HomeMy WebLinkAboutCC ORD 1989-1976 Amends Ch. 15.20, Uniform Plumbing Code (15.20)ORDINANCE NO. 1976 AN ORDINANCE OF THE CITY OF NATIONAL CITY ADOPTING THE UNIFORM PLUMBING CODE, 1988 EDITION, ESTABLISHING REGULATIONS FOR THE INSTALLATION, MAINTENANCE AND ALTERATION OF PLUMBING SYSTEMS, AMENDING CERTAIN SECTIONS, AMENDING ORDINANCE NO. 1913 AND SECTION 15.20 OF THE MUNICIPAL CODE OF THE CITY OF NATIONAL CITY BE IT ORDAINED by the City Council of the City of National City as follows: Section 1. The City Council of the City of National City hereby adopts the Uniform Plumbing Code, 1988 Edition establishing regulations for the installation, maintenance and alteration of plumbing systems within the city. Section 2. The city council specifically and expressly finds and declares that the nature and uniqueness of the climate, terrain, location, environment, and rate of population ,growth of the city necessitates and demands specific changes in, and variations from, the Uniform Plumbing Code, 1988 Edition, which are noted in and made a part of this chapter. 15.20.010 Code Adopted. There is adopted by the city council, for the purpose of prescribing regulations for the protection of the public health, welfare and safety, that certain code known as the Uniform Plumbing Code, appendix and IAPMO Installation Standards except 20.84, 22.84, and 23.84 as copyrighted by the International Association of Plumbing and Mechanical Officials, being particularly the 1988 Edition thereof, save and except those portions as are hereinafter deleted, added, modified or amended by this chapter, of which code one copy has been and is now filed in the office of the city clerk; and the same is adopted and incorporated as if fully set out at length herein, and from the date on which the ordinance codified in this chapter takes effect the provisions thereof shall be controlling within the limits of the city. 15.20.015 Section 20.2(b)..deleted..Right of Entry. Section 20.2(b) of the Uniform Plumbing Code is deleted. 15.20.020 Section 20.2(b)..added..Right of Entry. Section 20.2(b) of the Uniform Plumbing Code is added to read as follows: When necessary to make an inspection to enforce any of the provisions of this code or reasonable cause to believe that there exist in any building or upon any premises a condition or code violation which make such building or premises unsafe, dangerous or hazardous, the Building Official, San Diego County Health Department and/or their authorized representatives may request entry as specified in Chapter 1.12 of the National City Municipal Code. 15.20.025 Section 20.3..deleted..Violation and Penalties Section 20.3 Violation and Penalties of the Uniform Plumbing Code is deleted. 15.20.030 Section 20.3 Violations. Section 20.3 Violations of the Uniform Plumbing Code is added to read as follows: Violations of any provision of this code shall be punishable as a misdemeanor and shall carry the penalties as prescribed in Chapter 1.20 of the National City Municipal Code. 15.20.035 Section 20.5.1..added..Plan Review Fees. Section 20.5.1 of the Uniform Plumbing Code is added to read as follows: When a plan or other data are required to be submitted by subsection 20.4, a plan review fee shall be paid at the time of submitting plans and specifications for review. The plan review fees for plumbing work shall be 25 percent of the total permit fee as set forth in the fee schedule. When plans are incomplete or changes so as to require additional plan review fee, the fee shall be as per the fee schedule. 15.20.040 Section 20.5.2..added..Reinspections. Section 20.5.2 of the Uniform Plumbing Code is added to read as follows: To obtain a reinspection, the permittee shall file an application therefore in writing upon a form provided for that purpose and shall pay the reinspection fee per schedule enumerated on Building Valuation Multipliers sheet. 15. 0.045 Section 20.7..deleted..Cost of Permit -Schedule of Fees. Section 20.7 of the Uniform Plumbing Code is deleted. 15.20.050 Section 20.7..added..Plumbing Permit Fees. Section 20.7 of the Uniform Plumbing Code is added to read as follows: The fee for each permit shall be set forth on the schedule adopted by Resolution No. 14,253 dated 2/21/84. 15.20.055 Section 20.14..deleted..Board of Appeals. Section 20.14 of the Uniform Plumbing Code is deleted. 15.20.060 Section 20.14..added..Advisory and Appeals Board. Section 20.14 of the Uniform Plumbing Code is added to read as follows: The Advisory and Appeals Board is established by City Ordinance No. 1324 adopted August 1, 1971. The Board shall have jurisdiction to review the items as enumerated in Chapter 15.04 of the National City Municipal Code. 15.20.065 Section 710..deleted..Minimum Requirements for Auto Wash Rack. Section 710 of the Uniform Plumbing Code is deleted. 15.20.070 Section 710..added..Interceptors and Clari- fiers required. Section 710 of the Uniform Plumbing Code is added to read as follows: Interceptors and Clarifiers. (a) Every private or public wash rack, floor, slab and/or area used for the cleaning machinery, machine parts, auto, auto parts or similar equipment shall be adequately protected against storm or surface water and shall drain or discharge into an interceptor and/or clarifier of an approved design for this use. (b) All automobiles oriented use and/or business, including parking areas in conjunction therewith, hereinafter established in the city shall install interceptors and/or clarifiers when the drainage system, sewer and/or surface is directed to a public sewage system or public or private way as defined in Section 3301(b) of the Uniform Building Code. (c) When evidence of a public nuisance, as defined in Section 115 of the Uniform Plumbing Code, is established, the city shall require the owner of such premises to install the necessary equipment to abate the problem. 15.20.075 Section 913..added..Toilet Room Requirements. Section 913 is added to the Uniform Plumbing Code to read as follows: (a) Drains. Every toilet in food handling establishments or those normally accessible to the public and in commercial and industrial establishments, except toilets for private use, shall be equipped with an approved floor drain. This drain shall be supplied with water from the nearest lavatory, drinking fountain, or by some other approved method: connections shall be made to the house side of the trap. Such lavatory or drinking fountain shall be trapped and vented if more than ten (10) feet from the floor drain; otherwise, they need not be vented. (b) Access. Where there are two (2) or more places of business within a single building, with the exception of all food handling establishments other than fast food eating places, as defined in Section 18.04.243 of the Municipal Code, common restrooms, one for each sex, may be provided. The entrance for such restrooms shall open on a common accessway. 15.20.080 Section 1004(a)..deleted..Materials. Section 1004(a) of the Uniform Plumbing Code is deleted. 15.20.085 Section 1004(a)..added..Materials. Section 1004(a) of the Uniform Plumbing Code is amended to read as follows: (a) Water pipe and fittings shall be of brass, copper, cast iron, galvanized malleable iron, galvanized wrought iron, galvanized steel, lead or other approved materials asbestos -cement, CPVC, PB, PE or PVC water pipe manufactured to recognized standards may be used for cold water distribution systems outside a building. All materials used in the water supply system, except valves and similar devices shall be of like material, except where otherwise approved by the Administrative Authority. 15.20.090 Section 1004..Exception..deleted. Section 1004 Exception of the Uniform Plumbing Code is deleted. 15.20.095 Section 1004..Exception..added. Section 1004 Exception of the Uniform Plumbing Code is added to read as follows: EXCEPTION: Where the grounding system, 10 feet minimum of metal piping from the exterior wall of the building and/or structure is installed, inspected, and approved, the remainder of the piping to the meter may be replaced within non-metallic pipe. 15.20.100 IAPMO Installation Standards..deleted.
