NO. 1702 AN ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA AMENDING THE UNIFORM BUILDING CODE BY ADOPTING APPENDIX CHAPTER 7 RELATING TO COVERED MALL BUILDINGS The City Council of the City of National City, does ordain as follows: SECTION 1. There is hereby added to the Municipal Code Section 15.08.300 to read as follows: Section 15.08.300. There is hereby adopted by the City of National City, California for the purpose of prescribing regulations governing the erection, construc- tion, enlargement, alteration, occupancy, use, height, area, fire resistance, and maintenance of covered mall buildings, Appendix Chapter 7 as published in that certain document known as the Uniform Building Codes Accumulative Supplement, 1979, as promulgated by the International Conference of Building Officials and the Western Fire Chiefs Association, save and except such portions as are hereby deleted, modified, or amended, of which not less than three (3) copies have been and are now on file in the office of the City Clerk of National City and the same are hereby adopted by ref- erence with the force and effect as though set out herein in full, and from the date on which this ordinance shall become effective, the same shall be controlling within the limits of the City of National City. SECTION 2. Section 15.08.302 as hereby added to the Municipal Code amending Uniform Building Code Appendix Section 712, Subsection 1 (b) to read as follows: Section 712 - 1 (b) STANDPIPES. There shall be a Class I standpipe outlet connected to a supply capable of delivering the minimum flow required by National Fire Protection Pamphlet No. 14, Section 5-3 at each of the following locations for fire department use: 1. Within the mall at the entrance to an exit passage or exit corridor 2. At each floor level landing within enclosed stairways opening directly onto the mall, and adjacent to principal exterior entrances to the mall. Standpipes shall be installed in accordance with the requirements of Chapter 38 of this code. EXCEPTIONS: 1. Risers and laterals of Class 1 standpipe systems not located within an enclosed stair- way need not be protected by a degree of fire resistance equal to that required for vertical enclosures in the covered mall building. 2. Piping may be hydraulically sized. SECTION 3. Section 15.08.304 is hereby added to the Municipal Code amending Uniform Building Code Appendix Section 712, Subsection 2 to read as follows: Section 712, 2. GENE.RAL. The smoke - control system shall be activated by operation of either the sprinkler system or smoke detectors, and shall be manually operable. Smoke detectors shall be provided within the return -air portion of an air condi- tioning system operating in excess of 10,000 cubic feet per minute as required by the Mechanical Code. Smoke detectors which will sound a local alarm shall also be provided on the tenant side at openings where open - type security grills are used. Activation of either the duct detector or the sprinkler system shall cause the air supply to the air conditioning zone in which the fire occurs to shut down. During those hours when the air conditioning system is not operating, smoke detector or sprinkler acuation will transmit an alarm only as required in Subsection (a), Item No. 1 of this section. SECTION 4. Section 15.08.306 is hereby added to the Municipal Code amending Uniform Building Code Appendix Section 712, Subsection (ii to read as follows: Section 712 MIXED TYPES OF CONSTRUCTION. Openings between an anchor store of Types I, II, F-R, or I.I One -Hour construction, and the mall need not be protected. SECTION 5. Section 15.08.308 is hereby added to the Municipal Code amending Uniform Building Code Appendix. Section 713 (d) to read as follows: Section 713 (d) ARRANGEMENTS OF EXITS. Group A, Division 1, 2, and 2.1 Occupancies, other than drinking and dining establishments,sh.all be so located in th.e covered mall building that their entrance will be immediately adjacent to a principal entrance to the mall and shall have not less than one-half of their required exits opening directly to the exterior of the covered mall building. Required exits for anchor stores shall be provided so that it is not necessary to pass through the mall to reach an exit door or exit passage way. The occupant load of anchor stores opening into th.e mall shall not be included in determining exit requirements for the mall. Malls shall not exit through. anchor stores. Malls terminating at an anchor store where no other means of exit has been provided shall be considered as a dead-end mall. SECTION 6. Section 15.08.310 is hereby added to the Municipal Code amending Uniform Building Code Appendix Section 713, Subsection (f) to read as follows: Section 713 (f) ACCESS TO EXITS. Exits shall be so arranged that it is possible to go in either direction from any point in a mall to a separate exit, except for dead ends not exceeding a length equal to twice the width of the mall measured at the narrowest location within the dead-end portion of the mall. The minimum width of exit from a mall shall be 66 inches. When exit passageways are present to provide a secondary exit from a tenant space, doors to the exit passageway shall be one -hour fire doors. Such doors shall be self -closing and be so maintained or shall be auto- matic closing by smoke detection. Door assemblies shall be provided withan approved gasket so installed as to provide a seal where the door meets the stop along both sides and across the top. A readily visible permanent sign which clearly indicates the direction of exit tra- vel shall be posted adjacent to every secondary exit door opening into an exit passageway. The size, color, type, lumination and location of each such directional sign shall be approved by the Fire Marshall. SECTION 7. Section 15.08.312 is hereby added to th.e Municipal Code amending Uniform Building Code Appendix 713 by adding Item 5 to Subsection (h) to read as follows: Section 713 (h) 5. A readily visible, durable sign shall be posted on or adjacent to each door or grill, stating "THIS DOOR TO REMAIN FULLY OPEN UNTIL ALL CUSTOMERS HAVE LEFT THE PREMISES." Such sign shall be in letters not less than one inch. (1") high on a con- trasting background. SECTION 8. Section 15.08.314 is hereby added to the Municipal Code adding a new section 715 to Uniform Building Code Appendix Chapter 7 to read as follows: Section 715. KIOSKS. Kiosks and similar structures within the mall (temporary or permanent) shall meet the follow- ing requirements: 1. They must be constructed of non- combustible materials or fire retardant treated wood. 2. They are provided with automatic sprinklers if roofed over in such a manner as to obstruct sprinkler discharge from the building sprinkler system. 3. They are separated from each other by at least 20 feet. 4. They are not over 300 square feet in area. PASSED AND ADOPTED this eleventh day of December, 1979.
