AN NTERIM ORDINANCE ADOPTED AS AN EMERGINCY
MEASURE PURSUANT TO GOVERNMENT CODE SECTION
65858, TO ADD PLANNED DEVELOPMENT (PD) COMBIN-
ING ZONE TO CERTAIN REAL PROPERTY ZONED COM-
MERCIAL, CENTRAL BUSINESS DISTRICT (CBD)
(South of Sweetwater Road Opposite
"K" through "L" Avenues)
WHEREAS, several inquiries regarding development
of the below described real property have recently been
received and it appears that development is imminent; and
WHEREAS, an environmental impact report has been
certified by the Planning Commission for a proposed shopping
center on the below described real property; and
WHEREAS, the below described real property has
unique site features of size, shape, topography and location;
and
WHEREAS, the site of this proposed development is
partly in Chula Vista and partly in National City; and
WHEREAS, the City of Chula Vista has attached their
version of planned development overlay zoning to preserve and
extend the design advantages of the Sweetwater Town and
Country Shopping Center; and
WHEREAS, the neighbors in the residential area to
the north (Olivewood Terrace) have shown concern and a spirited
interest in the proposed shopping center, its design and the
impact upon their properties; and
WHEREAS, the most practical and meaningful way to
answer their concerns is by applying planned development over-
lay zoning that will make the project design subject to public
review and approval by the City Council; and
WHEREAS, development of said site to minimum Land Use
Code standards could produce design features that would be in-
consistent with the site features as specified above and result
in serious problems of environmental quality to the detriment
of public health, safety and welfare; and
WHEREAS, developed fo minimum CBD zoning standards,
this property could fall short of fulfilling the objective of
the'National City General Plan calling for aesthetic quality,
usable open space, and adaptability to its conditions of loca-
tion, topography, and natural setting;
NOW, THEREFORE, BE IT ORDAINED that Planned Develop-
ment (PD) combining zoning be added to the Commercial, Central
Business District (CBD) zoned property in the City of National
City described as follows:
Parcel Number 2 of Parcel Map 1308.
BE IT FURTHER ORDAINED that this ordinance is
adopted as an interim zoning ordinance pending a public hearing
before the City Planning Commission and this ordinance shall
expire four (4) months from the date of adoption unless
extended by terms of applicable laws.
BE IT FINALLY ORDAINED that the City Council find
that this ordinance be adopted as an urgency ordinance for
the reasons set forth above.

November 24, 1981 , under the provisions of Secs. 65856
and 65858 of the Government Code.
I FURTHER CERTIFY that the reading of said ordinance in full was
dispensed with by a vote of not less than a majority of the mem-
bers elected to the Council.
I FURTHER CERTIFY that the above and foregoing is a full, true
and correct copy of Ordinance No. 1761 of the City of National
City,„ passed and adopted by the Council of said City on
November 24, 1981 .
