AN ORDINANCE OF THE CITY OF NATIONAL CITY
REGULATING THE HOURS AND USE OF THE NATIONAL
CITY BOAT LAUNCHING RAMP AT 32ND STREET AND
ALL CITY PARKS, PROVIDING A PENALTY FOR THE
VIOLATION THEREOF, REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT THEREWITH
AND ADOPTING SAID ORDINANCE AS AN URGENCY
ORDINANCE
The City Council of the City of National City, DOES
ORDAIN AS FOLLOWS:
SECTION 1. It shall be unlawful for any person
to enter or occupy any of the area of the National City Boat
Launching Facility as the same is described on the attached
map, and as further described in Exhibit "A" attached hereto
and made a part hereof as though set forth in full, between
the hours of 6:00 p.m. and 10:00 a.m. unless such person is
actively engaged in fishing, launching a boat; and, or, park-
ing a motor vehicle related to the proper use of said facility.
a. It shall be unlawful for any person to have or
possess any open container of an alcoholic beverage on the
described facility, or to consume any alcoholic beverage on or
in said facility.
SECTION 2. It shall be unlawful for any person to
enter or occupy any city park of the City of National City
between the hours of 9:00 p.m. and 7:00 a.m. without the consent
of the City, first obtained, granted by the City Council, the
City Manager, or their designated authorized agents.
SECTION 3. The Director of Public Works shall im-
mediately post the perimeter of the area described in this or-
dinance, with signs advising of the restrictions and limitations
on the use and occupancy of said facility.
SECTION 4. Any person, firm, association, or corpora-
tion violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor, and upon conviction shall be
punishable by a fine of not more than one hundred dollars or
by imprisonment not to exceed 30 days or by both such fine and
imprisonment.
SECTION 5. This ordinance is an urgency ordinance
necessary for the im-:‹ ate preservation of the public peace,
or safe:
the wear A=. . of the Califor vern-
ment Code and shall go into immediate effect.
Said urgency exists because of the numerous acts
of violence and vandalism occuring at said facility during
night time hours, said acts being committed by persons not
occupying said facility for its intended purposes of fishing
and boating.

Description of Posted Area at Boat Launching Ramp:
All that portion of Quarter Section 174, of the Rancho de la Nacion, Map
166, filed May 11, 1869, in the County Recorder's Office of San Diego, Cal-
ifornia, described as follows:
Beginning at the intersection of Tidelands Avenue with Terminal Street, thence
Easterly along centerline of said Terminal Street a distance of 433 feet;
Thence bearing 90 degrees to the right along a line Southerly a distance of
54 feet to the True Point of Beginning; Thence continuing along said line
Southerly 1033 feet to the centerline of Flood Control Channel; Thence bearing
90 degrees to the right along a line Westerly a distance of 667 feet; Thence
bearing 90 degrees to the right along a line Northerly a distance of 349 feet;
Thence bearing 90 degrees to the right along a line Easterly a distance of
174 feet to the Westerly line of future 120 foot Tidelands Avenue; Thence
bearing 90 degrees to the left along said Westerly line Northerly a distance
of 70 feet; Thence bearing 90 degrees to the right along a line a distance
of 120 feet to the Easterly line of future 120 foot Tidelands Avenue; Thence
bearing 90 degrees to the left along said Easterly line Northerly a distance
of 614 feet to the Southerly line of Terminal Street; Thence bearing 90
degrees to the right along said Southerly line a distance of 373 feet to the
True Point of Beginning.
