The meeting was called to order at 6:00 p.m, by Mayor S t Io-S li ,

Mayor Sotelo-Solis summarized the process for acceptance of live public comment
allowing three (3) minutes per comment and introduced City Clerk Molina.

City Manager Brad Raulston introduced City staff present.
5.1 Presentation of 2022 Miss National City and Court
Recreation Supervisor Elyana Delgado thanked the outgoing court
and welcomed the 2022 Miss National City and Court.
Councilmember Morrison left the dais at 7:23 p.m. and returned at
7:25 .m.

ARTS Executive Director James Halliday introduced Francisco
Morales who detailed the artist rendering and new interior design of
Council Chamber,

7. CONSENT CALENDAR
Mayor S t l -Solis requested to pull Item 7.9 and Vice -Mayor Bush requested to
pull Item 7.11.

ACTION: Motion by Councilmember Rios, seconded by Councilmember Morrison,
to approve the Consent Calendar Items 7.1 through 7.19, with item 7.9 pulled for
discussion by Mayor S t l -Solis and Item 7.11 pulled for discussion by Vice -
Mayor Bush.
Motion passed by 5-0 vote.

Program Supplement Agreement PS No. Z44 with the State of
California Department ent of Transportation (Caltrans) for the Pedestrian
Safety Enhancements Project to allow for reimbursement of up to
$60,000 in Eligible Project Expenditures through the Highway Safety
Improvement Program (HSIP); and 3 authorizing the establishment
of an Engineering Grants Fund Appropriation of $60,000 and
Corresponding Revenue Budget.'}

Councilmember Rios, to continue this item to future public hearing.

7.11 Adopted Resolution No. 2022-127 F 2 21 UASI Grant
ACTION: Motion by Vice -Mayor Bush, seconded by Councilmember
Rodriguez to approvestaffsrecommendation with an amendment
that staff present the item to the Community Police & Relations
Commission prior to returning tthe City Cnil for the Commission
to review items related to weapons, surveillance technologies and
military grade equipment. Seconded by Councilmember Rodriguez.

8.1 Public Meeting Protocols — In -Person and Teleconference Meetings
City Manager Brad Raulston presented the item.

ACTION: Motion by Vice -Mayor Bush, seconded by Councilmember
Rios for staff to return at the August 16, 2022, City Council meeting
with protocol for a hybrid meeting model for virtual meeting
participation by C un ilm mb rs.
Substitute Motion by Mayor r S t l-Solis, seconded by
Councilmember Morrison for Council meetings to occur solely in -
person or via Zoom with no hybrid model and the continued reading
of AB361.

ACTION:. Motion by Mayor S t l -Solis, seconded by
Councilmember Rios to approve Option No. 3 of the staff report
request staff to return with a report pursuant to Elections Code
Section 9212 on options 1-8 in no more than 30 days.
Substitution Motion by Councilmember Rodriguez, seconded by
Vice -Mayor Bush to approve Option No, 2 of the staff report and
submit the Initiative Measure, without alteration, to the voters,

Staff to return within 30 days at a Special Meeting to provide Elections
Code Section 9212 report addressing items 1-8 as listed below:
(1) Its fiscal impact.

(2) Its effect on the internal consistency of the city's general and specific
plans, including the housing element, the consistency between planning
and zoning, and the limitations on city actions under Section 65008 of the
Government Code and chapters 4.2 (commencing with Section 65913)
and 4.3 (commencing with Section 65915) of Division 1 of Title 7 of the
Government Code,
(3) Its effect on the use of land, the impact on the availability and location
of housing, and the ability of the city to meet its regional housing needs.
Its impact on funding for infrastructure f all types, including, but not
limited to, transportation, schools, parks, and open space. The report may
also discuss whether the measure would be likely to result in increased
infrastructure costs or savings, including the costs of infrastructure
maintenance, to current residents and businesses.
(5) Its impact on the community's ability to attract and retain business and
employment.
(6) Its impact on the uses of vacant parcels f land.
(7) Its impact on agricultural lands, open space, traffic congestion, existing
business districts, and developed areas designated for revitalization.

City Manager Brad Raul story reported that National Night Out had ended
and was advised that it was a success.

Closing remarks were provided by the Mayor and City Council.

11.CITY ATTORNEY REPORT
Interim City Attorney Barry Schultz reported out that a settlement was
determined for litigation discussed in Closed Session in the case Denise
Barahura v. City of National City in the amount of 60,000,
Motion carried unanimously.
