CALL TO E The meeting was called to order at 6:03 p.m. by Mayor S tel -Solis. 2. ROLL CALL Councilmembers present: Sotelo-Solis, Bush, Morrison, Rios, Rodriguez Other Elected Officials absent: Beauchamp, Molina Administrative Officials present: Raulston, Parra, Schultz, Chapel (via Zoom), Yano, Aguirre, Ryan, Davis, T lte , Mora, Hernandez, Juarez, Welch, and Hussain Interpretation in Spanish provided by Carlos Diaz and Luisa Diaz de Leon. 3. PLEDGE OF ALLEGIANCE TO THE FLAG Mayor S t l -Solis introduced Vice -Mayor Bush, who led the Pledge of Allegiance. 4. PUBLIC COMMENT Mayor S t l -Solis summarized the process for acceptance of live public comment allowing three (3) minutes per comment and introduced Deputy City Clerk Chapel. PROCLAMATIONS AND RECOGNITION 5.1 National City celebrates Latino Heritage Month recognizing the Valderama, Baca and Nieto families. 2 Mayor S t l -Solis announced that the Old Town National City Reunion Committee would hold an event on Saturday, September 24th to honor the Va ld rma, Baca, and Nieto families. 5.2 Employee of the Quarter 2022 - Eddie Sanchez, Fire Inspector Mayor Sotelo-Solis introduced Acting Fire Chief Sergio Mora who presented the award to Fire Inspector Eddie Sanchez. 6. PRESENTATION Limited to Rye Minutes each) .1 Regional Decarbonization Framework: A Collaborative Effort to Lower the Legion's Carbon Footprint. (Murtaza Baxamusa, Program Manager for Regional nal Sustainability in the Land Use and Environment Group, County of San Diego) Mayor Sotelo-Solis introduced County of San Diego Program Manager r for Regional Sustainability in the Land Use and Environment Group M rta a Baxamusa. 6.2 Informational Presentation Regarding Infrastructure to support Zero Emission Trucks (Maggie Weber, Principal of Strategic Planning, Energy, and Policy, Port of San Diego) Mayor Sotelo-Solis introduced Port of San Diego Program Director Renee Yarmy who presented the Maritime Clean Air Strategy. 7. INTERVIEWS AND APPOINTMENTS 7.1 Appointments: City Boards, Commissions and Committees — City Council Appointment to Civil Service Commission Mayor Sotelo-Solis introduced Deputy City Clerk Shelley Chapel who explained the re -appointment process. Civil service Commissioner Javier Alvarado was not present to be interviewed. ACTION: Motion by Councilmember Morrison, seconded by Vice -Mayor Bush to continue the item to the October 4, 2022 meeting to allow Commissioner Alvarado to attend. Ayes: Morrison, Bush, Rodriguez Nays: Rios, Sotelo-Solis Motion passed by 3-2 vote. 3 Motion carried by unanimous vote 7.2 Appointments: City Boards, Commissions and Committees — Mayoral Appointments to Board of Library Trustees, Parks, Rec Senior Citizen Advisory, Public Art and Traffic safety Committees Mayor sotelo-Solis introduced Deputy City Clerk Chapel who provided the Mayoral appointment process. ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember Rios to appoint Jennelyn Luna to the Park, Recreation & senior Citizens Advisory Committee for a term ending September 30, 2023. Motion carried by unanimous vote. ACTION: Motion by Mayor Sotelo-Solis, seconded by Vice -Mayor Bush to reappoint Nora McMains to the Park, Recreation & Senior Citizens Advisory Committee for a term ending September 30, 2025. Motion carried by unanimous vote. ACTION: Motion by Mayor S t l -Solis, seconded by Councilmember Rios to reappoint Joseph Crawford to the Park, Recreation & Senior Citizens Advisory Committee for a term ending September 30, 2023. Motion carried by unanimous vote. ACTION: Motion by Mayor Soteto-Solis, seconded by Councilmember Rios to reappoint William Virchis to the Public Art Committee for a term ending September 30, 2023. Motion carried by unanimous vote. Mayor Sotelo-Solis clarified that vacancy would remain for the Public Art Committee alternate position. ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember ber Rios to appoint Ryan Johnson to the Public Art Committee for a term ending September 30, 2025. Motion carried by unanimous vote. ACTION: Motion by Mayor Sotelo-Solis, seconded by Vice -Mayor Bush to reappoint Jacqueline S hli pnik to the Public Art Committee for a term ending September 30, 2025. Motion carried by unanimous vote. 4 ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember ember Rios to reappoint Christopher Coyote to the Traffic safety Committee for term ending September 30, 2024. Motion carried by unanimous vote. ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember ember Rios to appoint Kelly Piper to the Public Art Committee for a term ending September 30, 2025. Motion carried by unanimous vote. ACTION: Motion by Mayor Sotelo-Solis, seconded by Councilmember Rios to appoint Cynthia Fuller Quinonez to the Public Art Committee for term ending September 30, 2025. Motion carried by unanimous vote. 8. REGIONAL BOARDS AND COMMITTEE REPORTS (Limited to Five (5) Minutes each) Mayor Sotelo-Solis commented on the initiative with the Navy and the Port of San Diego to address climate action and environmental justice issues. Provided an updated on SANDAG's road user charge. Advised that discussions were occurring internally but had nothing to report from the Low Rider Ad Hoc Committee. Councilmember Rios announced that the Sweetwater Authority would be present at the Old Town National City Reunion event occurring on September 24, 2022. 9. CONSENT IT CALENDAR ACTION: Motion by Councilmember Morrison, seconded by Coun ilmernber Rodriguez to approve the Consent Calendar Items 9.1 through 9.10. Moved by Morrison Seconded by Rodriguez Motion carried by unanimous vote 9.1 Approval of Reading by Title Only and Waiver of Reading in Full of Ordinance on this Agenda. 9.2 Approval of Meeting Minutes 9.3 Accepting the FY21 Assistance to Firefighters Grant and the establishment of Reimbursable Grants City -Wide Fund Appropriations 5 toward the purchase of PortaCount Model 8048-T Respirator Fit Tester with Tablet and MSA GI Mask Sample Adaptor Kit. Approved Resolution No. 2 22-15 . Adopt the Resolution entitled, "Resolution of the City Council of the City of National City, California, Accepting the FY21 Assistance to Firefighters Grant and the Establishment of Reimbursable Grants City -Wide Fund Appropriations and Corresponding Revenue Budget for $14,735.62 Toward the Purchase of a Portacount Model 8048-T Respirator Fit Tester with Tablet and MSA GI Mask Sample Adaptor Kit." Motion carried by unanimous vote 9.4 Approve the First Amendment to an Agreement between the City of National City and Devaney Pate Morris & Cameron, LLP, for legal services of Barry J. Schultz as Interim City Attorney. Approved Resolution No. 2022-151. Adopt Resolution Entitled "Resolution of the City Council of the City of National City, California, Approving the First Amendment to an Agreement between the City of National City and Devaney Pate Morris & Cameron, LLP, for legal services of Barry J. Schultz as Interim City Attorney by increasing the not -to -exceed amount by $162,000 for a new total not -to - exceed amount of $212,000 to cover the cost of providing increased scope of services." Motion carried by unanimous vote 9.5 Approval of Memorandum of Understanding and Site Agreement between the City of National City and Literacyworks s AmeriCorps Approved Resolution No. 2022-152. Adopt a Resolution Entitled "Resolution of the City of National City, California, authorizing the City Manager or his designee to enter into a Memorandum of Understanding and Site Agreement with Literacyworks AmeriCorps for the purpose of providing AmeriCorps members for the National City Public Library Literacy Program for Fiscal Year 2023." Motion carried by unanimous vote 6 9.6 California Library Literacy Services ESL Grant Funds Acceptance Approved Resolution No. . 2 22-1 3 . Adopt Resolution Entitled "Resolution of the City Council of the City of National City, California, Authorizing the City Manager or his designee to accept the California Library Literacy Services (CLLS) Grant in the amount of $20,000 to fund the National nal City Public Library's ESL Program for FY 2023 and authorizing the establishment of a Library Grants Fund appropriation of $20,000 and corresponding revenue budget" Motion carried by unanimous vote 9.7 California Library Literacy Services Grant Funds Acceptance Approved Resolution No. 2 22-15 . Adopt a Resolution Entitled, "Resolution of the City Council of the City of National City, California, Authorizing the City Manager or his designee to accept the California Library Literacy Services (CLLS) Grant in the amount of $45,765 to fund the National City Public Library's Literacy Services Program for FY 2023 and authorizing the establishment of a Library Grants Fund Appropriation of $45,755 and corresponding revenue budget." Motion carried by unanimous vote 9.8 Regional Realignment Response Group (R3) Grant Approval , 2022- 7 Approved Resolution No. 2022-155. Adopt a Resolution entitled, "Resolution of the City Council of the City of National City, California, Authorizing Accepting Annual Grant Funds to Support the Regional Realignment Response Group CR3G" Operations in the Amount of $67,000 and the Establishment of an Appropriation and Corresponding Revenue Budget," Motion carried by unanimous vote 9.9 Warrant Register #5 for the period of 7 2g 22 through 8/4/22 in the amount of $2,356,214.23. Ratify Warrants Totaling $2,356,214.23. Motion carried by unanimous vote 7 9.10 Warrant Register #6 for the period of 22 through 8/11/22 in the amount of $2,207,28937. Ratify Warrants Totaling $2,207,289.37 Motion carried by unanimous vote 10. PUBLIC HEARING - None 11. STAFF REPORTS 11.1 National City Public Library (NCPL) Literacy Program Mayor Sotelo-Solis requested that staff introduce the item. Director of Library and Community Services Joyce Ryan introduced Academic Enrichment Program Coordinator Mikki i Vidamo who presented the Literacy Program. 11.2 Sweetwater Union High School District School Resource Officers Approved Resolution No. 2022-156. Police Chief Tellez introduced Captain Hernandez who presented the item and announced the presence of National School District Assistant Superintendent Educational Services Sharmila Kraft, Sweetwater Union High School District Chief of Educational Equity and Support Services Dr. Vernon Moore, and Sweetwater Union High School District General Counsel Jennifer Carbuccia. Adopt Resolution of the City Council of the City of National City, California, Authorizing the Mayor to execute the agreement with the Sweetwater Union High School District for reimbursement to the City of National City of $203,763 for the Fiscal Year 2022. Agenda Items 11.2 and 11.3 were voted together. Adopt Resolution of the City Council of the City of National City, California, Authorizing the Mayor to execute the agreement with the National School 8 District for reimbursement to the City of National City of $203763 for the Fiscal Year 2022, Moved by Morrison Seconded by Rodriguez Motion carried by unanimous vote 11.4 Temporary Use Permit — Butterfly Release Project sponsored by Urban Restoration Counseling Center at Kimball Park on October I , 2022 from 10 a.m. to 5 p.m. with no waiver of fees. City Manager Brad Raulston introduced the applicant, Urban Restoration Counseling Center Chief Operations Officer & Co -Founder Shanelle Johnson who addressed the City Council. Approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval with no waiver of fees or in accordance to City Council Policy 802. Moved by Rios Seconded by Morrison Motion carried by unanimous vote 11.5 Request for information related to amending National City Municipal Code (NCMC)18.30.310 related to locational requirements for tattoo shops. Public Comment received from Patrick DeMarco. City Manager Brad Raulston and Associate Planner David Welch addressed questions from the City Council. Initiate through minute action an amendment to NCMC 18.30.310 to modify subsection MOTION by Coun ilr ember Morrison, seconded by Vice -,Mayor Bush to approve with an amendment that staff inform Westfield Plaza Bonita Mall management of the amendment to NCMC 18.30.310 subsection (A)(4). CITY MANAGER'S Ei 'S REPORT city Manager Brad Raulston introduced Chief of Police Tellez, who announced department promotions and Library & Community Services Director Joyce Ryan who provided detail for upcoming events occurring at the library. 13. ELECTED OFFICIALS .EP I T Closing remarks were provided by the Mayor and City Council, 14. CITY ATTORNEY REPORT 15. CLOSED SESSION Mayor Sotelo-Solis introduced Interim City Attorney Barry Schultz who announced that there was no reportable action.
