AN URGENCY ORDINANCE AMENDING SECTION 11.16.010 (SPFRn ZONES DESIGNNrED)
OF THE NATIONAL CITY MUNICIPAL CODE ESTABLISHING SPA ZONES ON
VARIOUS STREETS, AND REPEALING ORDINANCE NUMBERS
852, 1795, 1817, 1857, 1864, AND 1878
WHEREAS, Section 22357 of the Vehicle Code of the State of
California permits local authorities to establish speed limits greater than
the prima facie limit of 25 MPH when, on the basis of an engineering and
traffic survey, the local authority determines that a speed greater than 25
MPH would facilitate the orderly movement of vehicular traffic and would be
reasonable and safe, and
WHEREAS, the City of National City has made an engineering and
traffic survey of certain City streets and desires to establish speed
limits greater than 25 MPH.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
National City, California, that Section 11.16.010 (Speed Zones Designated)
of the National City Municipal Code is hereby amended to read as follows:
11.16.010 Speed Zones Designated
A. Pursuant to Section 22357 of the Vehicle Code of the State of
California, the City Council on the basis of an engineering
and traffic survey, does hereby find and determine that a
speed greater than the prima facie limit of 25 MPH would
facilitate the orderly movement of vehicular traffic and
would be reasonable and safe on the following portions of
streets within the City.
B. Thirty miles per hour is declared and established as the
prima facie Speed limit on the following streets:
1. Eighth Street from National City Boulevard to Highland
Avenue.
2. Civic Center Drive from Harbor Drive to National City
Boulevard.
3. Sixteenth Street from Highland Avenue to Eastern City
Limit.
4. "D" Avenue from Eighth Street to Sixteenth Street.
5. Granger Avenue from Eighteenth Street to Southern City
Limit.
6. Eighteenth Street from Cleveland Avenue to National City
Boulevard.
7. Highland Avenue from Division Street to Eighteenth
Street.
8. Palm Avenue from Division Street to Eighteenth Street.
9. Harbison Avenue from Division Street to Eighth Street.
10. Harbison Avenue from Plaza Boulevard to Sixteenth
Street.
C. Thirty-five miles per hour is declared and established as the
prima facie speed limit on the following streets:
1. Division Street from Highland Avenue to Harbison Avenue.
2. Fourth Street from National City Boulevard to Palm
Avenue.
3. Fourth Street from Euclid Avenue to Eastern City Limit.
4. Eighth Street from Harbor Drive to National City
Boulevard.
5. Plaza Boulevard from National City Boulevard to Freeway
805.
6. Sixteenth Street from National City Boulevard to
Highland Avenue.
7. Eighteenth Street from National City Boulevard to
Eastern City Limit.
8. Twenty-fourth Street from Tidelands Avenue to Highland
Avenue.
9. Thirtieth Street from Hoover Avenue to Highland Avenue.
10. Cleveland Avenue from Civic Center Drive to Twenty-
fourth Street.
11. Transportation Avenue from Twenty-fourth Street to
Thirtieth Street.
12. National City Boulevard from Division Street to Southern
City Limit.
13. "D" Avenue from Sixteenth Street to Thirtieth Street.
14. Highland Avenue from Delta Street to Division Street.
15. Highland Avenue from Eighteenth Street to Thirtieth
Street.
16. "L" Avenue from Eighteenth Street to Twenty-fourth
Street.
17. Euclid Avenue from Northern City Limit to Sixteenth
Street.
18. Harbison Avenue from Eighth Street to Plaza Boulevard.
19. Main Street from Northern City Limit to National City
Boulevard.
20. Quay Avenue from Twenty-fourth Street to Thirtieth
Street.
21. Newell Street from Eighteenth Street to Southern City
Limit.
22. Roosevelt Avenue from Main Street to Eighth Street.
23. Tidelands Avenue from Twenty-fourth Street to Thirtieth
Street.
24. Valley Road from South Bay Freeway to Southern City
Limit.
25. Wilson Avenue from Civic Center Drive to Eighteenth
Street.
D. Forty miles per hour is declared and established as the prima
facie speed limit on the following streets:
1.
Fourth Street from Palm Avenue to Euclid Avenue.
2. Eighth Street from Highland Avenue
Road.
3. Thirtieth Street from Highland
Avenue.
4. Sweetwater Road from Edgemere Avenue to Euclid Avenue.
5. Tidelands Avenue from Civic Center Drive to Twenty-
fourth Street.
6. Hoover Avenue from Twenty-fourth Street to Thirtieth
Street.
7. Palm Avenue from Northern City Limit to Division Street.
8. Paradise Valley Road from Eighth Street to Eastern City
Limit.
9. Plaza Boulevard from Eighth Street to Freeway 805.
10. Plaza Bonita Boulevard from Sweetwater Road to Southern
City Limit.
to Paradise Valley
Avenue to Edgemere
E. Forty-five miles per hour is declared and established as the
prima facie speed limit on the following streets:
1. Sweetwater Road from Euclid Avenue to Eastern City
Limit.
2. Harbor Drive from Northern City Limit to Civic Center
Drive.
3. South Bay Freeway from Freeway 805 to Eastern City
Limit.
BE IT FURTHER ORDAINED by the City Council of the City of National
City that Ordinance Numbers 852, 1795, 1817, 1857, 1864, and 1878, are
hereby repealed.
BE IT FURTHER ORDAINED that this ordinance is adopted as an
urgency ordinance to preserve the public health or safety, pursuant to
Section 36937 of the Government Code, since this ordinance must be in
effect to permit speed limit enforcement by the Police Department.
BE IT FURTHER ORDAINED that this ordinance shall take effect
immediately.
