HomeMy WebLinkAboutCC ORD 1980-1717 Adds §§ 15.24.127 and 15.24.128; amends §§ 15.24.002, 15.24.010 and 15.124.124; electrical code (15.24)-(4 ORDINANCE NO. 1717 AN ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA ADOPTING THE NATIONAL ELECTRICAL CODE, 1978 EDITION, AS AMENDED, ESTABLISHING REQUIREMENTS, RULES AND STANDARDS FOR ELECTRICAL INSTALLATIONS AND MATERIALS AMENDING ORDINANCE NO. 1512 AND CHAPTER 15.24 OF THE MUNICIPAL CODE OF THE CITY OF NATIONAL CITY. The City Council of the City of National City, California does hereby ordain as follows: SECTION 1. That Municipal Code Section 15.24.002 is hereby amended to read as follows: Section 15.24.002. FINDING AND DECLARATION. The City Council of National City, California, does hereby specifically and expressly find and declare that the nature and uniqueness of the cli- mate, terrain, location, environment and rate of population growth of the City of National City does necessitate and demand specific changes in, and variations from the National Electrical Code, 1978 Edition, which are noted in and made a part of this ordinance. SECTION 2. That Section 2 of Ordinance No. 1512 and Section 15.24.010 of the National City Municipal Code is hereby amended to read as follows: Section 15.2.4.01G. CODE. ADOPTED. There is hereby adopted by the City Council, for the purpose of prescribing regulations governing the installa- tion, repair, operation, and maintenance of all electric wiring and electrical apparatus within the City, that certain code known as the National Electrical Code prepared by the National Fire Protection Association being particularly the 1978 Edition thereof and the whole thereof, save and except such portions as are hereinafter deleted, added, modified, or amended, of which code not less than three copies have been and are now filed in the Office of the City Clerk and the same are adopted and incorporated as fully as if set out at length herein, and from the date on which the ordinance codified in this chapter takes effect, the provisions thereof shall be controlling within the city limits. SECTION 3. That Section 4 of Ordinance No. 1512 and National City Municipal Code Section 15.24.124 are amended to read as follows: Section 15.24.124. Section 210-8 (a) (1) All 120-volt, single phase, 15- and 20 - ampere receptacles installed in bathrooms and garages of dwelling units shall have ground -fault circuit interrupter protection for personnel. Exception: Ground fault circuit protection need not be provided on receptacle outlets located in a garage provided such outlets are single and are intended for use with fixed or stationary appliances. SECTION 4. There is hereby added to the National City Municipal Code Section 15.24.127 amending the National Electric Code to read as follows: Section 15.24.127. Section 384-3. (f) The phase arrangement on three-phase buses shall be A, B, C from front to back, top to bottom, or left to right, as viewed from the front of the switchboard or panelboard. The C phase shall be that phase having the higher voltage to ground. Other busbar arrangements shall be permitted for additions to existing installations and shall be marked. SECTION 5. There is hereby added to the National City Municipal Code Section 15.24.128 amend- ing the National Electric Code to read as follows: Section 15.24.128. Section 680-6. (a) Receptacles on the property shall be located at least 10 feet from the inside walls of a pool. Receptacles located within 15 feet of the inside walls of a pool shall be protected by a ground -fault circuit interrupter. EXCEPTION: A receptacle that provides power for a permanently installed swimming pool recircula- ing pump motor, as permitted in Section 680-7, shall be permitted not less than 5 feet from the inside walls of the pool and shall be single and of the locking and grounding types. In determining the above dimensions, the distance to be measured is the shortest path the supply cord of an appliance connected to the receptacle would follow without piercing a floor, wall or ceiling of a building or other effective permanent barrier.
