AN ORDINANCE OF THE CITY OF NATIONAL CITY ADOPTING THE UNIFORM
MEICHANICAL CODE, 1985 EDITION, ADOPTING APPENDIX A, C AND
D1T,FTING CHAPTER 21 APPENDIX B OF SAID CODE; AMENDING CERTAIN
SECTIONS OF ORDINANCE NO. 1839, AND AMENDING CHAPTER 15.14 OF
THE MUNICIPAL CODE OF THE CITY OF NATIONAL CITY
BE IT ORDAINED by the City Council of the City of National City as
follows:
Section 1. The City Council of the City of National City hereby
adopts the Uniform Mechanical Code, 1985 Edition, and adopts Appendix A and C
and deletes Chapter 21 of Appendix B of said Code.
Section 2. The City Council of the City of National City hereby
amends Ordinance No. 1839 and Chapter 15.14 of the National City Municipal
Code to read as follows:

15.14.002 Findings and declaration. The city council specifically
and expressly finds and declares that the nature and uniqueness of the
climate, terrain, location, environment, and rate of population growth of
the city necessitates and demands specific changes in, and variations from,
the Uniform Mechanical Code, 1985 Edition, which are noted in and made a
part of this chapter.
15.14.010 Code adopted. There is adopted by the city council,
for the purpose of prescribing regulations governing the installation
and maintenance of heating, ventilating, comfort cooling, and refrigeration
systems within the limits of the city, and providing for the issuance of
permits therefor, that certain document known as the Uniform Mechanical
Code and Appendix A, Chapter 22 of Appendix B, and Appendix C, thereof,
as copyrighted by the International Association of Plumbing and Mechanical
Officials, being particularly the 1985 Edition thereof, save and except
such portions as are deleted, modified or amended in this chapter, of
which code not less than three copies have been and are now filed in the
office of the city clerk; and the same are adopted and incorporated as
if fully set out at length in this chapter, and from the date on which
the ordinance codified takes effect, the provisions thereof shall be
controlling within the city limits.
15.14.015 Section 201(c)..deleted..Right of Entry. Section
201(c) of the Uniform Mechanical Code is deleted.
15.14.020 Section 201(c)..added..Right of Entry. Section 201(c)
of the Uniform Mechanical Code is added to read as follows:
When necessary to make an inspection to enforce any of the
provisions of this code or reasonable cause to believe that
there exist in any building or upon any premises a condition
or code violation which makes such building or premises unsafe,
dangerous or hazardous, the Building Official, San Diego County
Health Department and/or their authorized representatives may
request entry as specified in Chapter 1.12 of the National City
Municipal Code.
15.14.025 Section 203..deleted..Board of Appeals. Section 203
of the Uniform Mechanical Code is deleted.
15.14.030_ Section 203..added..Advisory and Appeals Board.
Section 203 of the Uniform Mechanical Code is added to read as follows:
The Advisory and Appeals Board is established by City Ordinance
#1324 adopted August 1, 1972.
The Board shall have jurisdiction to review the items as enumerated
in Chapter 15.04 of the National City Municipal Code.
15.14.035 Section 204..deleted..Violations. Section 204 of the
Uniform Mechanical Code is deleted.
15.14.040 Section 204..added..Violations. Section 204 of the
Uniform Mechanical Code is added to read as follows:
Violations of any provisions of this code shall be punishable as
a misdemeanor and shall carry the penalties as prescribed in
Chapter 1.20 of the National City Municipal Code.
15.14.045 Section 304(b)..deleted..Periiiit Fees. Section 304(b)
of the Uniform Mechanical Code is deleted.
15.14.050 Section 304(b)..added..Mechanical Permit Fees.
Section 304(b) of the Uniform Mechanical Code is amended to read as
follows:
The fee for each permit shall be as set forth on the schedule
adopted by Resolution No. 14,253 dated 2/21/84. .
15.14.055 _Section 304(c)..deleted..Plan Review Fees. Section
304(c) of the Uniform Mechanical Code is deleted.
15.14.060 Section 304(c)..added..Plan Review Fees. Section
304(c) of the Uniform Mechanical Code is amended to read as follows:
When a plan or other data are required to be submitted by
subsection (b) of Section 302, a plan review fee shall be paid
at the time of submitting plans and specifications for review.
The plan review fees for Mechanical work shall be 25 percent
of the total permit fee as set forth in the fee schedule. When
plans are incomplete or changes so as to require additional plan
review fee, the fee shall be as per the fee schedule.
15.14.065 Section 305(f)..deleted..Reinspections. Section
305(f) of the Uniform Mechanical Code is deleted.

To obtain a reinspection, the permittee shall file an application
therefore in writing upon a form provided for that purpose and
shall pay the reinspection fee per schedule enumerated on
Building Valuation Multipliers Sheet. (Ord. 1838 S1 (part),
198)4).
15.14.075 Appendix B Chapter 21..deleted..Steam and Hot
Water Boilers and Piping. Appendix B Chapter 21..Steam and Hot Water
Boiler and Piping of the Uniform Mechanical Code is deleted.
