ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AMENDING AND REPEALING VARIOUS SECTIONS OF
THE NATIONAL CITY MUNICIPAL CODE PERTAINING TO FEES
The City Council of the City of National City does hereby
ordain as follows:
Section 1. That Section 6.04.130 of the National City
Municipal Code and Section 13 of Ordinance No. 1606 are hereby
amended to read as follows:
6.04.130 License - Duplicate. A duplicate
license may be issued by the collector to replace
any license previously issued hereunder which has
been lost or destroyed, upon the licensee filing
statement of such fact, and at the time of filing
such statement paying to the collector a duplicate
license fee as established in the fee schedule
adopted by the city council.
Section 2. That Section 6.45.030(A) of the National City
Municipal Code and Section 4 of Ordinance No. 1810 are hereby
amended to read as follows:
6.45.030 License and fee requirements. A.
Any resident, group of residents, organizations, or
club of the City of National City may conduct a
garage sale as defined herein; provided, however,
that in the case of an individual resident a permit
shall first be obtained from the finance department
of the City of National City. The fee for garage
sale permits shall be as established in the fee
schedule adopted by the city council and shall be
paid at the time of permit issuance. Applications
for said permit shall be made a minimum of five
working days prior to the proposed garage sale.
The application form shall request the following
information:
1. Name and address of the person(s) wishing
to conduct the sale;
2. The location where the sale is to be
conducted;
3. A general description of the property to
be offered for sale;
4. Dates and time period when sale shall be
conducted;
5. Signature of person(s) conducting sale.

Section 3. That Section 6.48.020 of the National City
Municipal Code and Section 1 of Ordinance No. 1634 are hereby
amended to read as follows:
6.48.020 Application. Each person as defined
shall make application therefor with th
cty
treasurer. Each application shallaccompanied
by a fee as established in the fee schedule adopted
by the city council. The applicant shall also file
with his application three recent photographs (size
one inch by one inch), two to be filed with his
application and one to be attached to his identif i-
cation card.
Section 4. That Section 8.12.020 of the National City
Municipal Code, Section 10 of Ordinance No. 828, and Ordinance
No. 1285 are hereby amended to read as follows:
8.12.020 Term. Dog licenses shall be valid
for either 12 months, 24 months, or 36 months from
the date of issuance. Dog licenses shall expire on
December 31st of each year, with a renewal period
to extend to January 31st of the year first follow-
ing the year of expiration of a license.
Section 5. That Section 8.12.060 of the National City
Municipal Code and Section 14 of Ordinance No. 828 are hereby
amended to read as follows:
8.12.060 Replacement Fee. Whenever a license
tag has been lost or destroyed, a new receipt and
tag, expiring on the same date as the original, may
be issued for the same dog on the payment of a
replacement fee as established in the fee schedule
adopted by the city council.
Section 6. That Section 8.12.070 of the National City
Municipal Code and Section 15 of Ordinance No. 828 are hereby
amended to read as follows:
8.12.070 Transfer of ownership -- Fee.
Whenever the ownership of a dog has changed, the
new owner may secure a transfer of license to him
by endorsement on the records of the chief of
police and after presentation to the city treasurer
of the original receipt, endorsed by the original
licensee as a transferor and the payment of a
transfer fee as established in the fee schedule
adopted by the city council.

Section 7. That Section 8.12.080 of the National City
Municipal Code and Section 1 of Ordinance No. 1629, Section 2
of Ordinance No. 1141, Section 1 of Ordinance No. 884, Section
2 of Ordinance No. 830, and Section 16 of Ordinance No. 828
are hereby amended to read as follows:
8.12.080 License fees. The license fee for
all other dogs shall be as established in the fee
schedule adopted by the city council; provided,
however, that to such license fees there shall be
added a penalty as established in the fee schedule
adopted by the city council in the event that
application is made subsequent to the date on which
the animal is required to be licensed under this
section.
Section 8. That Section 13.04.220(G) of the National
City Municipal Code and Section 2 of Ordinance No. 1473 are
hereby amended to read as follows:
13.04.220 Permits -- Issuance Restrictions.
G. Upon issuance of a driveway public im-
provement permit, the permittee agrees as a condi-
tion to accepting said permit that he, his assigns
or successors owning or having owned the property
to be served thereby shall replace such driveway
with standard curb and sidewalk, if and when aban-
doned.
Any abandoned driveway shall be removed and
replaced with curb and sidewalk upon direction of
the city engineer; provided, however, that the
council may, in special cases, by resolution, order
the issuance of a public improvement permit to
construct and maintain driveways in excess of the
limitations contained in subsections A, B, C, D,
and E, of this section. Applications for such
special permits shall be made to the city manager
who shall recommend to the city council the grant-
ing or denial of same. A fee as established in the
fee schedule adopted by the city council shall
accompany each application for such special permit.
No application shall be considered unless the fee
has been paid.
Section 9. That Section 13.04.240(E) of the National
City Municipal Code and Section 4 of Ordinance No. 1473 are
hereby amended to read as follows:

13.04.240 Homeowners' driveway, sidewalk
and/or curb public improvement permit -- Fee --
Conditions for issuance.
E. The fee for the homeowners' public im-
provement permit shall be as established in the fee
schedule adopted by the city council.
Section 10. That Section 13.22.080(B) of the National
City Municipal Code and Section 8 of Ordinance No. 1491 are
hereby amended to read as follows:
13.22.080 Exemption from compliance granted
when.
B. Requests for exemptions, accompanied by a
filing fee as established in the fee schedule
adopted by the city council, shall be filed with
the city engineer. The city engineer may then
request reports and recommendations by other city
departments and, within three weeks, forward the
request with the recommendations to the city coun-
cil for action. The action of the city council
shall be final.
Section 11. That Section 14.06.060(A) of the National
City Municipal Code and Section 9 of Ordinance No. 1489,
Ordinance No. 1625, and Ordinance No. 1798 are hereby amended
to read as follows:
14.06.060 Fees -- Sewer laterals. A. In
addition to any fee or other charge which the city
may make for connecting with the public sewer, the
owner or applicant for such connection shall pay to
the city for constructing and laying a sewer later-
al as defined in Section 14.06.010(D), a fee as
established in the fee schedule adopted by the city
council.
Section 12. That Section 15.04.060(A) of the National
City Municipal Code and Section 1 of Ordinance No. 1834 are
hereby amended to read as follows:
15.04.060 Appeal Procedure. A. Time for
Making Appeal and Appeal Filing Fee. Appeals must
be initiated within ten days from the act, decision
or interpretation which is the subject of the
appeal. All appeals shall be accompanied by the
appeal filing fee as established in the fee sched-
ule adopted by the city council.

Section 13. That Section 15.08.080 of the National
City Municipal Code and Section 2 of Ordinance No. 1975 are
hereby amended to read as follows:
15.08.080 Section 304 (b) (c) (e) 2 and subsec-
tions (g) (h) (i) (j) added -- Fees. Section 304 (b)
(c) (e) 2 and subsections (g) (h) (i) and (j) of the
Uniform Building Code are added to read as follows:
(b) Permit Fees. The fees for such
permit shall be as set forth in the fee schedule
adopted by the city council.
The determination of value or valuation
under any of the provisions of this code shall be
made by the building official. The value to be
used in computing the building permit and building
plan review fees shall be the total value of all
construction work for which the permit is issued as
well as all finished work, painting, roofing,
electrical, plumbing, heating, air-conditioning,
elevators, fire -extinguishing systems and any other
permanent equipment.
(c) Plan Review Fees. When plans and/or
other data are required to be submitted by sub-
section (b) of Section 302, a plan permit filing
fee per Section 15.08.080 shall be paid at the time
of submitting plans and/or other data.
(e)2. Fee: An investigation fee, in
addition to the permit fee, shall be collected
whether or not a permit is then or subsequently
issued. The fee shall be as set forth in the fee
schedule adopted by the city council.
The payment of such investigation fee
shall not exempt any person from compliance with
all other provisions of this code nor from any
penalty prescribed by law.
(f) Energy Plan Check Fee. The fee for
required energy plan check shall be as established
in the fee schedule adopted by the city council.
(g) Handicap Regulations Plan Check Fee.
The fee for required handicap regulations plan
check shall be as established in the fee schedule
adopted by the city council.

(h) Energy Plan Check Fee. The fee for
required energy plan check shall be as established
in the fee schedule adopted by the city council.
(i) Permit Filing Fee. A permit filing
fee as established in the fee schedule adopted by
the city council shall be paid for each project
submitted to the city for review.
(j) Reinspection Fee. Whenever it shall
be necessary to make an extra inspection to any
project due to incorrect address or any reason
enumerated in Section 305(g) a reinspection fee as
established in the fee schedule adopted by the city
council shall be paid to the city.
Section 14. That Section 15.08.090 of the National
City Municipal Code and Section 2 of Ordinance No. 1975 are
hereby amended to read as follows:
15.08.090 Section 305(g) amended--Reinspec-
tions. Section 305(g) of the Uniform Building Code
is amended by revising paragraph four of subsection
(g) to read as follows:
(g) To obtain a reinspection, the per-
mittee shall file an application therefor in writ-
ing upon a form provided for that purpose, and pay
the reinspection fee as established in the fee
schedule adopted by the city council.
In instances where reinspection fees have
been assessed, no additional inspection of work
will be performed until the fees have been paid.
Section 15. That Section 15.12.030 of the National
City Municipal Code and Ordinance No. 1910 are hereby amended
to read as follows:
15.12.030 Fees. A. A fee as established in
the fee schedule adopted by the city council shall
accompany each application to move a structure from
one location on a lot to a new location on the same
lot.
B. A fee as established in the fee schedule
adopted by the city council shall accompany each
application to move a structure from one location
within the city to a new location within the city.

Section 16. That Section 15.14.050 of the National
City Municipal Code and Section 2 of Ordinance No. 1977 are
hereby amended to read as follows:
15.14.050 Section 304(b) added -- Mechanical
permit fees. Section 304(b) of the Uniform Mechan-
ical Code is amended to read as follows:
The fee for each permit shall be as estab-
lished in the fee schedule adopted by the city
council.
Section 17. That Section 15.14.060 of the
City Municipal Code and Section 2 of Ordinance No.
hereby repealed.
Section 18. That Section 15.14.070 of the
City Municipal Code and Section 2 of Ordinance No.
hereby amended to read as follows:
15.14.070 Section 305(f) added -- Reinspec-
tions. Section 305(f) of the Uniform Mechanical
Code is added to read as follows:

Section 21. That Section 15.20.050 of the National
City Municipal Code and Section 2 of Ordinance No. 1976 are
hereby amended to read as follows:
15.20.050 Section 20.7 added -- Plumbing
permit fees. Section 20.7 of the Uniform Plumbing
Code is added to read as follows:
The fee for each permit shall be as estab-
lished in the fee schedule adopted by the city
council.
Section 22. That Section 15.24.080(A) of the National
City Municipal Code and Section 2 of Ordinance No. 1976 are
hereby amended to read as follows:
15.24.080 Fees. A. The fees for each elec-
trical permit shall be as established in the fee
schedule adopted by the city council.
Section 23. That Section 15.24.085(E) of the National
City Municipal Code and Section 2 of Ordinance No. 1972 are
hereby amended to read as follows:
15.24.085 Inspections.
E. Reinspections. To obtain a reinspection,
the permittee shall file an application therefor in
writing upon a form furnished for that purpose, and
pay the reinspection fee as established in the fee
schedule adopted by the city council.
Section 24. That Section 15.60.025(A) of the National
City Municipal Code and Section 3 of Ordinance No. 1987 are
hereby amended to read as follows:
15.60.025 Fees. A. The applicant shall
submit with the completed temporary use permit the
following fees:
1. Class A and Class B uses: as estab-
lished in the fee schedule adopted by the city
council.
2. Class C use: subject to business
license fee obtained at finance department.

Section 25. That Section 18.24.200 of the National
City Municipal Code, Section 2 of Ordinance No. 1663, and
Section 13 of Ordinance No. 1935 are hereby amended to read as
follows:
18.24.200 Fees. A. A nonrefundable fee as
established in the fee schedule adopted by the city
council shall be paid to the city treasurer at the
time of filing an application for a flood hazard
area development (FHAD) permit.
B. A nonrefundable fee as established in the
fee schedule adopted by the city council shall be
paid to the city treasurer at the time of filing an
appeal pursuant to Section 18.24.180.
