HomeMy WebLinkAboutCC ORD 1977-1551 Adopts specific plan for street right-of-way (Special)ORDINANCE NO. 1551 AN ORDINANCE ESTABLISHING A SPECIFIC PLAN (SP-35-76) FOR THE LOCATION OF STREET RIGHT-OF-WAY FOR GRANGER AVENUE AND VAN NESS AVENUE SOUTH OF 24TH STREET, AND LEONARD STREET BETWEEN GRANGER AND VAN NESS AVENUES WHEREAS, at a regular meeting of the City Planning Commission on November 8, 1976, said Commission recommended to the City Council the adoption of a Specific Plan establish- ing the location of street right-of-way for portions of Granger and Van Ness Avenues south of 24th Street, and Leonard Street between Granger and Van Ness Avenues, and WHEREAS, the City Council of National City on January 4, 1977, held a public hearing to consider the recommendation of the Planning Commission, and WHEREAS, at said public hearing all interested persons were given opportunity to appear and be heard before the said City Council, and WHEREAS, the City Council has determined that it is in the interest of the health, safety, and welfare of the citizens of National City to establish the location of street right-of-way for Granger Avenue and Van Ness Avenues south of 24th Street, and Leonard Street between Granger and Van Ness Avenues, and WHEREAS, the City Council has determined that said Specific Plan will be necessary and convenient to the implementation of the General Plan; NOW, THEREFORE, BE IT ORDAINED that pursuant to Article 8, Title 7 of the California Government Code (Authority for the Scope of Specific Plans) , the City Council of the City of National City does adopt a Specific Plan establishing the location of street right-of-way for Granger Avenue and Van Ness Avenue south of 24th Street, and Leonard Street between Granger and Van Ness Avenues as shown on City of National City Engineering Drawing No. 3555-D, a copy of which is on file in the office of the City Clerk as Document No. 8 fo.3 BE IT FURTHER ORDAINED that future street right- of-way acquisition for said streets be in accordance with said Drawing. BE IT FURTHER ORDAINED that the purpose of this specific plan is to establish a future street plan for Granger and Van Ness Avenues between 24th and Leonard Streets and for Leonard Street between Granger and Van Ness Avenues; to specify the precise location, extent and width of public street right-of-way and improvements that may be provided for and installed some time in the future; to provide such a plan to guide both public and private development activities consistent with the General Plan; and to prevent building encroachments within said street alignment. This plan does not propose the construction of said streets. PASSED AND ADOPTED this l8th day of January, 1977.
