Existing neighborhood patterns will be disrupted. 2. Existing conditions of blight and deterioration will proliferate. 3. Health and psychological problems will be created due to overcrowding. 4. Excessive demands will be placed upon police and fire protection services. 5. In light of decreasing State subventions, an added fiscal drain would be placed on the City to enforce a permissive second unit ordinance. 6. Further strain will be placed on an aging sewer system, leading to possible future capacity problems. 7. Additional traffic congestion will be caused on major streets currently functioning above design capacity during rush hour. 8. Aesthetic impacts on neighborhoods will result from unplanned residential construction. 9. An increase in neighborhood noise levels and demands for noise ordinance enforcement will occur. 10. New construction in private, open space areas would deprive existing residences of adequate natural light and air circulation. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of National City that Section 18.14.160 of the National City Land Use Code be amended to add the following: G. Second units, or granny flats, as defined in Section 65852.2 of the Government Code, are prohibited in the RS-1 and RS-2 zones. Second units are permitted in all other residential zones provided they comply with all development standards of the zone. PASSED AND ADOPTED this day of July, 1983.
