AN ORDINANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING THE UNIFORM BUILDING
CODE, 1976 EDITION AND APPENDIX CHAPTERS 13, 35, 49, AND 57 THERETO, PROVIDING
PENALTIES FOR THE VIOLATION THEREOF AND AMENDING ORDINANCE NO. 1421 AND CHAPTER
15.p8 OF THE MUNICIPAL CODE OF THE CITY OF NATIONAL CITY.
The City Council of the City of National City, California, does ordain as follows:
SECTION 1. There is hereby added to the Municipal Code Section 15.08.002 to read
as follows:
SECTION 15.08.002. FINDING AND DECLARATION. The City Council of National City,
California, does hereby specifically and expressly find and declare that the nature
and uniqueness of the climate, terrain, location, environment and rate of population
growth of the City of National City does necessitate and demand specific changes in,
and variations from the Uniform Building Code, 1976 Edition, which are noted in and
made a part of this Ordinance.
SECTION 2. Section 2 of Ordinance No. 1421 and Section 15.08.010 of the Municipal
Code is hereby amended to read as follows:
SECTION 15.08.010. There is hereby adopted by the City Council of the City of
National City for the purpose of prescribing regulations governing the erection,
construction, enlargement, alteration, repair, moving, removal, demolition, con-
version, occupancy, use, height, area, fire resistance and maintenance of all
buildings and/or structures, that certain code known as the Uniform Building Code,
and Appendix Chapters 13, 35, 49, and 57, published by the International Conference
of Building Officials, being particularly the 1976 Edition thereof, save and except
such portions as are hereinafter deleted, modified, or amended, of which code
not less than three (3) copies have been and are now on file in the office of
the City Clerk of National City and the same are hereby adopted and incorporated
as fully as if ,set out at length herein, and from the date on which this Ordinance
shall become effective, the same shall be controlling within the limits of the
City of National City.
SECTION 3. Section 15.08.065 of the Municipal Code and Section 302 (d) of the
Uniform 'Building Code are hereby amended to read as follows:
Section 302 (d). EXPIRATION. Every permit issued by the Building Official under
the provisions of this Code shall expire by limitation and become null and void,
if the building or work authorized by such permit is not commenced within 180
days from the date of such- permit.
EXCEPTION'':
One additional 180 day time extension may be granted at no additional fee, provided
the Building Official is satisfied that the permittee has acted in good faith,
and that w-ork authorized conforms to all subsequent changes to this Code, the
Zoning Ordinance, and other pertinent laws and ordinances.
SECTION 4. Sections 15, 16,.17, 18, 19, 20, and 21 of Ordinance No. 1421 and
Sections 15.08.140, 15.08.150, 15.08.160, 15.08.170, 15.08.180, 15.08.190, and
15.08.200 of the Municipal Code are hereby repealed.
SECTION 5. Section 22 of Ordinance No. 1421 and Section 15.08.210 of the Municipal
Code are hereby repealed.
SECT -ION 6. Section 15.08.212 is hereby added to the Municipal Code amending
Section 4706 (e) of the Uniform Building Code to read as follows:
Section 4706 (e). APPLICATION OF METAL PLASTER BASES. The application of
metal lath or wire fabric lath shall be as specified in Section 4505 (c) and
they shall be furred out from vertical supports or backing not less than 1/4
inch, except as set forth in Footnote No. 2, Table No. 47-B, Where no external
corner reinforcement is used, lath shall be furred out and carried around the
corner to at least one support on frame construction. A weep screed shall be
provided at or below the foundation plate line on all exterior stud walls. The
screed shall -be placed a minimum of 4 inches above grade and shall be of a type
to allow trapped water to drain to the exterior of the building. The weather
resistive barrier and exterior lath shall cover and terminate on the attachment
flange of the screed.
SECTION 7. Section 15.08.230 of the Municipal Code and Section 6002 of the
Uniform Building Code are hereby_ amended to read as follows:
SECTION 6002. The U.B.C. Standards which are referred to in
various parts of the Uniform Building Code shall be the Uniform
Building Code Standards as published by the International Con-
ference of Building Officials, and the same are hereby declared
to be a part of this Code.
SECTION 8. Section 27 of Ordinance No. 1421 and Section 15.08.260 of the
Municipal Code are hereby repealed.
SECTION 9. Section 2 of Ordinance No. 1280 and Section 15.08.370 of the Municipal
Code are hereby repealed.
