ORDINANCE NO. 1511
AN ORDINANCE ESTABLISH-
ING A SPECIFIC PLAN FOR
THE LOCATION OF A NEW
STREET RIGHT-OF-WAY FOR
17TH STREET BETWEEN
LANOITAN AND RACHAEL
AVENUES [IN ACCORDANCE
WITH NATIONAL CITY
ENGINEERING DRAWING
NOS. 596-D AND 597-D]
WHEREAS, at a regular
meeting of the City Planning
Commission on May 24, 1976, said
Commission recommended to the
City Council the adoption of a
Specific Plan establishing the
location of street right-of-way for
17th Street between Rachael and
Lanoitan Avenues, and
WHEREAS, the City Council of
National City, on July 6, 1976,
held a public hearing to
consider the recommendation of
the Planning Commission, and
WHEREAS, at said public
hearing all interested persons
were given opportunity to appear
and be heard before the said City
Council, and
WHEREAS, the City Council
has determined that it is in the
interest of the health, safety, and
welfare of the citizens of National
City to establish the location of
street right-of-way for 17th Street
between Rachael and Lanoitan
Avenues, and
WHEREAS, the City Council
has determined that said Specific
Plan will be necessary and
convenient to the implementation
of the General Plan;
NOW, THEREFORE, BE IT
ORDAINED that pursuant to
Article 8, Title 7 of the California
Government Code (Authority for
the Scope of Specific Plans), the
City Council of the City of
National City does adopt a
Specific Plan establishing the
location of street right-of-way for
17th Street between Rachael and
Lanoitan Avenues as shown on
City of National City Engineering
Drawing Nos. 596-D and 597-D,
copies of which are on file in the
office of the City Clerk as
Document N o. 57954 and 57954
BE IT FURTHER ORDAINED
that future street right-of-way
acquisition for said streets be in
accordance with said drawing.
BE IT FURTHER ORDAINED
that the purpose of this specific
plan is to establish a future street
plan for 17th Street between
Rachael and Lanoitan Avenues,
to specify the precise location,
extent and width of public street
right-of-way and improvements
that may be provided for and
installed sometime in the future,
to provide such a plan to guide
both public and private
development activities consistent
with the General Plan, to prevent
building encroachments within
said street alignment and does
not propose the construction of
17th Street.

20th day of July, 1976.

Ayes: Councilmen Camacho,
Dalla, Morgan.
Nays: Councilmen None.

introduction and the day of its
final passage, to wit, on July 13,
1976 and on July 20, 1976.

said ordinance was read in full
prior to its final passage or that
the reading of said ordinance in
full was dispensed with by a vote
of not less than a majority of the
members elected to the Council,
and that there was available for
the consideration of each member
of the Council and the public prior
to the day of its passage a written
or printed copy of said ordinance.
