and corresponding revenue budget. 18. Adopted Resolution No. 202 --9 . Resolution of the City Council of the City of National City, California adopting a budget for fiscal year 2023. City Clerk Molina read the title of the Resolution into the record. Mayor Sotelo-Solis introduced City Manager Raulston who acknowledged 1r inistr tive Services Director Brennan and Budget Manager Valadez. Director Brennan provided the report. Public Comment: nt: Two 2 written comments were received and read: John Borja and Ted Godshall . ACTION: Motion by Councilmember Rios, seconded by Councilmember Morrison, to adopt the Resolution. Substitute motion by Councilmember Rodriguez, seconded by Vice -Mayor Bush, to adopt the budget for fiscal year 2023, with an amendment to remove the $250000 for the yoga lawn and $25Q000 for cultural assets improvements, and substitute those with $500,000 for small business and non-profit microgrants to be administered through the National City Chamber of Commerce. e. Vote on original motion, Motion passed by 5-0 vote. 22, Adopted Resolution No. 2022-98 and Ordinances Nos. 2022-TBD and 2022-Ma Adoption of Resolutions Ordering the Submission of a Ballot Measure to the qualified voters of the City of National City at the Statewide Gubernatorial Municipal Election to be held on November 8, 2022, to make the Office of City Clerk Appointive, City Clerk Molina read the title of the Resolution into the record. Mayor Sotelo-Solis introduced Deputy City Clerk Chapel who provided the report and gave a PowerPoint presentation. Public Comment: One 1 written comment was received and read: Joan Rincon, ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember ber Rios, to approve the placement of the measure on the November 8, 2022 ballot, and to create an ad -hoc committee consisting of Mayor S.otelo-Solis an.d .Councilmember -Morrisonto recommend language_fo.r the ballot measure. Motion passed by 5-0 vote. ACTION: Motion by Councilmember Rios, seconded by Councilmember Morrison, to approve the Resolution providing Notice of and Calling for the holding of a General Municipal Election and consolidate the Municipal Election with the Statewide Election on Tuesday, November 8, 2022. ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember ber Rios, to adopt the Ordinance amending Section 2.73 of the National City Municipal Code regarding the positions of City Clerk and City Treasurer to take effect only if the voters at the Municipal Election approve both measures. Adopted Housing Authority Resolution No. 2022-84. Resolution of the Community Development Commission -Housing Authority of the City of National City, California to Amend and Restate the Disposition and Development Agreement (DDA) with San Diego Habitat for Humanity (Habitat) in its entirety the Prior Agreement and further removes San Diego Community Land Trust as a party to this Agreement and terminates its respective obligations under the Prior Agreement by removing the San Diego Land Trust for the development of six affordable homeownership units at 405-419 West 18th Street in National City, and authorizing the Executive Director of the CDC -HA to execute the DDA. ACTION Motion by Vice -Chair Bush, seconded by Board Member Rios, to adopt the Resolution. Motion passed by 5-0 vote. City Manager Faulton acknowledged City Attorney Bell Jr. and his appointment by Governor Newsom to serve as a Judge on the San Diego County Superior Court. Assistant City Manager Winney provided the Staff report an update to Ad -Hoc Committee regarding the Lowriders and requirement for Temporary Use Permit (TIP).
