Agenda Items can be taken out of order during the meeting. The Agenda Items were considered in the order presented. ALL TO ORDER The meeting was called to order at 6:02 p.m. by Mayor Sotelo-Solis. Mayor Soteio-Solis introduced PNASD Board Chair Vivian Sanderlin who receive the honor and provide remarks. REGIONAL BOARDS AND COMMITTEE REPORTS Mayor Sotelo-Solis reported on the business of the San Diego Association of Governments (SANDAG). Councilmember Rios reported on the business of the Sweetwater Authority Board, and the San Diego County Water Authority. Resolution of the City Council of the City of National City, California, authorizing the issuance of a Request for Proposals "RFP1') to assist with restoration, extractions, reconstruction and repairs arising from flooding due to City of \ational City sewer mains for the City of National City. Adopted Resolution No. 2022-76. Resolution of the City Council of the City of National City, California, approving the establishment of appropriations in the amount of $18,262.28 from the fund balance of the Vehicle Replacement Fund to cover change orders for the Type VI squad. Adopted Resolution No. 2022-77. Resolution of the City Council of the City of National City, California, ratifying the submission of an application to San Diego Association of Governments (SAN DAG) and ratifying an agreement with SANDAG and establishing fund appropriations and a corresponding revenue budget for the Housing Acceleration Grant Program (HAP) funds in the amount of S205.523 for Focused General Plan Update (FGPU) and a Climate Action Plan (CAP) Update. 10. Adopted Resolution No. 0-7_ Resolution of the City Council of the City of National City, California, 1) approving the following project proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA) through the Local Streets and Roads Funding Program as required by Senate Bill 11 the Road Repair and Accountability Act of 2017 — 8th Street and Roosevelt Avenue Active Transportation Corridor and 2023 Pavement Rehabilitation (Locations per the Citywide Pavement Condition Assessment) projects; and authorizing the establishment of a Gas Tax Fund appropriation of ,430.342 for Fiscal Year 2023 and corresponding revenue budget for receipt of RMRA funds. 11. Public Hearing and Adoption of a Resolution of the City Council of the City of National City, California, repealing and replacing Resolution 2021- 165 for the certification of an Environmental Impact Report (FIR) for, and approving, a General Plan Amendment, Zone Change, Code Amendment, and conditional Use Permit for construction of a CarMax dealership on property located on the north side of Plaza Bonita Road, west of Sweetwater Road, and east of Interstate 805 and authorizing the filinc of a Notice of Determination. Public Hearing and Adoption of a=esolution of the City council of the City of National City, California, amending the previously adopted Transportation Development impact Fee (TDIF) schedule and annual adjustment to the TDIF, pursuant to National City Municipal Code Section 4.52.100 and consistent with Government Code Section 66017, approving an adjustment to the TDIF of 2 percent, as required by the San Diego Association of Governments (SAID) for receipt of TransNet local street improvement revenues, resulting in the TDIF increasing from 2,635,50 per new residential dwelling unit to 688.21 per unit beginning July 1, 2022. Public Hearing and Adoption of a Resolution of the City Council of the City of National City, California, 1) approving the TransNet Local Street Improvement Program of Projects for National City for Fiscal Years 2023 through 2027 consisting of the following projects: Plaza Blvd Widening (NCO1), Street Resurfacing (NCO3), Traffic Signal Install/Upgrades NC04) and Citywide Safe Routes to School (NC15): and 2) authorizing the establishment of a TransNet Proposition "At! Adopted Resolution No. 2022-83, Resolution of the City Council of the City of National City, California, approving the Memorandum of Understanding (MOU) between the City and the National City Police Officers' Association NCIOA and authorizing General Funo fiscal year 202-1-2022 appropriations of S12,000 for benefit increases. ACTION: Motion by Mayor otelo-o is. seconded by Councilmember Morrison, to accept Staffs recommendations detailed in the list of Summary of Direction Items, with the addition of $ 0,000 to support part-time employee stipends, Substitute motion by Vice -Mayor Bush, seconded by Councilmember RodrigLiez, to accept Staffs recommendations detailed in the list of Summary of Direction Items, with the exception of "Transition Management Intern Program Back to CMO — 0,O00)"arc with the addition of s 0.000 to support part-time employee stipends. Ayes: Rodriguez, Bush Nays: Morrison, Rios. Sotelo-Solis Motion failed by 2-3 vote: Vote on original motion. Motion passed by 5-0 vote. ACTION: Motion by Vice -Mayor Bush, seconded by Councilmember Rodriguez., to budget funds in the amount of 72,000 to cover the fees for four (4) cruising events for Fiscal Year 2022-2023. Substitute motion by Mayor otelo-Solis to apply City Council Policy 802 that allows up to a maximum of $500 waiver of fees per day, to new events, and to budget funds in the mount of S2,500 to offset fees for cruising events for Fiscal Year 2022-2023. ACTION: Motion by Councilmember Morrison, seconded by Vice -Mayor Bush, to accept the Notice of Decision with the amendment to change the hours for July 2, 2022 from 12:00 pall. to 12:00 a.m., and to change the enc time for July 2, 2022 to 12:00 a.m. Motion passed by 5-0 vote. Chief of Police Tellez provided comments regarding the cruising event that occurred May 6, 2022.
