AN ORDINANCE OF THE CITY OF NATIONAL CITY ADOPTING
SAN DIEGO COUNTY ORDINANCE NO. 7142 (NEW SERIES) RELATING
TO HEALTH, SANITATION AND LAND USE FEES, AND AMENDING ORDINANCE NO. 1858
The City Council of the City of National City does ordain as
follows:
Section 1. That San Diego County Ordinance No. 7142 (New Series)
amending and adding certain sections to the County Code relating to health,
sanitation, and land use fees, is hereby adopted by reference to a copy of
said Ordinance which is attached hereto as Exhibit "A" and on file in the
office of the City Clerk.
Section 2. That Section 3 of Ordinance No. 1858 is amended to
read as follows:
"Section 3. That Section 61.112 of the County Code of
Regulatory Ordinance is superseded."
Section 3. That Sections 65.104 and 65.107 of the County Code of
Regulatory Ordinance are superseded.

AN ORDINANCE TO AMEND
SECTIONS 65.107 AND 65.104 OF THE COUNTY CODE OF
REGULATORY ORDINANCE RELATING TO
ENVIRONMENTAL HEALTH PROTECTION FEES
The Board of Supervisors of the County of San Diego do ordain as follows:
Section 1. Section 65.107 is hereby amended to read as follows:
Sec. 65.107. FEES. The fee for each permit, plan review, license or
registration issued pursuant to the provisions of this division is set forth
herewith:
(a) FOOD ESTABLISHMENT PERMIT FEES: As governed by the California Uniform
Retail Food Facilities Law, as provided for in Section 61.110.
(1) For restaurants.
1 to 10 employees
11 to 25 employees
26 to 100 employees
101 or more employees
(2) For Permanent Concession Stands:
(3) For retail markets, other than Candy Stores:

(h) HOUSING PERMIT FEES - INSPECTION FEES FOR APARTMENT HOUSE OR HOTEL
AS PROVIDED IN SECTION 66.1003:
()
For each apartment house or hotel containing not
more than five (5) units.
(2) For each apartment house or hotel containing not
less than six (6) but not more than ten (10)
units.
(3)
For each apartment house or hotel containing not
less than eleven (11) but not more than fifteen
(15) units.
(4) For each apartment house or hotel containing more
than fifteen (15) units,
plus $1.50 for each unit in excess of fifteen (15).
"UNIT" shall mean each apartment in an apartment house,
each sleeping room in a hotel, and each apartment and each
hotel sleeping room in a building, containing both apartments
and hotel sleeping rooms.
Separate apartment house buildings and separate hotel
buildings, or combination thereof, located upon a single
parcel of land or contiguous parcels of land or under the
same ownership shall be treated as one apartment house
or hotel for the purpose of computing the fee prescribed
by this section.
PUBLIC POOL PERMIT FEES:
(1) Pool Permit, as provided for in Section 67.302.
(2) Each additional Pool, as provided for in Section 67.302.
LAND USE FEES:
(1) Well Permit Application, as provided for in Section 67.441.B.
(2) Septic Installation, as provided for in Section 68.326.
Septic Re -inspection, as provided for in Section 68.326.
(3) Permits, no field investigation, as provided for in Section
68.326.1.
(4) Major Use Permits, Special Project review as provided for
in Section 68.326.2

Section 2. Section 65.104 is hereby amended to read as follows:
Sec. 65.104 - PENALTY FOR DELINQUENT PAYMENT.
A. In any case where the applicant has failed for a period of 30 days to file
the application and obtain the required permit, license or registration
there shall be added to and collected with the required fee a penalty equal
to 10 percent of the fee and for each additional th hherapplicant fractiona
fails
month after - the expiration of said 30 day period that fof
to file such application and obtain such permit, license or registration,
there shall be added to and collected with the fee an additional penalty
equal to 10 percent of the fee; provided, however, in no event shall the
total penalty added to the fee pursuant to this section be more than 60
percent of the fee. The imposition of or payment of the penalty imposed
by this section shall not prevent the imposition

prescribed by this Code or any ordinance orprosecution
this Code or any ordinance.
B. The delinquent penalty fee for new applications may be waived by the Health
Officer in case of error made by Division of Environmental Health Protection
staff or when the applicant has not held a health permit during the past
five years, and was unaware that a health permit was required.
