AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY
ADOPTING AMENDMENTS
REGARDING DESIGN STANDARDS AND PROCEDURAL
REQUIREMENTS FOR NEW INDUSTRIAL AND COMMERCIAL DEVELOPMENT
AND REPEALING ORDINANCE NO. 91-2019
WHEREAS, the City of National City has been experiencing the demolition of older
residences in the Westside area and their replacement by industrial and commercial buildings; and
WHEREAS, these industrial and commercial buildings and uses have contributed to
worsening neighborhood quality for remaining residents of the area, with regard to on -street
parking problems, noise and environmental pollutants, as well as disharmony of architectural
design between older and newer structures; and
WHEREAS, the specific area negatively affected by the transition of use from residential
to industrial or commercial is bordered by I-5 on the west, Eighth Street on the north, Roosevelt
Avenue on the east and 24th Street on the south, and is in the ML, Light Manufacturing zone; and
WHEREAS, new industrial and commercial buildings, when remaining vacant result in a
blighting effect on surrounding property and an atmosphere of instability; and
WHEREAS, examples of new, vacant industrial and commercial buildings have been
cited; and
WHEREAS, several, additional, new, industrial and commercial buildings may be
proposed, consistent with the zoning of the area; and
WHEREAS, existing land use controls do not adequately address the potential adverse
effects of industrial and commercial buildings on residential uses and neighborhood institutions;
i.e. churches and schools; and
WHEREAS, the City Council finds it essential to protect the health, safety, and welfare of
the citizens of the City of National City to adopt the regulations listed below governing
construction of new industrial or commercial buildings or the expansion of such buildings.

NOW, THEREFORE, the City Council of the City of National City does ordain as
follows:
Section 1. Section 18.18.170 is added to the National City Municipal Code to read as follows:
18.18.170 Development adjacent to residential uses, churches or schools:
A. In the ML zone, no property adjacent to a residential or institutional use or
structure, i.e. across a lot line or alley but within the same block, shall be developed
for any purpose unless approved by issuance of a conditional use permit in
accordance with Chapter 18.116.
Section 2. Section 18.18.210 of the National City Municipal Code is amended to read as follows:
18.18.210 Required yards and setbacks. The minimum required yard setbacks in the
manufacturing zones are as follows:

Notes: a - a ten-ft. setback shall be maintained on Highland Avenue.

Section 3. Subsection A of Section 18.18.260 of the National City Municipal Code is
amended to read as follows:
18.18.260 Off-street parking. A. Automobile and truck parking or loading areas in any
manufacturing zone shall not be located in any front or exterior side yard setback.
Section 4. Section 18.58.290 of the National City Municipal Code is amended to read as
follows:
18.58.290 Schedule of parking requirements --Business and commercial uses. The following
is the schedule of off-street parking requirements for business and commercial uses:
Structures and Uses
Automobile, truck, boat, camper trailer
or similar vehicle sales, or rental
establishment located in the commercial
zones
Automobile and truck repair service
establishments
Restaurants, nightclubs, cocktail lounges,
bars, and similar establishments for the
sale and consumption of food or beverages
on the premises
Eating places, take-out and drive-thru
Off -Street Parking Required
1 space for each 2 employees of the shift
of maximum employment, plus 1 space
for each vehicle used in conjunction with
the use
1 space for every 800 square feet, or
fraction thereof, of gross floor area, plus
1 space for any amount of vehicles used
in conjunction with the business
1 space for each 5 fixed seats, plus 1 space
for every 35 square feet of area available
for assembly where there are no fixed
seats, plus 1 space for each 2 employees
on the largest shift. In no event shall less
than 10 parking spaces be provided for
such uses.

Section 5. Section 18.58.300 of the National City Municipal Code is amended to read as
follows:

following is the schedule of off-street parking requirements for manufacturing and related uses:

Section 6. Appendix D of Title 18 (Land Use) of the National City Municipal Code is
amended as follows:
a. Within Use Group 4, the following uses shall be transferred from the column of
typical permitted uses to the column of conditional use permit required:
Auto painting in conjunction with a driving school
Auto painting (with accessory body and fender work as regulated by Section
18.72.030)
b. Within Use Group 19, the following uses shall be transferred from the column of
typical permitted uses to the column of conditional use permit required:
Fuel store
Pest control service company
c. Within Use Group 22, the following uses shall be transferred from the column of
typical permitted uses to the column of conditional use permit required:
Assembly or packaging of articles or products prepared from asbestos
Auto body repairing
Fiberglass boat fabrication
Section 7. A specific plan shall be adopted in accordance with procedures referenced in
Chapter 18.08 of the Municipal Code to provide common parking and driveway access and
architectural unity among parcels prior to authorization of any permits for industrial or
commercial development for the block bounded by 18th and 19th Streets and Wilson and Harding
Avenues.
Section 8. Section V. B. 6. d. of the National City Design Guidelines is amended to read as
follows:
Wall surfaces should be finished to reduce opportunities for graffiti. If walls have smooth
surfaces they should be painted a neutral color.

Section 9. The City Council has considered proposed Negative Declaration No. IS-1991-
22 together with any comments received during the public review process, approves the Negative
Declaration, and finds on the basis of the Initial Study and any comments received that there is no
substantial evidence that the project will have a significant effect on the environment.
Section 10. The City Council finds that the proposed amendments are consistent with the
economic development policy of the General Plan to implement standards to improve the siting,
parking, and other amenities of new development to support compatibility with adjacent land uses
and with the intent of the Light Manufacturing designation of the General Plan for low intensity,
high quality industrial activities, office and institutional development near residential areas. The
amendments will improve the compatibility of industrial development immediately adjacent to
residential uses.
Section 11. Ordinance No. 91-2019 is hereby repealed.
