ORDINANCE TO ADD PLANNED DEVELOPMENT COMBINING
ZONE TO ALL RM-1 ZONED PROPERTIES IN NATIONAL
CITY, AND ADOPTING SAID ORDINANCE AS AN INTERIM
ZONING ORDINANCE, AND ADOPTING SAID ORDINANCE
AS AN URGENCY ORDINANCE
WHEREAS, the City Council has instructed the
Planning Commission to begin holding public hearings
to consider a variety of zoning map changes for land
now zoned for apartments in National City, and
WHEREAS, the City Council has approved a 15-
month schedule for said hearings to be conducted be-
ginning in February 1979, and
WHEREAS, it is the purpose of the City Council
in initiating these changes to protect areas developed
primarily for single family residential use, from new
multi -family housing development, which would be incom-
patible with said single family areas, and
WHEREAS, the addition of planned development
zoning as promulgated below will provide for Planning
Commission review of the compatibility of apartment
project proposals with adjoining areas on a case -by -
case basis while permanent zone change hearings are
being held;
NOW, THEREFORE, BE IT ORDAINED that PD (Planned
Development) zoning be added to all RM-1 (Residential
Multiple) zoned property in the City of National City
as shown on the National City Zoning Map No. 1, a copy
of which is on file in the Office of the City Clerk of
the City of National City as Document No. 62669
and the same is hereby adopted and incorporated as
though set forth in full;
BE IT ORDAINED that this Ordinance is adopted
as an interim zoning Ordinance pending a public hearing
before the City Planning Commission and this Ordinance
shall expire four (4) months from the date of adoption
unless extended by terms of applicable laws.
BE IT ORDAINED that the City Council find
that this Ordinance be adopted as an urgency Ordinance
for the reasons set forth above.
