HomeMy WebLinkAboutCC ORD 1992-2043 Amends § 11.16.010(B), (C), (D) and (E), speed zones (11.16)ORDINANCE NO. 9 2- 2 0 4 3 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING ORDINANCE NOS. 1963, 1960, AND 1931 AND SUBSECTIONS (B), (C), (D) AND (E) OF SECTION 11.16.010 (SPEED ZONES DESIGNATED) OF THE NATIONAL CITY MUNICIPAL CODE ESTABLISHING SPEED ZONES OF VARIOUS STREETS WHEREAS, Section 22357 of the Vehicle Code of the State of California permits local authorities to establish speed limits greater than the prima facie limit of 25 MPH when, on the basis of an engineering and traffic survey, the local authority determines that a speed greater than 25 MPH would facilitate the orderly movement of vehicular traffic and would be reasonable and safe; and WHEREAS, the City of National City has made an engineering and traffic survey of certain City streets and desires to establish speed limits greater than 25 MPH. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of National City, California, as follows: Section 1. That Section 11.16.010(B) (Speed Zones Designated) of the National City Municipal Code and Ordinance Nos. 1963, 1960, and 1931 are hereby amended to read as follows: B. Thirty miles per hour is declared and established as the prima facie speed limit on the following streets: 1. Eighth Street from National City Boulevard to Highland Avenue. 2. Sixteenth Street from Highland Avenue to Palm Avenue. 3. "D" Avenue from Division Street to Eighteenth Street. 4. Division Street from National City Boulevard to Highland Avenue. That Section 11.16.010(C) (Speed Zones Designated) of the National City Municipal Code and Ordinance Nos. 1963, 1960, and 1931 are hereby amended to read as follows: C. Thirty-five miles per hour is declared and established as the prima facie speed limit on the following streets: 1. Eighth Street from Harbor Drive to National City Boulevard. 2. Eighth Street from Highland Avenue to Paradise Valley Road. 3. Plaza Boulevard from National City Boulevard to Eighth Street. 4. Sixteenth Street from National City Boulevard to Highland Avenue. 5. Twenty-fourth Street from Tidelands Avenue to Highland Avenue. 6. Thirtieth Street from Hoover Avenue to Highland Avenue. 7. Eighteenth Street from National City Boulevard to Euclid Avenue. 8. Highland Avenue from Eighteenth Street to Thirtieth Street. 9. "L" Avenue from Eighteenth Street to Twenty -Fourth Street. 10. "D" Avenue from Eighteenth Street to Thirtieth Street. 11. Euclid Avenue from Plaza Boulevard to 24th Street. 12. Sixteenth Street from Palm Avenue to Euclid Avenue. Continued on Page Three immediately. Sweetwater Road from Edgemere Avenue to Euclid Avenue. 3. Paradise Valley Road from Eighth Street to eastern city limit. Section 4. That Section 11.16.010(E) (Speed Zones Designated) of the National City Municipal Code and Ordinance Nos. 1963, 1960, and g ) amended to read as follows: 1931 are hereby E. BE IT FURTHER ORDAINED that this ordinance is adopted as an urgency of the ordinance to preserve the public health or safety, pursuant to Section 36937e Government Code, since this ordinance must be in effect to enforcement by the Police Department. permit speed limit BE IT FURTHER ORDAINED that this ordinance shall take effect PASSED and ADOPTED this 17th day of November, 1992.
