AN ORDINANCE TO ESTABLISH PROCEDURES FOR
INITIATING AMENDMENTS TO THE GENERAL PLAN
AND SPECIFIC PLANS OF THE CITY OF
NATIONAL CITY
WHEREAS, Ordinance 1357 is an amendment to
the Zoning Ordinance of said City, and
WHEREAS, with the adoption of the National
City Land Use Code, the Zoning Ordinance and all amend-
ments thereto of said City will be repealed, and
WHEREAS, it is desired that the regulatory
text of Ordinance 1357 be continued in force, and
WHEREAS, this Ordinance does duplicate the
regulatory text of Ordinance 1357;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
"Amendments to the General Plan and Specific Plans
1. Purpose
The General Plan Map, General Plan and any
Specific Plan may be amended whenever public
necessity, general welfare, convenience, or
sound planning principles require, in the
manner prescribed in Section 65350 through
65360, and 65500 through 65506 of the Govern-
ment Code of the State of California.
2. Initiation of Amendment
Amendments to the General Plan Map, General
Plan, or any Specific Plan may be initiated
by:
(a) Resolution of Intention of the City Council.
(b) Resolution of Intention of the Planning
Commission.
3. Application for Amendment
Any person desiring to initiate a change in
the General Plan Map, General Plan, or any
Specific Plan shall address his request,
on a form prescribed by the Planning Commission,
to the City Planning Commission which shall
consider the request at a regular meeting within
30 days of receipt thereof. The Director of
Planning, upon receipt of such a request shall
fix the date at which the request will be
presented to the Planning Commission and inform
the applicant thereof not later than 10 days
prior to such meeting.
4. Action of Planning Commission
The Planning Commission shall, in its sole
discretion, determine whether or not to
initiate any amendatory proceedings as
requested by such person.
5. Fee
In the event that the proposed amendment
to the General Plan shall be requested by
a private citizen, no steps shall be taken
to hold any hearings on such proposed amend-
ment until said person has deposited with the
City a sum equal to the estimated cost of
making such amendment, but in no event less
than $100..00."

until seven calendar days had elapsed between the day of its introduction
and the day of its final passage, to wit, on February 17, 1976
and on
February 24, 1976
I FURTHER CERTIFY THAT said ordinance was read in full prior to its
final passage or that the reading of said ordinance in full was dispensed
with by a vote of not less than a majority of the members elected to the
Council, and that there was available for the consideration of each mem-
ber of the Council and the public prior to the day of its passage a written
or printed copy of said ordinance.
