AN ORDINAL AMENDING SECTION 11.16.010 (SPEED ZONES DESIGNATED)
OF THE NATIONAL CITY MUNICIPAL CODE ESTABLISHING SPEED ZONES ON
VARIOUS STREETS, AND REPEALING ORDINANCES NUMBER 852, 1795, 1817,
1857 AND 1864
WHEREAS, Section 22357 of the Vehicle Code of the State of
California permits local authorities to establish speed limits greater than
the prima facie limit of 25 MPH when, on the basis of an engineering and
traffic survey, the local authority determines that a speed greater than 25
MPH would facilitate the orderly movement of vehicular traffic and would be
reasonable and safe, and
WHEREAS, the City of National City has made an engineering and
traffic survey of certain City streets and desires to establish speed
limits greater than 25 MPH.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
National City, California, that Section 11.16.010 (Speed Zones Designated)
of the National City Municipal Code is hereby amended to read:
11.16.010 Speed Zones Designated
A. Pursuant to Section 22357 of the Vehicle Code of the State of
California, the City Council on the basis of an engineering and
traffic survey, does hereby find and determine that a speed
greater than the prima facie limit of 25 MPH would facilitate the
orderly movement of vehicular traffic and would be reasonable and
safe on the following portions of streets within the City.
B. Thirty miles per hour is declared and established as the
prima facie speed limit on the following streets:
1. Eighth Street from National City Boulevard to Highland
Avenue.
2. Civic Center Drive from Harbor Drive to National City
Boulevard.
3. Sixteenth Street from Highland Avenue to East City
Limit.
4. Wilson Avenue from Civic Center Drive to Eighteenth
Street.
5. "D" Avenue from Eighth Street to Eighteenth Street.
6. "D" Avenue from Sixteenth Street to Eighteenth Street.
7. Highland Avenue from Division Street to Eighteenth
Street.
8. Palm Avenue from Division Street to Eighteenth Street.
9. Harbison Avenue from Division Street to Ei.ghth Street.
10. Harbison Avenue from Plaza Boulevard to Sixteenth
Street.
C. Thirty-five miles per hour is declared and established as the
prima facie speed limit on the following streets:
1. Division Street from Highland Avenue to Harbison Avenue.
2. Fourth Street from National City Boulevard to Palm
Avenue.
3. Fourth Street from Euclid Avenue to East City Limit.
4. Eighth Street from Harbor Drive to National City
Boulevard.
5. Eighth Street from Highland Avenue to Euclid Avenue.
6. Plaza Boulevard from National City Boulevard to
Freeway 805.
7. Sixteenth Street from National City Boulevard to
Highland Avenue.
8. Eighteenth Street from National City Boulevard to East
City Limit.
9. Twenty-fourth Street from Tidelands Avenue to Highland
Avenue.
10. Thirtieth Street from Hoover Avenue to Highland Avenue.
11. Cleveland Avenue from Civic Center Drive to Twenty-
fourth Street.
12. Transportation Avenue from Twenty-fourth Street to
Thirtieth Street.
13. National City Boulevard from Division Street to TWenty-
fourth Street.
14. "D" Avenue from Eighteenth Street to Thirtieth Street.
15. Highland Avenue from Delta Street to Division Street.
16. Highland Avenue from Eighteenth Street to Thirtieth
Street.
17. "L" Avenue from Eighteenth Street to Twenty-fourth
Street.
18. Palm Avenue from North City Limit to Division Street.
19. Euclid Avenue from Fourth Street to Plaza Boulevard.
20. Harbison Avenue from Eighth Street to Plaza Boulevard.
21. Highway 54 from a point 500' west of centerline of Reo
Drive to the west curbline of Valley Road.
22. Plaza. Boulevard from Freeway 805 to Eighth Street.
D. Forty miles per hour is declared and established as the prima
facie speed limit on the following streets:
1. Fourth Street from Palm Avenue to Euclid Avenue.
2. Eighth Street from Euclid Avenue to Plaza Boulevard.
3. Thirtieth Street from Highland Avenue to Edgemere
Avenue.
4. Sweetwater Road from Edgemere Avenue to Euclid Avenue.
5. Tidelands Avenue from Civic Center Drive to Twenty-
fourth Street.
6. Hoover Avenue from Twenty-fourth Street to Thirtieth
Street.
7. National City Boulevard from Twenty-fourth Street to
Thirtieth Street.
8. Euclid Avenue from Division Street to Fourth Street.
E. Forty-five miles per hour is declared and established as the
prima facie speed limit on the following streets:
1. Paradise Valley Road from Eighth Street to East City
Limit.
2. Sweetwater Road from Euclid Avenue to East City Limit.
3. Harbor Drive from North City Limit to Civic Center
Drive.
4. National City Boulevard from Thirtieth Street to South
City Limit.
5. Highland Avenue from Thirtieth Street to South City
Limit.
6. Plaza Bonita Road from Sweetwater Road to City Limit.
BE IT FURIMMI ORDAINED by the City Council of the City of National
City that Ordinances Number 852, 1795, 1817, 1857 and 1864 are hereby
repealed.
