AN ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA
ESTABLISHING A COMMITTEE FOR HOUSING AND COMMUNITY
DEVELOPMENT, SETTING FORTH THE COMPOSITION OF MEMBERSHIP,
TERMS OF MEMBERSHIP AND THE FUNCTIONS OF SAID COMMITTEE
AND REPEALING CERTAIN PRIOR RESOLUTIONS OF THE CITY
COUNCIL
WHEREAS, the City Council of the City of National City by
its Resolution 11,664 adopted January 14, 1975 established a Citizens
Committee for Community Development consisting of at least thirteen
members; and
WHEREAS, the City Council, by its Resolution No. 11,925
adopted December 16, 1975 increased the membership of said Committee
to seventeen persons; and
WHEREAS, the Citizens Committee for Community Development,
originally established primarily to fulfill Citizen Participation
requirements of the U. S. Housing and Community Development Act of 1974,
has served the City of National City well and is to be commended for
its service to the people of the City of National City; and
WHEREAS, the U. S. Housing and Community Development Act of
1977 and the California Community Redevelopment Law have changed within
the last year, including as to Citizen Participation requirements, and
it is in the interest of the people of National City to establish a
new Committee to advise the City Council and the Community Development
Commission on housing and community development policies and programs;
NOW, THEREFORE, BE IT ordained by the City Council of the
City of National City, California as follows:
Section 1: City Council Resolution No. 11,664, adopted
January 14, 1975 and entitled "A Resolution Establishing a Citizens
Committee for Community Development" is hereby rescinded.
Section 2: City Council Resolution No. 11,925 adopted
December 16, 1975 and entitled "Resolution of the City Council of the
City of National City in connection with a Project Area Committee from
within the proposed Center City Project, National City, California and
providing for representation of project area interests on the City's
Citizens Committee for Community Development" is hereby rescinded.
Section 3: There is hereby established, pursuant to the
provisions of the U. S. Housing and Community Development Act of 1974,
as amended in 1977, and pursuant to Sections 34120(c) and 34120.5(a)
and (b) of the California Community Redevelopment Law, hereinafter
called "the Law", a Committee for Housing and Community Development.
Section 4: The purpose of said Committee shall be to encourage
communication from persons, organizations and institutions in the City
of National City and to give advice and make recommendations to the
Community Development Commission of the City of National City or to the
City Council of the City of National City in connection with housing
projects, programs and policies including the following:
(a) The Community Development Block Grant Program pursuant
to the U. S. Housing and Community Development Act of
1974, as amended. (Center City Redevelopment Project and
adopted Housing Assistance Area.)
(b) The Housing and Urban Development Section 312 Rehabilitation
Loan Program within the adopted Housing Assistance Area,
as amended.
(c) The Housing and Urban Development Section 8 Housing
Assistance Payments Program for existing housing and
for new construction including 300 units for handicapped
and elderly persons.
(d) The relocation of families and individuals displaced
from their residences by the projects and programs of
the Community Development Commission.
(e) The housing and neighborhood improvement aspects of the
proposed Amendment No. 1, Center City Redevelopment Project.
Other housing improvement, housing assistance and
neighborhood improvement projects, programs and policies
in connection with Federal and State laws relating to
housing and neighborhood improvement.
The Committee shall, after its establishment, limit its review
and recommendation to those matters set forth in this Section 4 by
adoption of its By -Laws. [Section 34120.5(b) of the Law]
Section 5: The Committee shall consist of nine members who
shall be appointed by and serve at the pleasure of the Mayor with the
concurrence of the City Council. Members of the Committee shall be
residents of the City of National City and shall serve for two year
terms. Membership shall be as follows:
(f)
(a) Two members shall be tenants of the Community Development
Commission in its capacity as Housing Authority and one
of the two tenants shall be over 62 years of age.

(b) Seven members shall be appointed in partial fulfillment
of the requirements for Citizen Participation in the
U. S. Housing and Community Development Act of 1974 as
amended by the U. S. Housing and Community Development
Act of 1977 and to fulfill the requirements of Sections
33385 through 33388 of the Law entitled "Project Area
Committee".
(1) Not less than one member shall be an owner occupant
within a redevelopment project in which a substantial number
of low or moderate income families are to be displaced from
their homes.
(2) Not less than one member shall be a tenant in a
redevelopment project in which such substantial displacement
is to occur.
(3) Not less than one member shall be in business
within a redevelopment project.
(4) Not less than one member shall represent an
existing organization or institution within a redevelopment
project in which such substantial displacement is to occur.
(5) Committee members shall be appointed to best
reflect the interests of persons, groups, businesses and
institutions affected by the Projects and Programs of the
Community Development Commission, as they may vary from time
to time.
(c) The Chairperson and the Vice Chairperson of the Committee
shall be appointed in January of each year for one year
terms by the Mayor with the concurrence of the Cit C•_n it

Secretary of the Commission shall be elected in January of
each year by the Committee and shall serve for a one year
term.
(d) The Chairman of the Committee shall automatically remove
from membership on the Committee any member who has three
consecutive absences from Committee Meetings which
absences were not specifically and publicly excused, at
the Committee's Meetings by the Chairman. The Mayor shall
fill such vacancy promptly, with City Council concurrence.
Section 6: Members of the Committee shall serve without compensation,
except that any expenses incurred by members in connection with official
Committee activity, including, but not limited to travel, meals, transportation
costs or baby sitting expense to enable the Member to attend the Meeting,
shall be paid by the Community Development Commission upon claim.
Section 7: The Committee shall adopt and/or amend By -Laws
consistent with the purpose of its creation and function.
Section 8: The Executive Director of the Community Development
Commission shall provide staff services to the Committee including, but
not limited to minutes of meetings, agenda materials and the maintenance
of the Committee's records, including its expenses.
