HomeMy WebLinkAboutCC ORD 1989-1982 Amends Specific Plan 10-76 (Special)ORDINANCE NO. 1982 AN ORDINANCE AMENDING SPECIFIC PLAN 10-76 TO ELIMINATE EXTENSION OF 9TH STREET BETWEEN 'V' AVENUE AND EUCLID AVENUE. CASE FTTJ NO. SPC-1-89 WHEREAS, the City Council adopted Specific Plan 10-76, which establishes the location of street right-of-way for portions of 9th Street between "R" Avenue and Euclid Avenue at a public hearing on November 9, 1976, and WHEREAS, the Planning Commission at a duly advertised public hearing held on June 19, 1989, considered the proposed amendment to Specific Plan 10-76 to eliminate extension of 9th Street between "V" Avenue and Euclid Avenue, along with all evidence and testimony presented at said hearing, and along with the proposed Negative Declaration together with any comments received; and, WHEREAS, the City Council considered the recommendation and findings of the Planning Commission for approval of an amendment to eliminate extension of 9th Street between "V" Avenue and Euclid Avenue, along with evidence and testimony presented at the duly advertised public hearing held on July 11, 1989. NOW, THEREFORE the City Council of the City of National City ordains as follows: Section 1. The City Council adopts the proposed amendment to Ordinance No. 1537 and Specific Plan 10-76, pursuant to Article 8, Title 7 of the California Government Code to delete the provision for future extension of 9th Street from its current terminus east of "V" Avenue to Euclid Avenue. Section 2. The City Council finds that the specific plan amendment to eliminate extension of 9th Street between "V" Avenue and Euclid Avenue is consistent with the General Plan because the proposed change would support the General Plan policies to minimize the disruption and potential hazard to residential neighborhoods posed by through traffic. Section 3. The City Council has considered the proposed Negative Declaration together with any comments received during the public review process, and finds on the basis of the Initial Study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment, approves the proposed Negative Declaration, and authorizes the filing of a Notice of Determination.
