AN INTERIM ORDINANCE OF THE CITY OF NATIONAL
CITY, CALIFORNIA, ADOPTED PURSUANT TO GOV-
ERNMENT CODE SECTION 65858 AS AN URGENCY
MEASURE TO REGULATE THE LOCATION OF ADULT
ENTERTAINMENT ESTABLISHMENTS IN PROXIMITY
TO CHURCHES AND RESIDENTIALLY ZONED
PROPERTY IN THE CITY
WHEREAS, the City Council has previously adopted
ordinances restricting the establishment of adult entertainment
businesses within 500 meters of any school or park. Those
regulations are now in effect; and
WHEREAS, the City Council has determined that adult
entertainment establishments as defined in National City
Municipal Code, Chapter 18.69, in close proximity to
churches and residences are contrary and inimical to the health,
public safety and welfare of this community; and
WHEREAS, adult entertainment establishments in close
proximity to churches and residences threaten to destroy the
family -oriented and residential character of these areas; and
WHEREAS, the establishment of adult entertainment
businesses in close proximity to churches and residences is
contrary to public policy; and
WHEREAS, recent requests have been made for adult
entertainment businesses in close proximity to churches and
residences which if not regulated forthwith will be
corrosive to public peace and the public health and welfare of
the people of this community, and contrary to the intent of
City laws and policies;
NOW, THEREFORE, the City Council of the City of
National City does hereby ordain as follows:
SECTION 1. That the City Council finds it essential
to protect the public health, safety and welfare by placing
a temporary moratorium on the establishment of adult entertain-
ment establishments within 500 meters of any church or resident-
ially zoned property in the City in addition to those requirements
in Chapter 18.69 of the National City Municipal Code.
SECTION 2. After appropriate study the City Council
intends to adopt zoning regulations governing such establish-
ments in close proximity to residential zones and churches, as
soon as practicable, and directs the Planning Commission of
this City to commence studies and procedures necessary for
the adoption of such a permanent zoning ordinance and to
conduct public hearings thereon.
SECTION 3. In addition to Section 18.69, it shall be
unlawful for any adult entertainment establishments as defined
and regulated in Chapter 18.69 of the National City Municipal
Code (Land Use Code) to locate within 500 meters of a residential
zone or church.
SECTION 4. Be it further ordained that the City
Council finds that this ordinance be adopted as an Urgency
Ordinance for the reasons set forth above.

and correct copy of Ordinance No. 1784 of the City of National
City, passed and adopted by the Council of said City on
